We the People of Wikimedia, in Order to form a more perfect Encyclopedia, establish Justice, ensure NPOV, provide for the common defence, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution of Wikipedia.

Section 1

All legislative Powers herein granted shall be vested in a Wikipedian structure, which shall consist of a Senate for the banning of users, and House of Sysops.

Section 2

Clause 1: The House of Sysops shall be composed of Members chosen by the People of Wikipedia, and the Electors shall have the Qualifications requisite for Electors.

Clause 2: No Person shall be a Sysop who shall not have attained an agreed upon number of contributions, and been ? months as a Citizen of Wikipedia.

Clause 3: The House of Sysops shall choose their Speaker and other Officers; and shall have the sole power of , article protection, and article deletion.

Section 3

The Congress, whenever two thirds of both Houses shall deem it necessary, shall call a Convention for proposing Amendments to this Constitution, which shall be valid to all Intents and Purposes, as Part of this Constitution, when ratified by the three fourths of both houses.
