Purpose of the report[edit]

This form is for organizations receiving Annual Plan Grants to report on their results to date. For progress reports, the time period for this report will the first 6 months of each grant (e.g. 1 January - 30 June of the current year). For impact reports, the time period for this report will be the full 12 months of this grant, including the period already reported on in the progress report (e.g. 1 January - 31 December of the current year). This form includes four sections, addressing global metrics, program stories, financial information, and compliance. Please contact APG/FDC staff if you have questions about this form, or concerns submitting it by the deadline. After submitting the form, organizations will also meet with APG staff to discuss their progress.

Global metrics overview - all programs[edit]

We are trying to understand the overall outcomes of the work being funded across our grantees' programs. Please use the table below to let us know how your programs contributed to the Global Metrics. We understand not all Global Metrics will be relevant for all programs, so feel free to put "0" where necessary. For each program include the following table and

Telling your program stories - all programs[edit]

Please tell the story of each of your programs included in your proposal. This is your chance to tell your story by using any additional metrics (beyond global metrics) that are relevant to your context, beyond the global metrics above. You should be reporting against the targets you set at the beginning of the year throughout the year. We have provided a template here below for you to report against your targets, but you are welcome to include this information in another way. Also, if you decided not to do a program that was included in your proposal or added a program not in the proposal, please explain this change. More resources for storytelling are at the end of this form. Here are some ways to tell your story.

  • We encourage you to share your successes and failures and what you are learning. Please also share why are these successes, failures, or learnings are important in your context. Reference learning patterns or other documentation.
  • Make clear connections between your offline activities and online results, as applicable. For example, explain how your education program activities is leading to quality content on Wikipedia.
  • We encourage you to tell your story in different ways by using videos, sound files, images (photos and infographics, e.g.), compelling quotes, and by linking directly to work you produce. You may highlight outcomes, learning, or metrics this way.
  • We encourage you to continue using dashboards, progress bars, and scorecards that you have used to illustrate your progress in the past, and to report consistently over time.
  • You are welcome to use the table below to report on any metrics or measures relevant to your program. These may or may not include the global metrics you put in the overview section above. You can also share your progress in another way if you do not find a table like this useful.

A: Some of the most important highlights have been—

  • Odia Wikisource going live from incubation: One of the biggest achievements of this quarter has been getting the Odia Wikisource going live from incubation. The Wikisource went live on 20 October, 2014. CIS-A2K played an important role in content acquisition and bringing traction to the project. CIS-A2K has been privileged to be part of this success. On 28 November Odia Wikimedia community organized an event "Odia Wikisource Sabha 2014" to celebrate the 'going live' status of this project.
  • Partnerships with higher educational institutions: In this quarter CIS-A2K has partnered with several Higher Educational Institutions—
  1. St Aloysius College, Mangalore: CIS-A2K has partnered with St Aloysius College Mangalore for implementing Wikipedia in their Under Graduate Education program. CIS-A2K will provide help in designing the program and also in training the faculty and staff.
  2. University of Mysore: Partnership with University of Mysore continued during this quarter as well. A workshop was conducted for the Post Graduate students of Department of Journalism on editing Kannada Wikipedia. Efforts have been started to include Wikipedia as a subject for the B. Ed course.
  3. Christ university, Bangalore: CIS-A2K has continued its successful partnership with the Christ University in this quarter too.
  • Books and content release under Creative Commons (CC) license: In this quarter CIS-A2K was instrumental in negotiating with may authors/copyright holders to get the following books/content released under CC license:
  1. 55 Kannada language books of noted Kannada author Niranjana were released under CC-BY-SA 4.0 by his daughter Prof. Tejaswini Niranjana. This possibly is the largest ever content donation from a single author in India under a CC license.
  2. Department of Kannada and Culture, Government of Karnataka, re-licensed 22 Kannada books under CC-BY-SA 3.0 on Dec 27, 2014. CIS-A2K played a significant role in negotiating with the department to change the license terms from "All Rights Reserved" to CC. Soft-copies of these books have been acquired by CIS-A2K and will be digitized on Kannada Wikisource.

Financial summary[edit]

The FDC requires information about how your entity received and spent money over the past year. The FDC distributes general funds, so your entity is not required to use funds exactly as outlined in the proposal. While line-item expenses will not be examined, the FDC and movement wants to understand why the entity spent money in the way it did. If variance in budgeted vs. actual is greater than 20%, please provide explanation in more detail. This helps the FDC understand the rationale behind any significant changes. Note that any changes from the Grant proposal, among other things, must be consistent with the WMF mission, must be for charitable purposes as defined in the grant agreement, must be reported to WMF, and must otherwise comply with the grant agreement. The WMF mission is "to empower and engage people around the world to collect and develop educational content under a free license or in the public domain, and to disseminate it effectively and globally."

Progress toward this year's goals/objectives[edit]

Program 1[edit]

Kannada Wikipedia and Kannada Wikisource
What are the objectives of this program? Please include metrics.
  • CIS-A2K has developed a detailed plan for this language in consultation with the Kannada community. The plan is available here and will give comprehensive idea of the objectives and the implementation strategy. We have also put out detailed metrics for this specific program that are available here.
Progress against these objectives (include metrics and # of volunteers/staff involved)?
  • Release of Niranjana's books under CC licence - 55 books written by famous Kannada writer Sri Niranjana were released under CC-BY-SA by his daughter Prof. Tejaswini Niranjana. This possibly is the largest content donation by a single author in India.
  • Partnership with St Aloysius College Mangaluru - CIS-A2K signed a MoU with St Aloysius College, Mangaluru, for implementing Wikipedian UG Education program at their college. CIS-A2K will help in designing the program and training the faculty and staff.
  • Partnership with University of Mysore - The partnership with University of Mysore continued during this quarter also. A workshop was conducted for the students of Master of Communication and Journalism on editing Kannada Wikipedia. Efforts have been started to include Wikipedia as a subject for the BEd course.
  • Christ University Partnership - The partnership with Christ University continued this quarter also. UG students of second semester continued digitisation of Kannada text in Kannada Wikisource as part of their assignments for internal assessments. They took up the task of digitising the pages of Mysore University Kannada Encyclopaedia into Kannada Unicode text. Students of fourth semester will write articles based on topics from their subject of study on Kannada Wikipedia.
  • Content donation by Government of Karnataka - Dept. of Kannada & Culture, Government of Karnataka, re-released 22 Kannada books under CC-BY-SA on 27 December. CIS-A2K put a lot of efforts in convincing the department to make this transition to CC License and Open Source mode of publishing. Softcopies of these books have been procured by CIS-A2K. They have to be uploaded into Kannada Wikisource.
  • Partnership with Karnataka Folklore University - Karnataka Folklore University, Shiggavi, near Haveri, is the first and only University in India of its kind. CIS-A2K had first meeting with the VC on the possibility of partnership on many areas. A proposal has been sent after the meeting.
  • Following are a few metrics to indicate the progress as against the language plan that CIS-A2K had implemented. CIS-A2K respectfully acknowledges that the following graphs are a result of the coordinated efforts between the Kannada Wikipedia community and CIS-A2K. Kannada Wikipedia community has played a very important role in the development of the Kannada Wikipedia and other projects.
Activities conducted.

In this quarter CIS-A2K conducted the following activities:

Kannada Wikipedian Tejas Jain speaks about the importance of Wikimedia movement
  • Three outreach sessions were conducted
  • A function was organised to celebrate the occassion of content donation by Prof. Tejaswini Niranjana. Prof. Niranjana has donated 55 books written by Shri Niranjana (Prof. Tejaswini Niranjana is Shri Niranjana's daughter and the copyright holder) a famous Kannada author.
  • An exploratory meeting to come up with a innovative partnership with Karnataka Folklore University, Shiggavi, near Haveri, which is the only University in India of its kind was conducted.
  • A workshop was conducted for the students of Master of Communication and Journalism on editing Kannada Wikipedia.
What worked and what did not?
  • Institutional partnerships opened up new vistas for engaging a vast untapped resources to be committed to the Wikimedia movement.
  • Continuous intervention by CIS-A2K team members helped in mobilisation of resources.
  • Digitisation and uploading of texts acquired by CIS-A2K under content donation programme have to be uploaded on Wikisource.

Any additional details:

  • Total number of editors grew by 12 which is comparable with the growth in other quarters. There is no remarkable change in the growth.
  • The number of new editors was 3, 9 and 9 respectively for October, November and December. These are slightly better than the previous quarter.
  • The number of active editors was 18, 32 and 32 respectively for October, November and December. The trends are almost the same as previous quarter.
  • Total number of articles in Kannada Wikipedia grew from 18121 to 19026 in this quarter. The number of new articles per day was 16 10 and 10 respectively for October, November and December. These are better than the previous quarter values.

Overall the statistics for Kannada Wikipedia has improved slightly in this quarter.


Program 2[edit]

What are the objectives of this program? Please include metrics.
  • CIS-A2K had developed a detailed plan for this program in consultation with the Odia community. This plan available here will give comprehensive idea of the objectives and the implementation strategy. We have also put out detailed metrics for this specific program that are available here.

  • During this quarter 67 books from seven different notable authors were relicensed under CC-by-SA 4.0 license in addition to the 34 books relicensed in the past. Out of these 67 books, about 25 are encyclopedic in nature and will benefit Odia Wikipedia after they get digitized and uploaded on Odia Wikisource. It is a matter of great pride that 8 of these books have been relicensed due to the continuous efforts of long-standing Odia Wikimedian Mrutyunjaya Kar.
  • A few students from Indian Institute of Science (IISC), Bangalore took interest in contributing to science related articles on Odia Wikipedia. They were supported with basic Wikipedia editing training and have started creating new articles and expanding the same.
Activities conducted.

In this quarter CIS-A2K's activities with reference to the Odia Wikisource are—

  • Content Acquisition and Re licensing CIS-A2K was instrumental in convincing the authors and copyright holders about the lack of longevity of the print book/content format and reuse of content in an open way. It was successful with its approach in negotiating and getting 47 books from seven famous Odia authors and relicensed the same under CC-by-SA 4.0 license during this quarter.
  • Support system for science related articles: A support system built for enhancing science related articles by a few students of IISC, Bangalore. Students were supported to create new articles and enhance existing one.
What worked and what did not?
  • The negotiation with copyright holders worked well. Learning from older and similar instances was useful while working with the authors.
  • The follow-up workshop at the Indian Institute of Mass Communication, Dhenkanal, Odisha could not happen because of the unscheduled field trips for students. This created a long gap for any follow-up session after the orientation session.
  • There was significant activity for Odia Wikipedia during this quarter because of the community and CIS-A2K both being involved in building community, relicensing content and digitization of books that is explained in details in the next section.

Any additional details:

  • Total number of editors grew in the second month of this quarter and remained almost the same for the third month as well. However, the third month statistics are based on the numbers available for the previous month. In reality these figures might show an upward trend and a spike in the number of editors and content.
  • The number of new editors shows growth in the second month and a small fall in the third month of this quarter whereas it has always had a steady growth in the previous quarter of this year and the same quarter of last year.
  • The number of active editors has peaked up with a sign of some growth whereas it went down in the previous quarter.
  • The number of very active editors has been the same and it is a concern as the number itself has been low historically. More effort needs to be put in place to improve this.


Program 3[edit]

Odia Wikisource as OER
The documentary "Odia: Silalekharu mobile", which captures views of notable authors, linguists, copyright holders on digitization of books and Odia Wikisource. The documentary was screened during "Odia Wikisource Sabha 2014", an e-publishing seminar at Bhubaneswar and Odia Wikisource workshop in New Delhi.

  • CIS-A2K had developed a detailed plan for this program in consultation with the Odia Wikimedia community. The plan available here will give a comprehensive idea of the objectives and the implementation strategy. We have also put out detailed metrics for this specific program here.
Progress against these objectives (include metrics and # of volunteers/staff involved)?
  • Permission of license migration from "All Rights Reserved" to "CC-by-SA" from seven authors/copyright holders for 47 books was made during this quarter. Almost all the books were obtained as physical copies and one Wikimedian Sailesh Patnaik volunteered to take the responsibility for getting them scanning them towards end of this quarter.
  • The first ever Odia Wikisource Education Program at the Kalinga Institute of Social Sciences (KISS), Bhubaneswar helped digitize 4 books by the contribution 43 students and 9 faculty.
  • An orientation session for Odia Wikisource contribution was organized in New Delhi where two Odia Wikisourcers are based. This was a stepping stone to build a community for Odia Wikimedia projects in Delhi that has more than 700,000 Odia language speakers.
  • Based on the feedback from the participants of the education program at KISS on the beginner's manual designed in the previous quarter, a new manual was designed and distributed among the participants at the workshop in Delhi. This three page manual also will help to enhance the help page on Odia Wikisource site.
Activities conducted.

In this quarter CIS-A2K's activities were—

  • Odia Wikisource manual for new editors: An Odia Wikisource manual was designed and distributed during the Odia Wikisource workshop at Delhi. It gives an overview of the project (Odia Wikipedia), how it works and the need for people to participate and enrich it with more books. It details.
  • Campus program at KISS, Bhubaneswar: A campus program for engaging students and faculty at Kalinga Institute of Social Sciences (KISS) that was started in the previous quarter by CIS-A2K was successfully finished. By the end of the project 45 students and 9 faculty digitized 4 books on Odia Wikisource.
What worked and what did not?
  • Content acquisition and negotiation with authors/publishers/copyright holders worked really well for Odia Wikisource. The milestones CIS-A2K had set for this were almost fulfilled during this quarter.
  • There was a delay in the beginning for the Odia Wikisource Education Program at KISS both in the previous quarter and the current this quarter. The programme however picked up strength as it proceededand took off extremely well with students enthusiastically contributing to the project. The students continued to contribute even after the formal closure of the program. In fact the students have continued to contribute until the commencement of their university examinations. Based on the tremendous interest displayed CIS-A2K has plans to restart the program after the examinations.

Telugu Wikipedia and Telugu Wikisource
What are the objectives of this program? Please include metrics.
  • CIS-A2K had developed a detailed plan for this program in consultation with the Telugu community. This plan available here will give comprehensive idea of the objectives and the implementation strategy. We have also put out detailed metrics for this specific program that are available here.
Progress against these objectives (include metrics and # of volunteers/staff involved)?
  • The first ever education program in Telugu, at ALC helped in digitizing about 30 different works in public domain and those donated by various authors. In all 12 students helped digitize 2000+ folios on Telugu Wikisource.
  • Wiki winter camp which was part of the ALC education program, resulted in 108 new articles in Physics and 20 new articles in Statistics.
  • Mediawiki hack-a-thon resulted in having few new gadgets enabled on Telugu Wikipedia.
  • Following are a few metrics to indicate the progress as against the language plan that CIS-A2K had implemented. CIS-A2K respectfully acknowledges that the following graphs are a result of the coordinated efforts between the Telugu Wikipedia community and CIS-A2K. Activities conducted.

In this quarter CIS-A2K has conducted various activities:

  • India Community Consultation 2014: Telugu Wikipedians participated in the India Community Consultation 2014 (ICC 2014), which was a strategic community consultation about the future of Wikimedia work in India. In this consultation it was decided that CIS-A2K will work on "Library Support Network - for print only resources across India."
  • Wikipedia camp: Wikipedia camp was conducted in November 2014 at Andhra Loyola College (ALC), Vijayawada.
  • Production sprint: Production sprint for Physics and Telugu Wikisource at Andhra Loyola College, Vijayawada.
  • Catalogue licensing of Annamayya Sankeertana: Annamayya library from Guntur has created a comprehensive catalogue of Annamacharya songs Annamayya Sankeertana and this catalogue was released under CC-BY-SA license.
  • Hyderabad Book Fair: In December Telugu Wikimedians participated in the Hyderabad book fair.
  • MediaWiki Hack-a-thon: On 28 December a Mediawiki Hackathon workshop was conducted at Hyderabad. The theme of the event was Mediawiki, its extensions and tools to work around. 25 people participated in this event. Discussion topics of this workshop included: Uunderstanding MediaWiki software, Basic understanding of MediaWiki extensions, using Wikidata, geo-tagging etc.
What worked and what did not?
  • Partnership with ALC had a good impact on article creation at Telugu Wikipedia and digitization work at Telugu Wikisource. As per the MoU signed, Physics, Botany and Statistics are the fields where articles were to be created on Wikipedia, but we were unable to create many articles on Botany during this quarter. This shall be a priority task for CIS-A2K team during next quarter.
  • Efforts towards establishing a partnership with Rajiv Gandhi University of Knowledge Technology (RGUKT) did not take materialise this quarter due to the change of guard at the university. CIS-A2K intends to pursue the possible partnership with RGUKT with full vigour during the next quarter.
  • Partnership with Annamayya library has resulted in their catalogue and master index of Annamayya Sankeertanas being donated.

Tulu Wikipedia (Incubator)

What are the objectives of this program? Please include metrics.
  • CIS-A2K had developed a detailed plan for this program in consultation with the Kannada and nascent Tulu community. This plan available here will give comprehensive idea of the objectives and the implementation strategy. We have also put out detailed metrics for this specific program that are available here.
Progress against these objectives (include metrics and # of volunteers/staff involved)?
  • Tulu wikipedia community galvanised around the importance of bringing Tulu wikipedia live from incubation, hence this quarter saw a lot of constructive activity.
  • CIS-A2K was able to revive existing volunteers from the Tulu community and bring in new volunteers.
  • Interest shown by the community regarding the 'edit-a-thons' and meet ups is a very encouraging sign.

Activities in this quarter were

  • In October, a workshop and an edit-a-thon were conducted at Udupi. 27 persons participated in this event and added about 150 articles in 3 days.
  • In November another workshop followed by edit-a-thon was conducted at Mangaluru. 24 persons participated in this event and added about 190 articles.
  • A meet-up of Tulu Wikipedians was organized at Mangaluru in December.
  • The statistics for Tulu Wikipedia in incubator by the end of the quarter is given below:

  • Total Number of articles (as on 10 Januray 2014): 781 (excluding the redirects)
  • Total number of editors: 68 (with more than 10 edits)

The project is growing both in terms of content and community and the substantial growth is showing now. CIS-A2K respectfully acknowledges the efforts of Tulu community which has played a very important role in the development of the Tulu Wikipedia.

What worked and what did not?
  • Motivating the Tulu community to organise the Tulu Wikipedia workshop cum edit-a-thon yielded positive results. There was a wholehearted support from the community for these activities which was displayed with additional vigour during the World Tulu Conference at Mangaluru.
  • Motivating the seasoned Tulu writers to contribute to Tulu Wikipedia did not yield much desired results. Mostly because of the fact that these people are quite aged and are not tech savvy.

  • As mentioned in the Work Plan 2014 - 2015, CIS-A2K planned for creating resources for new editors/contributors towards teaching and enabling language resources, language input, editing in Wikipedia, contributing in other Wikimedia projects, and general guidelines about Creative Commons and free software in this quarter.
Progress against these objectives (include metrics and # of volunteers/staff involved)?
  • A beginner level handbook was designed for new Odia Wikisourcers. This in turn has opened a way to collect feedback from participants attending Odia Wikisource workshops, other Wikimedians and refine this to build an interactive help page on Odia Wikisource.
  • CIS-A2K as a part of its vision of developing Indian language Wikipedias has always supported and worked in developing Wikimedia projects that were not otherwise in the original plans.
Activities conducted.
  • Odia Wikisource manual: A beginner's manual with a step-by-step demonstration of creating an account, logging in, Odia input using ULS, keyboard layout and digitizing books on Odia Wikisource was designed. This was printed and distributed among participants of the Odia Wikisource beginner level workshop at Delhi.
What worked and what did not?
  • Collaborating with Wikimedians and interaction with new Wikisourcers was useful to learn understand the problems beginners would face while starting with Wikisource. This helped a lot to design a tutorial for Odia Wikisource. The print-ready handbook will help to make interactive web-based tutorials.

Lessons from this quarter[edit]

A key objective of the funding is to enable the movement as a whole to understand how to achieve shared goals better and faster. An important way of doing this is to identify lessons learned from entities who receive funds, and to share these lessons across the movement. The purpose of this section is to elicit some of these insights, which will be shared throughout the movement. Please answer the following questions in 1–2 paragraphs each.

What were your major accomplishments in the past quarter, and how did you help to achieve movement goals?

  • CIS-A2K has been able to build and sustain multi-institutional partnerships towards furthering the cause of Free and Open Knowledge Resources. CIS-A2K has been able to cultivate and groom students into a new role of Knowledge Producers. This move is a radical change as the higher education setup generally operates under the assumption that students are only passive receivers of knowledge and do not contribute in any way to the existing knowledge pool.
  • With carefully designed models of teaching and hands on sessions and offering both online and offline support CIS-A2K has been creating Knowledge-smiths across its partner institutions. CIS-A2K takes further pride in reporting that these activities of Knowledge creation and online participation in quality monitoring is happening in Indian Langauges, which clearly is the need of the hour.
  • CIS-A2K is slowly emerging as an institutional hub for the discussion, brainstorming, facilitation and coordiantion amongst the many Indian language communities and Wikimedia volunteers. The credibility that CIS-A2K has built up over a period of two years has clearly impacted many a governmental decisions and institutional partnerships. CIS-A2K has also facilitated in both vertical expansion of the movement by directly liaising with different kinds of educational, research and government institutions. It has also been crucial in the horizontal expansion of the movement by introducing multiple associations that can be forged with Wikimedia Foundation and its sister projects to researchers, artists and other professionals.

What were your major setbacks in the past quarter (e.g., programs that were not successful)?

  • Our Marathi work plan could not be achieved due to the non availability of a programme anchor. CIS-A2K intends to put out an advertisement to hire a capable and committed individual to anchor the Marathi language plan during the next quarter.
  • CIS-A2K had hoped to bring Tulu wikipedia live from its incubation.

What factors (organizational, environmental) enabled your success?

  • The strong work wave that CIS-A2K had worked towards helped us in this quarter in achieving our major accomplishments.
  • Academic schedules and increased availability of students time during this quarter resulted in the steady progress of CIS-A2K plans.
  • Internal course correction and expert advice regarding development of institutional partnerships helped CIS-A2K to minimise time loss.

What unanticipated challenges did you encounter and how did this affect what you were able to accomplish?

  • Sustaining the initial interest and pace of the activity introduced in our partner institutions was a major challenge because of the interest shown by the students was proportional to the physical intervention by CIS-A2K. This was overcome by a customised plan keeping in mind scope and the type of intervention needed at every partner institution. Some institutions were encouraged by CIS-A2K's team member who was on the ground, some institutions were offered offline support and regular follow up.

What changes might you make in executing your initiatives into the next quarter?

  • CIS-A2K would like to bring in creative ways of exposing students and faculty in their engagement with WMF and its sister projects.
  • CIS-A2K intends to forge institutional partnerships that will result in the formation of a learning network and will offer students more opportunities to engage with creative modes of Knowledge Production.
