Below is a tutorial for Special:UserRights tool which only Bureaucrat user group has access to.

Bureaucrats can grant accounts sysop or bureaucrat flag by using Special:UserRights.

Notice how sysop and bureaucrat flag is grayed out. Bureaucrats cannot normally revoke these two flags. For removal of bureaucrat and/or sysop flag please use Steward requests/Permissions#Removal of access

Checkbox next to "Bot" grants sysop flag. Bureaucrats cannot normally revoke sysop flags. For removal of sysop flag please use Steward requests/Permissions#Removal of access
