Technical committee
A technical committee was created January 15th 2006 by a board resolution, to be organized by Jens Frank, Brion Vibber and Domas Mituzas. It was never organized, though the core team of developers constituted a sort of de facto committee.
There was similarly a Chief Research Officer position for some time. Before the officail formation of a tech committee, there were people who were regularly consulted for technical budgeting, forecasting, and planning; who were regularly found on IRC and also tended to help deal with emergencies that arose.
