Below is a tutorial for Special:UserRights tool which the bureaucrat user group has access to. Bureaucrats can grant accounts sysop or bureaucrat flag by using Special:UserRights.

Notice how sysop and bureaucrat flag is grayed out. Bureaucrats cannot normally revoke these two flags. For removal of bureaucrat and/or sysop flag please use Steward requests/Permissions#Removal of access.

Granting administrator rights

Check the box next to "Sysop", provide a reason and click "Save user groups" to grant sysop rights. Bureaucrats cannot normally revoke sysop rights. The ^* next to the checkbox means that once you grant the right, you will not have the ability to remove it afterwards. For removal of sysop rights, make a request at Steward requests/Permissions#Removal of access.
