Outreach Oceania[edit]

Outreach Oceania will spread the Wikipedia goals throughout the world, bringing editors from a massive, but under-represented, portion of the world. Outreach Oceania is an outreach program being piloted in Micronesia, with a goal of introducing Micronesian region students and educators to Wikimedia Foundation projects and assisting them in learning how to use them. The other focus will be on contacting local cultural institutions and letting them know about the potential benefits of sharing knowledge on Wikimedia Foundation related projects. This will be done through meeting with research centre, library and museum staff, and sport organisations. Where possible, we will work with these organisations to host wikiWorkshops to assist them in learning how to use Wikimedia Foundation projects to meet their internal goals. The initial outreach will be three weeks, spending roughly a week on three different island nations. Once we successfully trial this in Micronesia, we hope to extend it to other regions of Oceania.

Outreach Oceania has confirmations of invitations to go into classrooms and provide student and staff training at the College of the Marshall Islands, College of Micronesia, Kosrae, and College of Micronesia, Chuuk. They have all acknowledged our schedule. So far, dates have only been set at one college, as the other two do not want to set dates and times until it is closer to the start of the school year. Contact has been made with Australian sport organisations who can assist planners geting contacts with Marshallese and Micronesian sport organisations. Once Wikimedian facilitators and budgets are set, we will be able to provide a better schedule for GLAM and sport organisation outreach as we can identify dates, times and resources available to do this. It covers the travel, accommodation, and miscellaneous expenses related to transportation, food, printing costs and other incidentals related to running on island events. Funding is requested in advance to cover airfare for Courcelles and Chzz.

A decision was made to fly Virgin Blue, instead of Qantas, from Canberra to Cairns as a result of Qantas's management shutting the airline down for several days. This decision increased the budget by approximately $50/person for the flight. The ticket is a bit more restrictive. Funding is being sought from (but not guaranteed) WM AU to cover the Australian participants and is not being requested as part of a WMF funding request. Airfare prices for British and American participants will likely be a bit cheaper as at the moment, they are based on quotes. A travel agent can book them all at once for cheaper, insuring continuous tickets as the UK person would fly the same airline the whole time. Cannot get a Micronesian quote easily as island hopper requires a travel agent to get the information. Airfare funding and accommodation are not being requested for Hawkeye7. His costs do appear on the budget. Accommodation budget is for 75% of the total accommodation rate estimated by the US State department for the Majuro and Micronesia for two people. It may be possible to get this cheaper when the actual booking is done. Majuro will require a car hire because of the size. We have requested $1,000 an island to cover transportation costs, food costs, educational supply costs, and other incidental costs.

Participation[edit]

LauraHale , Courcelles , Hawkeye7 and Chzz are leading the in-person outreach efforts. Others are encouraged to participate by helping provide contacts and developing materials for this Outreach effort. LauraHale is the Vice President of Wikimedia Australia and a Wikipedian in Residence at the National Sport Information Centre. She is also involved with the Australian Paralympic Committee History of the Paralympic Movement in Australia project. Hale lived on Tinian for several months, where she worked as an English teacher at the local public school. Courcelles is a Wikimedia Functionary, a Wikipedia administrator, member of the Audit Subcommittee, an administrator on Wikimedia Commons, and an administrator on Meta. He is an experienced traveler, having been to Europe, Asia and Australia on cultural trips. Hawkeye7 is a member of Wikimedia Australian, a Wikipedia administrator and a MilHist Coordinator. Much of his current editing work is in the area of nuclear weapons, and as such, he has done historical related research connected to Micronesia. Chzz is a prolific Wikipedian, who spends most of the time helping new users learn the ropes; he was involved with the Global Education Program project right from the start, and led training sessions at the Wikipedia in Higher Education Summit. He spent 3 years teaching English in Japan, and many years providing computer training and consultancy. Objectives

  • A Wikimedia Australia representative will meet with Micronesian GLAMs in person, provide the local GLAMs with a resource to learn more about the movement, and discuss how Wikimedia Australia and the GLAM movement can assist Micronesian GLAMs in accomplishing their own goals and objectives.
Global Education Program
  • Outreach organisers will demonstrate how to use Wikipedia and other Wikimedia Foundation projects at a college on Majuro, a college on Kosrae and a college on Chuuk.
Military History
  • The Project will invite participants to go on vacation with the outreach team. A Military History Coordinator will arrange for a dive in Chuuk to see World War II wrecks that Military History members will be invited to join.
Wikiproject Sports
  • A Wikimedia Australia representative will attempt to meet with Micronesia sport organisations in person, provide the local sport organisations with a resource to learn more about the movement, and discuss how Wikimedia Australia and the sport organisations movement can assist Micronesian sport organisations in accomplishing their own goals and objectives.
LangComm
  • LangCom will get participation on Incubator from language speakers not yet represented on WMF projects.
Foundation
  • The Foundation will develop a framework for outreach in Oceania, with a focus on schools and universities, GLAMs, and minority language preservation.
Wikimedia Australia
  • The Chapter will develop a framework for outreach in Oceania, with a focus on schools and universities, GLAMs, and minority language preservation.



Measurables
GLAMs
  • A paper and online guide will be created for Micronesian GLAMs that they can use to implement in their area with minimal in person assistance.
  • Within three months of the completion of Oceania Outreach, there will be at least ten edits by people affiliated with three distinct Micronesia GLAMs to relevant pages on Wikipedia, Commons, Wiktionary or Wikibooks.
  • A member of the Micronesian GLAM community will apply to WMF for a participation grant to attend GLAM related event.
Global Education Program
  • An educator in Micronesia will follow up with the organisers to inform us about a classroom project that utilised a Wikimedia Foundation site.
  • Three colleges will be visited, where workshops will be held to discuss why students should contribute and to show students how to get started on Wikipedia and Commons.
  • All materials developed for education will be shared on relevant wikis including Wikiversity, Outreach, Commons and Meta.
Military History
  • Ten or more images will be uploaded to Commons that will be included in two or more military history related articles on Wikipedia or WikiBooks.
  • A compilation of articles about each region will be printed in book form and donated to local libraries in the region.
Wikiproject Sports
  • Ten or more images will be uploaded to Commons that will be included in two or more sport related articles on Wikipedia or WikiBooks.
Language Committee
  • Incubator Wikipedias will be created in the Chuukese language and the Kosraean language.
  • The Marshallese language Wikipedia will be unlocked.
  • The incubator wikis will be edited by at least ten different contributors during the outreach effort and in the six months after the event.
Wikimedia Australia
  • Three people will become members of Wikimedia Australia.
  • There will be one blog entry from every island visited posted to Wikimedia Australia's blog.
  • The Oceania Outreach project space will be updated to include a detail report on all activities that took place during the Outreach period in Micronesia.
  • 25 or more pictures will be taken during outreach events for inclusion on Wikimedia Australia's wiki and on Commons.
Foundation
  • Wikimedia Foundation will exceed the volume of donations from the Federated States of Micronesia or the Marshall Islands during their donation drives in 2012 and 2013 compared to the periods between 2009 and 2011.
  • There will be at least one or two press mentions by the local press regarding the outreach efforts.
  • A blog post by organisers will be submitted to the Wikimedia Foundation for possible publication on Wikimedia Foundation's blog.
