Purpose of the report[edit]

This form is for organizations receiving Annual Plan Grants to report on their results to date. For progress reports, the time period for this report will the first 6 months of each grant (e.g. 1 January - 30 June of the current year). For impact reports, the time period for this report will be the full 12 months of this grant, including the period already reported on in the progress report (e.g. 1 January - 31 December of the current year). This form includes four sections, addressing global metrics, program stories, financial information, and compliance. Please contact APG/FDC staff if you have questions about this form, or concerns submitting it by the deadline. After submitting the form, organizations will also meet with APG staff to discuss their progress.

Telling your program stories - all programs[edit]

Please tell the story of each of your programs included in your proposal. This is your chance to tell your story by using any additional metrics (beyond global metrics) that are relevant to your context, beyond the global metrics above. You should be reporting against the targets you set at the beginning of the year throughout the year. We have provided a template here below for you to report against your targets, but you are welcome to include this information in another way. Also, if you decided not to do a program that was included in your proposal or added a program not in the proposal, please explain this change. Overview of this quarter[edit]

The purpose of this section is to provide a brief overview of this report. Please use no more than 1-2 paragraphs to address the questions outlined below. You will have an opportunity to address these questions in detail elsewhere in this report.

CHANGES: Please describe how you changed your plans and budget based on the FDC allocation approved by the Board in December 2013, and your rationale for these changes. You can then use the changed plans and budget as the basis on which to report back on the first quarter.

  • Given the funds were received in mid-March, some of the projects will be a bit delayed, especially given the important changes in the professional staff of the Association and the low level of activities in our partner associations in the summer. However, at this moment, there are no planned changes in our plans for 2014.

HIGHLIGHTS: What were 1–2 important highlights of the past quarter? (These may include successes, challenges, lessons learned.)

  • One of the highlights of the quarter was the inclusion of the Education Coordinator. This improvement aims at dealing with one of the main targets of this year: to develop a comprehensive Education Program, designing as well a strategy in the field of education for Wikipedia and other Wikimedia projects. We want to cover all the educational levels -primary, secondary, professional, academic and teacher's trainning- and, in order to carry this out, we are working on identifying the strategic stakeholder in terms of defining the outcomes expected. Even though we have been working a few weeks with this new officer, there have been a clear new approach to activities and different educative partners.
  • Changes in the staff has been, and remains to be, a challenge to face. While the new staff members have previous experience working for other institutions, and even having the support of all the members of the Board, we are still adapting to the new responsibilities and meeting the demands that such kind of work implies in order to perform our duties in the best way.

WIKI-FOCUS: What Wikimedia projects was your entity focused on (e.g., Wiki Commons, French Wiktionary) this quarter?

  • We have focused mainly on Spanish Wikipedia and Wikimedia Commons, the two largest projects by number of active volunteers from Argentina. We have started working on Wikivoyage, too.

GROWTH: How did your entity grow over the past quarter vs. the previous quarter (e.g., Number of active editors reached/involved/added, number of articles created, number of events held, number of partipants reached through workshops)?

  • Comparing to the last quarter report and after our first edit-a-thon in 2014, we have counted on the partipation of a similar number of attendees. We have increased significantly our work with new cultural and educational institutions, and several projects are already planned for this year. After this quarter, we will be able to consider in a better way our outcomes and evaluate the results of enacted agreements.

Financial summary[edit]

The FDC requires information about how your entity received and spent money over the past year. The FDC distributes general funds, so your entity is not required to use funds exactly as outlined in the proposal. While line-item expenses will not be examined, the FDC and movement wants to understand why the entity spent money in the way it did. If variance in budgeted vs. actual is greater than 20%, please provide explanation in more detail. This helps the FDC understand the rationale behind any significant changes. Note that any changes from the Grant proposal, among other things, must be consistent with the WMF mission, must be for charitable purposes as defined in the grant agreement, must be reported to WMF, and must otherwise comply with the grant agreement. The WMF mission is "to empower and engage people around the world to collect and develop educational content under a free license or in the public domain, and to disseminate it effectively and globally."

Education Program
What are the objectives of this program? Please include metrics.
  • Aim: The main goal of the program is to increase adoption of Wikimedia projects on Educational environments (with a strong focus on secondary and higher education), promoting participation of students, teachers and academics and the use of Wikipedia as a teaching tool.
  • Metrics: Design of an Education Program for Wikimedia Argentina to face this initiative in a more comprehensive and organic way. Also, number of agreements with institutions, number of events (workshops, lectures) organized, number of participants, number of new Wikipedians, number of new volunteers and quantitative analysis to mesuare the impact of the activities lined up. The mestrics estimated are the following:

  • Education program: In progress. During March Wikimedia Argentina hired a professional in the educational field as the new Education Coordinator. The purpose of this hiring is to be able to face the education issue in a more comprehensive way and to be more precise in our objetives and activities and how we are going to accomplished them, taking into account the importance of beeing capable of mesuaring- through cualitative and quantitative indicators- all the actions designed.
  • Agreements:

During this period we made a strategic link with FLACSO (Facultad Latinoamericana de Ciencias Sociales) In progress: We are consolidating a network with educational institutions that will allow us to amplify the outreach of our projects, as well as design new ones that address other Wikimedia projects:

  • CITEP-UBA (Institute of Technology and Pedagogy of University of Buenos Aires): we are planning out the organization of an edit-a-thon during the second quarter of the year. The University of Buenos Aires is restructuring its position as social actor within the community. In this framework, they expect to involve different faculties , current students and professors, in order to carry out new trainings, including a specific one on Wikimedia projects and the use of Wikipedia as a learning tool.
  • IBERTIC-OEI (Iberoamerican Institute of Technology – Iberoamerican States Organization): we are working on designing a contest involving secondary teachers to increase significantly the number of photos under free license of the secondary schools in Argentina. The main goal is to create a free license bank of resources of pictures of argentinian schools, that will improve the number of free material regarding the current photo assets of national and international organizations and will increase, as well, the chance of using them for their own educational projects.
  • Buenos Aires City Government; Education Office: We are currently working on creating an innovating project that will be carried out in one primary school in Buenos Aires, focusing on the role of the school as a business incubator. We expect to work during a month on all the stages of the curricula, approaching Wikipedia to teachers and students and measuring the acceptance of the tool as a teaching and learning instrument.
  • Conectar Igualdad (National Government; Education Office): We are in a very early stage of work. We are on a research stage, currently finding out which main areas we can work together and designing a project regarding our common objetives.
  • Educatina: website of educational videos: Contact done. We are expecting the meeting during the first week of April.
  • IIPE-UNESCO: Contact done. We are expecting the meeting during the first week of April.

  • Participants: 40 new participants.

Activities conducted.
  • Educathon 2014: During the firsts days of April, Wikimedia Argentina took part in the Educathon 2014, online, free and open event about digital citizenship organized by FLACSO. The event involved 5.000 participants from all over Latin America. Specifically, in Wikimedia activities, 40 active participants contributed to carry out the different proposals designed by the staff. The main objetive was to seek to further think the challenges that new virtual identities bring on to education. It summoned diverse specialists in education technologies. Wikimedia Argentina joined the event with two different proposals:
  • HackWikimedia: This activity aimed to hold a public discussion on how to include Wikipedia in different educational contexts.
  • Be brave, become a wikipedian: In this activity, we invited users to edit the article Ciudadanía Digital in Spanish Wikipedia. We incorporated wikipedians from the local community who volunteered to help new editors in this activity, and we produced a presentation (only in Spanish) that holds the five most common situations a wikipedian can face.
  • During March Melina Masnatta was hired as a Educational Coordinator. Untill today and in a part-time contract, she has been working on constructing a solid base of stakeholders to plan out a proper educational program.
What worked and what did not?
  • All the activities carried out had relevant results. All were aimed at the main educational objective for the first quarter of approaching and promoting wiki culture to new participants and new educational environments.
  • The Editathon was planed to be launched on March 30 and finally the virtual platform was available on April 1. In addition, FLACSO's virtual platform only allowed to post and get involved through Twitter, a digital tool that although is well known by most people, teachers and professors are still not familiar with it, thus, a more active participation was restricted.
GLAM activities
What are the objectives of this program? Please include metrics.
  • Aim: The main purpose of this program is to establish partnerships with cultural and heritage institutions (GLAM) for activities that promote the inclusion of content on Wikipedia
  • Metrics: Number of colaboration agreements signed and institutions participating in GLAM activities, number of activities organized, number of participants attending the events, number of articles edited/photos uploaded, press mentions, impact on Wikipedia after edit-a-thons, lectures and presentations.

  • Agreements: 1 new: Universidad Nacional de la Plata (UNLP) In progress: Colegio Nacional de Buenos Aires

  • Media uploaded: 17 images from the Historial Archive of the province of Buenos Aires.

Activities conducted.
  • During Q1, we organized a new edit-a-thon together with te National University of La Plata.The event was held in the context of the radio's 90º anniversary. LR 11 was the first univeristy radio in the world. In this sense, the editing marathon seeked to rebuild the history of the institution, as well as its influence in the local culture. We also wrote some new articles based on the storytelling of other university radios in the country, since some of them were present in the city for the occasion.
  • During this period, we also stablished conversations with Colegio Nacional de Buenos Aires, one of the most important and reknown educational institutions nowadays in Buenos Aires. The secondary school, is the oldest school in the city, its building is considered historical and owns the fourth largest public library in Buenos Aires. Moreover, it has been the teaching space from where national and international personalities took their first steps towards theirs careers. Our aim is to organize two activities there during the upcoming months. We planned an edit-a-thon on September with the aim to bring us closer to the history and cultural heritage of the institution, involving current students and teachers as well as former students. We believe that by joining both experiences - current and former- with wikipedians we can improve not only the knowledge of the institution, but develop a cultural construction through all the actors involved, and reinforce the community spirit , one of the main objectives of this institution. We also expect this new alliance to bring, as well, the possibility of releasing some of their graphic material under a free licence so they can be used on Wikipedia. Besides the edit-a-thon, we are planning out a three encounters seminar with the current teachers to train them how to implement Wikimedia projects into the classrooms and its benefits as a pedagogical tool.
  • During June 2014 will be held a new edit-a-thon with the association "Amigos del Tranvía". This particular event will seek to build a better comprehensive knowledege of the tram, its history in Argentina - where the tram was a relevant means of transportation- and to improve and enrich the information about this issue in Wikipedia. Our goal will be to work together, Wikipedians, potential new editots and tram experts storytellers and create not only new articles but enough interest to continue working on tram's history on Wikimedia projects. As well as with El Colegio Nacional de Buenos Aires, we expect to release graphic material under free licensed to be used in Wikipedia.
What worked and what did not?
  • The first edit-a-ton of the year was successfull. Even though it was a rainy day, very few people missed the event. We maintain as high a number of participants as previous edi-tha-tons held before. The National University of La Plata supported and sponsored the activity on the context of the Radio 90's anniversary, which allowed us to get in touch not only with other institutions from different Latinamerican countries, but with the director of the libary of the National University of La Plata with the purpose of planning out in the upcoming months an edit-a-ton in their facilities and to consider the option of including the libray of the National University of La Plata under our digitalization program. We also conducted a survey among the new participants with favorable results. During this first quarter we have been, as well, improving our relations with public and private institutions to develop new and innovate projects as a way to reach our objetives. In this sense, the recent meetings with the University of Buenos Aires has opened us the doors of other institutions related, as El Colegio de Buenos Aires with who we are already working with. Our efforts in this sense will be reflected during this year.
  • On the other side, we still struggle with the ability of summon. Our internal strategy of communication works well but sometimes, as it happened with this first edi-tha-ton, the decisions are taken with limited room of manoeuvre, so thats why even without having a disappointing call, we come up with lower expectations in terms of number of people attending to the event. Anyway,our external communication should be improved and we should work with a better communications plan on the positioning of the Wikimedia activities in the local agenda as a way of attracting more and new participants.
Community Support
What are the objectives of this program? Please include metrics.
  • The main goal is to support the work done by the volunteers inside and outside the projects, giving them tools to improve their performance. Our main objetive is to create a stronger relationship with volunteers and members of the Association as a way to encourage their participation.

Activities conducted.
  • Currently a new DYI Scanner is available at the office to be use by any member of the Community. We expect more associates will be approaching our headquarters to use this resource. We see these efforts as a way to support their own projects and the work done by them within the movement. The DYI Scanner is available during office hours and can be used without any cost. With this action we expect, as well, to strengthen our main goals not only by supporting the community's projects but also releasing new material under free license and reinfoce, appart from Wikipedia, projects as WikiCommons, WikiVoyage or WikiSource.

What are the objectives of this program? Please include metrics.
  • Aim: Increase and improve the content available in Wikipedia, Wikimedia Commons and other Wikimedia projects. The objective of this program is to encourage volunteer participation through contests in different Wikimedia projects, attracting new editors, reaching out to inactive users and motivating the current ones.

  • During this fist quarter Wikimedia Argentina has been organizing two new contests that will take place during this year. The first one, will reflect the valuable experience gained during the last two years regarding the results of implementing Wiki Loves Monuments. We expect to launch a new stage and rethink the contest from another angle. Latin America and especially Argentina, owns a great cultural heritage and its expression does not reside specifically in monuments. Cultural expressions as traditional festivities, natural riches and other achitectural constructions have created the historical and cultural space of the country. Latin America and its cultural and natural heritage must be kept and be analyzed from another point of view if we want to recognize this issues as essential richness of humanity and the diversity as a cultural asset. During this particular contests we will invite the participants to express their own view of culture through photos regarding the following categories: Cultural Expressions, Natural Richness and Architectural Constructions. We expect to get a significant response from the potential participants and release a great number of new images under free licence and upload them to Commons. Addittionally, Wikimedia Argentina will be sponsored in this contest by LAN the Latin America's largest Airline holding company.
  • Moreover, Wikimedia Argentina in concert with UNESCO Argentina, is plannig out a contest that will take place at the Unesco Argentina School Network. This contest will seek the approaching of secundary students to Wiki Voyage project. Through the participation of the students with photos and the improvement of their abilities of editing Wikimedia projects, we want to aim the preservation of the cultural heritage and be a channel of exposure for the inland provinces.

What are the objectives of this program? Please include metrics.
  • Aim: to constitute a professional Wikimedia chapter in Argentina, able to work efficiently with other institutions and to support and promote volunteers' work.
  • Metrics: new staff hired, strategic (mid and long term) planning,strategic indicators regarding the different programs,survey the produce results post-events, contact data base divided by audiences of interest to the organization.

  • In March 2014 a new Executive Director was hired. Anna Torres replaced Osmar Valdebenito, the previous ED who presented his resignation for personal reasons. Equally, a smooth and orderly transition was conducted during March as a way to the new ED to become familiar with Wikimedia and the projects of the coming year. Anna Torres has developed her career on the field of International Cooperation and Human Development. Although her background is in some points different from what Wikimedia projects are planned for, this hiring meets the needs to construct a more exhaustive strategic development plan considering her 5+ years working as project manager. Her work is focused on organizing the activities intended for this year regarding especific objetives from specific programs and ensure that each program is conducted in a proper manner.
  • During middle March a new staff member was hired. Melina Masnatta became the new Educational Coordinator. This hiring is the answer to adress the educational issue from a more comprenhensive view. We understand that the Educational Program and its proper development is one of the goals we want to aim correctly as well as being one of the main target projected by the Wikimedia Foundation. Since the initiation of the work untill today, we have established the basis for a reliable and effective qualitive management regarding the Educational Program. In this sense, we have developed a network with strategic stakeholders to work with and we have defined our main objetive and our specific targets that will be the guide to construct our program. We are also defining the outcomes expeted, the activities needed to approach them and the evaluation indicators required regarding the different events conducted. Roughly speaking, the Educational Program expects to become not only an example on the local agenda and politics, but a model for the rest of the neighbouring countries.
  • A new hiring is taking place these days. Maria Cruz presented her resignation for professional reasons. We have recieved 200+ résumés and we expect to find the correct person as soon as possible. Currently we are in full selection process.
What worked and what did not?
  • Hiring an educational coordinator has been a wise choise. Wikimedia Argentina is formed, nowadays, by a multidisciplinar team and we believe that our diverse expertise helps to enrich our work and to plan out new projects with a much more solid base.
  • The resignation of Maria, even knowing that is for the best, has been a challenge to face. She was the former member of the staff and her voluntary waiver left us with many questions about the communications management as well as an office with full new team adapting to a new work environment. However, after the new Communication Manager hiring we expect to have an orderly transition in order to continue work normally.

What are the objectives of this program? Please include metrics.
  • Aim: To promote increased participation in Wikipedia and other Wikimedia projects, and spread Wikipedia-related knowledge in Buenos Aires and other cities in Argentina. To promote the usage of the Wikimedia projects by the general population.
  • Metrics: leaflets produced, reach of those leaflets, number of participants and the attendees to the activities, impact on Wikipedia of worshops, results of surveys done to participants.

Activities conducted.
  • Buenos Aires City Legislature: On January, Wednesday 15, we carried out a training for the team of Modernization of the Buenos Aires City Legislature. The aim of this meeting was to transfer basic skills on wiki editing to the team coordinated by Natalia Carfi, as well as transmitting to them the collaboration logics of Wikipedia. Through the dialogue with this institution, that began in mid 2013 when we developed the First Legislative Editathon, we continued our work to promote the wiki culture.
  • As well as the Legislature event on January 15, we celebrated Wikipedia's birthday in a very special way. In a joint action that included Wikimedia México and other Spanish-speaking chapters, we launched a one-day communication campaign to show the impact and reach of Wikipedia in different cities. We also highlighted certain aspects of the free encyclopedia that speak of its benefits as far as local culture and heritage promotion goes in each country.The action had a great impact on Twitter, where «#GraciasWikipedia» (Thanks Wikipedia) became a trending topic in Mexico, on top of also being a hot topic in Argentina, Chile, Peru, Ecuador, Colombia and Spain. As a whole, the sum of efforts of all chapters reached 7,860,000 potential users, only on Twitter. On Facebook, Wikimedia Argentina reported a total reach of 836 users and a record of engagement on that network. With this document, we not only have more resources when the time comes to meet a new cultural partner, but we are also providing the associates of our organization with new tools to understand the way we face these projects.
What worked and what did not?
  • Both activities were carried out succefully. There was a proper engagement by the attenddees and the goal to strengthen the wiki culture outside the "borders" of the movement, was reflected in the action implemented in the Buenos Aires City Legislature. The fact that the campaing #GraciasWikipedia had a great impact on Twitter becoming trending topic in México and hot topic in Argentina among other countries, is a clear signal of how relevant and how influential Wikipedia is in today's society. The action allowed us to understand that there are a lot of people who know Wikipedia as users but not as editors which is why, one our main goals this year is to break the perception of Wikipedia as a complex tool of editing.
  • Both activities were punctual and do not generate a continuity in our work. This situation makes our job a very difficult one when it comes to terms of measuring the impact, and that's why this year we are striving to create programs with specific targets and outcomes in order to coordinate activities within a strategic framework of action.

Lessons from this quarter[edit]

A key objective of the funding is to enable the movement as a whole to understand how to achieve shared goals better and faster. An important way of doing this is to identify lessons learned from entities who receive funds, and to share these lessons across the movement. The purpose of this section is to elicit some of these insights, which will be shared throughout the movement. Please answer the following questions in 1–2 paragraphs each.

What were your major accomplishments in the past quarter, and how did you help to achieve movement goals?

  • The major accomplishments of our chapter are the hiring of the Educational Coordinator and the strategic alliances that we have been able to tie with referents of interest, such as government representatives and national universities. Our main aim is to extend the conscient use of Wikipedia in educational environments and generate a frame of collaborative work for participatory government. Although in the past we have worked with several actors, in this quarter we have been working on the creation of the Educational Program and the inclusion of all the new actors to get the desired performance.

Additionally, we have carried out smooth and orderly transitions, a great experiencie for future challenges.

What were your major setbacks in the past quarter (e.g., programs that were not successful)?

  • All the staff changes has been a big challenge to face. Even tough the transitions have been exemplary, the situation and the need to search replacements pushed back some of the activities we had in mind for this first quarter. Having to look for new employees has led to some agreements being materialized during the next quarter.

What factors (organizational, environmental) enabled your success?

  • The process of professionalization was one of the things that enabled the success of our chapter during the last month. It shows many advantages. The hiring of a professional in the education field has brought us new contacts and we are having a great impact on educational institutions. Furthermore, we are now able to divide tasks and responsibilities, which allows us to concentrate the necessary time in each project and alliance, making the most out of the working day.

What unanticipated challenges did you encounter and how did this affect what you were able to accomplish?

  • Our Communication Manager Maria Cruz has resignated for professional reason during March. Even tough it has been unexpected, we believe that her new professional adventure will be for the better. Anyway, we had to face the situation and we begun to search for a new and capable Communication Manager in order to continue planning out the current year with a well-designed communications strategy, in which María is actively involved. Her departure has brought on a new opportunity: to shape her role into an comprehensive manual, that could be used and completed by other chapters.

What changes might you make in executing your initiatives into the next quarter?

  • For the next quarter, we are considering a slight change in the work dynamics of every project: a division in different stages according to aims and tools for tracking the progress of each project. Work schemes will be more clear from the beginning, identifying the person in charge and all the resources involved. We have to continue focusing on education and communication identifying our different audiences and future new members of the movement.
