As an admin, with normal wiki setup, you should be able to unblock yourself. Did you try that? It is normally not recommended, though. In an emergency, you can do it.
You should also be "ipblock-exempt," when you are logged in as an administrator.
Please be patient. I highly recommend avoiding attacking the other admin. There is also a possible problem with your relationship with the user you unblocked, that may have been unwise. However, you were faced with a mess, it appears. It looks like all administrative privileges will be removed on ps.wiki at this point. If you haven't unblocked yourself, you can request a global sysop or steward do it. It will be best if a page is set up on meta for sysop action requests on ps-wiki, my opinion. regarding relation with other admins and users, its totally normal with all. i dont know why i have been blocked and my contribution in ps wiki!?

- I just checked to make sure, on a standard MediaWiki setup where I am an admin. I could unblock myself. Logged in, I went to my contributions display, and clicked on Unblock. You should see that option if you are logged in as an administrator. You should also be ipblock-exempt as an administrator. I checked the ps-wiki setup and it seems normal.
- If you do unblock yourself, be sure to inform the community *immediately*. This is irregular, and usually considered not good, an administrator should normally request unblock the same as anyone else. However, it can be done, and if an administrator is doing harm, you can unblock yourself to help prevent it. This is a very bad sign about a wiki, that administrators block each other, and an indef block would be completely crazy. If you were doing something wrong, causing harm, he could block you for long enough to consult the community, gain consensus for removal of rights, and go to meta to request the rights be removed. As you could do with him.
- He has given a reason for blocking you, it shows this way in CentralAuth:
- Blocked indefinitely. Reason: نه مننونکی کارن-نوم کارول: په عثمان خان د بنديز ليرې کولو او هغه ته بېرته په پښتو ويکيپېډيا باندې د کار کولو واک ورکولو په خاطر
- Unfortunately, I cannot translate it.

- I do see, however, a likely cause for him blocking you. You undid his block and page deletions. He presumably considered that wheel-warring. He is not a sophisticated administrator. And possibly he is worse than that. His posts here have not inspired any confidence that he can be neutral.
- Your edits here also do not show high experience, it is not just the English. It's not surprising, you don't have high experience!
- Your being blocked convinced Billinghurst that something had to be done. So, think about it. This could be a good thing. Be at ease, don't worry. Maa shaa'a llah. And He is the best of planners. Be patient -- but speak up and stand for what you believe is right.
- One more point: the relationship between you and UsmanKhan. If you are using the same computer to access the wikis, then you will readily be suspected of being either the same user or close collaborators. For that reason, for you to unblock UsmanKhan could be a problem. Khangul did not suspect this and did not make an accusation, but the close relationship was picked up by Billinghurst (which explains his comment to you on his talk page.) In such a situation, you should get support before taking an action that could appear as sock puppetry. An experienced user would expect the problem and head it off.
- It is going to be important to identify someone who knows Pushto well, to be the first new administrator. This person need not be the most skilled computer user, wikis often make the mistake of going for that. It should be the most trustworthy person, best very widely supported as such, a person who will work to reduce conflict, not to take sides. That person could become a bureaucrat, and then you would be off and running, into the future with a strong community.
