The project raises and important and a well-known problem of expert participation. However, I have two objections. (i) I just do not see why we need a separate WMF project just to give a platform to experts (my understanding that no content is expected to be created in the project, and the experts will be editing Wikipedia and Wikibooks anyway). Such a platform can very well be organized in the framework of Wkikpedia/Wikibooks/Meta (for cross-language interchange), and there it will be much better positioned since it will be closer to the content, to the FA/GA discussions etc. (ii) I guess we need to learn some lessons of en:Citizendium, which had exatly the same system as proposed.
