I have been a Wikipedian since 2001 and I am an administrator on the English Wikipedia, an administrator and co-founder of the Scots Wikipedia and a bureaucrat on the Scots Gaelic Wikipedia. Once again I am requesting bureaucrat access on sco.wikipedia for sco:User:Mendor. This was previously refused because we are too small despite unanimous support for him and despite the fact that size has is only loosely correlated with level of activity or the need for a bureaucrat. However we have been swamped by bots for the last few months and can do nothing about them because we lack a bureaucrat. It is essential that we have one. Thus I am making this request again:

You can block users as an administrator, too, and both of you seem to be active (sco:Special:Listusers/sysop). As explained on bureaucrats, a bureaucrat does only have the ability to grant bot status, sysop & bureaucrat status and can rename users. At the moment, there seems to be no special need for that; if such things are required, you can ask here. I understand that I can block people but the bots do useful work so I don't particularly want to block them. They just need to be hidden and there definitely is a need for that as you can confirm if you look at the recent changes for the last few weeks. -- Derek Ross 19:03, 11 December 2006 (UTC)

I don't mean to be difficult and I completely agree that the need for a bureaucrat is not urgent but I must point out that I have already organised a vote, received unanimous support for the candidate, and still been refused (because, apparently, the Scots Wikipedia is "too small"). Nothing much has changed on the Scots Wikipedia in the intervening period, so if I organise another vote, and receive unanimous support for the candidate again, I doubt that we will have any more participants in the vote than last time. Thus I would expect that once again we would be refused. Even if we were to have more participants than last time, I have no idea what the minimum number is supposed to be (because none has been specified on this page). Yet the need for a bureaucrat on the Scots Wikipedia, urgent or not, still persists. In this situation is it really surprising that I wish to appeal to the common sense of the stewards rather than relying on a process which has proven to be time-consuming, arbitrary and unpredictable when I have tried to follow it to the letter on a previous occasion ? -- Derek Ross 05:45, 12 December 2006 (UTC)
Required number of votes for bureaucrat elections is fixed by the local project community, very small projects often do not even have a minumum number of votes required for granting the status, the decision whether the candidate is given the status required is made by the stewards then. Nevertheless, since community seems to be quite small so far, possibly he will be granted (temporary) bureaucrat status. —Pill δ 14:50, 12 December 2006 (UTC)

The bureaucrat flag enables a user to appoint sysops and bots, but it does not automatically imply the activation of sysop functions for the user him/herself. I suggest these users to be given a sysop access first. --Paginazero - Ø 12:58, 9 December 2006 (UTC)
Please obtain consensus clarifying whether these users should be granted administrator access as well. Just for the record, there were cases in which bureaucrat flag was granted without admin one with the mention that they can give themselves. There were not so many cases, but usualy for small wikis electing for bureaucrat involve adminship, but - at least myself - when I was granting for bureaucrat-elected only bureaucrat flag granted. I believe that the SUL process will be clever enough to spot if you create an account on enwiki with the same email address. Try doing that, and when SUL arrives and you get a query as to which account you want to use, reply accordingly ;-) FWIW, we currently have people with accounts named in Japanese, as far as I know, and they seem to work out OK. I propose that a steward declairs to suspend this request until the community agree on reopening. And I ask the global community not to process relevant requests on their wikis. Please also consider the amount of work involved for a steward to to process this request:

  1. make an account on all these wikis with the captcha on
  2. change user rights here on meta for that account to make that user there bureaucrat
  3. do the rename of that account on that wiki
  4. change user rights back to user for that account
  5. ... and this for all those wikis. Fun :-(

No user but the one making the request should have any direct input (i.e. 'support' or 'oppose') into a username change request, except in the case of a disruptive user or vandal or other such. For routine cases this is entirely the user's own decision. Furthermore, the stewards' opinions on the enwiki policy are not relevant to the performance of steward duties, and we cannot deny requests solely because we disagree with a local policy. Walter's objections are much more to the point: this is an enormous quantity of work for what amounts to one user's convenience. On that basis I will not fulfil this request. While true, this request is due to a problem with en. If there was no problem, then the user would likely not have made the request, right?

On Japanese Wikipedia, he complained his username change had been actually compulsory to other editors who could hardly have believe Enwiki had enforced such policy unilaterally. You may find this at ja:Project talk:ユーザー名#英語版Wikipediaで非ラテン文字を含む名前のアカウントをお持ちの方へ. (Section: Notice for editors whose username on English Wikipedia contains non-Latin characters). The Finnish wiktionary requests CheckUser status. I apologize that this request is a bit verbous and detailed, but I try to explain the reason behind the length of this request.

Background
Fi.wiktionary has pbeen pested by a devouted vandal (Levykevandaali), who has vandalized all Finnish language Wikimedia project: Wikipedia, Wikibooks, Wikiquote, Wikisource, and Wiktionary. In fi.wikipedia, where I am an admin, the only workable solution has been the use of CheckUser information – quickly (asking help from stewards would be too slow to be effective).
Stage 1 – suggestion
Knowing the situation in fi.wikipedia, I suggested that we apply for CheckUsership in fi.wiktionary Village pump, "Kahvihuone". The result of the poll was 12 in favour, 0 against. [4] Already at this point we knew that there aren't 25 of us, which is the reason for all this explaining. That is why I asked this question: Talk:CheckUser policy#CheckUser with greater consensus, less voters.
Stage 2 – voting
An approval voting lasting for 2 weeks was arranged to select 2–3 CheckUsers [5]. To be approved, one would have to get 75 % approval and one was not allowed to vote for oneself or put oneself forward as a candidate. It was also agreed unanimously that the community would ask for CheckUsership even if 25 votes wasn't cast.
If more than 3 people was to get more than 75 % approval, clear rules were set on how to resolve the order of candidates.
Stage 3 – results
15 people turned up to vote. Only three active users (two weren't active during this period) did not vote. The results are as follows [6]:

Request for permission
We are painfully aware that the formal limit for approval is set to 25 votes. However, we ask that you consider the logic behind this number, rather than the number itself. On the talk page [7] Anthere explained the logic: "CheckUser is an important stuff, it is important that the tool is not given by anyone asking for it and supported by his 3 buddies." No one can disagree with this. But one can ask, whether the limit should be at 25 or maybe lower. Grin suggested 10 users (ibid.). The discussion on the number of votes stopped there and I'm not sure if it has been discussed anywhere else.
Another uncontestable argument put forward by anthere was the size, and maybe age, maturity, of a project. Fi.wiktionary is the 12th largest wiktionary project which has dedicated and experienced users.
In the light of all of the above, the community of fi.wiktionary asks the stewards of Wikimedia to consider giving Hartz, Samulili and Aulis Eskola CheckUser privileges. Sincerely, Samulili 21:55, 27 November 2006 (UTC)

The Aramaic Wikipedia needs work and guidance. It does not have a large user base, at this point there is no community portal, no news, 112 members (most of whom do not have userpages), three standard categories, under 300 articles and we're lucky if any given article is more than a paragraph.

Notes:

The reason for my request is that the Kalaallisut Wikipedia attracts English speaking spammers and Danish speaking vandals with no one to clean up afterwards. I have unsuccessfully tried to get in touch with the apparently former kl: sysop, and the user base at large. My local request for sysop permissions resulted in only one reply (positive), from a user with a basic knowledge of Kalaallisut - hence I fear there are no users left with Kalaallisut as their first language.

Unfortunately I don't understand Kalaallisut myself, but this is not needed to fight the majority of spam/vandalism on kl:. My local sysop request was in Danish, which is an official language in Greenland, understood by most of the population. If granted, I will of course limit my sysop work to activities not requiring Kalaallisut language skills.

On a temporary basis I've twice been given sysop permissions, but in order to save time when fighting spam and vandalism, I'd like to be given sysop permissions on a permanent basis. However, it is my hope that a Kalaallisut Wikipedia free of spam and vandalized pages will attract new users (I have an idea for this), some of whom I can teach the skills and then step down myself.

Sysop experience: Since 30 January 2004 I've been a sysop on the Danish language version of Wikipedia, where I'm also a bureaucrat.

I request sysops access for pam:User:Katimawan2005 and pam:User:Val2397 on pam.wikipedia. The Kapampangan Wikipedia has neither sysops nor bureaucrats. These users are native speakers of Kapampangan. pam:User:Katimawan2005 is the one who proposed this project and pam:User:Val2397 is one of the most active contributors to this project. There is a consensus in the Kapampangan Wikipedia that these users be given bureaucrat status and a request for bureaucrat status for these users has also been requested (see below this page in the Bureaucrats requests subsection for the bureaucrat access request). However, it was suggested that these users be given sysops status first. Hence I'm also filing this concurrent request for sysops access for the said users. Here is the other relevant information:

If you are requesting sysop status to make a translation of the wiki interface, see also the BetaWiki-project. That is a project for making a neutral MediaWiki translation that then will be default for all wikis. That is more useful than making only a local translation.
