Context?

Though partly possible to figure out (at least with a bit of background knowledge), this page is a little confusing to come to following a "see also"-link on Wikipedia power structure (where just the title of the page is given). Is it possible to add some explanation of context at the top, and/or something about the current status of this as a page on meta (perhaps along the lines of essay templates)?
