MediaWiki doesn't support mng images. It is possible to store them as files, but it is impossible to display them as an image in a page.
To store MNG files (and other types of non-standard file) edit your LocalSettings.php file. It is necessary to change the $wgFileExtensions line, as documented at LocalSettings.php#Image Uploads.
