Using Checkuser Privileges for "Dragnet" purposes[edit]

This seems to be happening now at Wikinews[1].

  • About 4 of the requested user names were found to be in a different country; the other 10 or so were anons in Toronto. The person with Checkuser privilege, CSpurrier, reported information to the community about an alltogether different user "Factchecker" (for which there was no request at all for the use of checkuser) which he came upon during his check of the anons. There seems to be little if any actual vandalism involved and the checkuser requester, Amgine, has had an ongoing feud with the supposed sockpuppeteer,Neutralizer, who he recently blocked for 3 weeks. Upon further research it seems that the "infraction" committed by the majority of the anons who were subjected to Checkuser was this edit which they placed on Amgine's talk page in an attempt to disclose what they felt was an unbecoming edit by an Admin which had been erased from Wikinews' history;

Oh, brother. What Anthere may not realize but which I expect most English-speaking nerds to know is that Amgine is quoting a movie. Do not worry :-) I did not know it was a movie, but I suspected there was something as an explanation, as I could not perceive Amgine saying this seriously ;-) The issue is more general. The board regularly receives some complaints about checkuser activity (and I presume later we'll also receive some about oversight), and what happened is either that no one look at the case, or look at them poorly. In 95% of case, the "abuse" is imaginary; but we can not be sure that one day there will not be a problem. So, what I suggest is a sort of ombuds-wo-man for checkuser/oversight, who will take charge of investigating cases for the board in an official manner, and will report to the board in case where there IS a problem. Additionnaly, this person might have a sort of "overview" over the way the whole system works and may give us suggestions of suitable modifications of policies. Or recommandations of software changes. This sort of things. No, it should not be done by the overall pool of stewards for the reasons Karynn suggested. Also, we need to have one or two people specifically named, so as to be *sure* a case is taken into consideration (as opposed to "but I thought someone else was taking care of this"). Copyvios at the Russian Wikiquote[edit]

Yesterday Russian Wikiquote has received the following message.

Its rough translation is the following: 10 July. Fact of thievery of a great proportion is found on Wikiquote. The texts of 632 pages from site www.foxdesign.ru/aphorism/ are being used in 427 articles of Wikiquote. Detailed list of stolen pages can be found at www.foxdesign.ru/aphorism/plagiarism.html The thief who placed those texts as if they're his own is bureaucrat Andeus (Andrey Nikolaevich Prokopenko). Please remove ALL stolen texts and remove mr. Andeus from the list of Wikiquote’s authors. Elena Lavrentsova, author of aphorisms and quotes collection at www.foxdesign.ru/aphorism/

Today it was repeated at WP.

Quick look at the claim shows that a lot of quotes are PD (authors have died long ago), while some others are not. However, quotes are seem to be really taken from this site (or, to the contrary, this site have “borrowed” it from WQ). What shall Wikiquote’s community do? Does this really means violation of database rights? Shall PD quotes be removed too? What about Andeus?

Message with claims has been reposted to WQ’s community portal, but there is no discussion yet.

What must admin do with disputed photo?[edit]

There is a photo on Russian Wikipedia: ru:Изображение:CableCarPassengersGelendzhik05Jul2006.jpg.

It was made by "Olimp" company that serves cable-way represented on the photo.

ru:User:Mithgol_the_Webmaster says that "Olimp" company delegated exclusive rights on this photo and confirm that by Quicktime video, where company representative verbally says that he in the name of company delegate exclusive right to ru:User:Mithgol_the_Webmaster.

But accordingly to Russian copyright laws such delegation must be drawn as written contract, so license status of this photo is unclear. I consider we (I mean, Wikipedia) actually have no rights to publish that photo. By the way, Russian copyright laws does not provide so called "fair-use" of copyrighted media.

I sayed that if in 7 days the documents about rights delegation will not be shown, then I will delete that photo because of its copyrighted status. Then bureaucrat ru:User:Drbug arised and sayed that he will not allow deletion of that photo.

So, I need to know stewards' (your) opinion about this case.

Dear Anthere, I don't know exact intentions of Mr. Jaroslavleff, and why he wishes to compromise me, but I feel it necessary to defend my honor and cite my own words: "Если хочешь - выноси на суд общественности. Самовольно удалять крайне не рекомендую." (in Russian); translation: "If you wish, you would introduce it to the community for judgement. I strogly do not recommend you to delete it on your own sole discretion." It is my advice, and it does not matter at all whether I'm bureaucrat or not. As for the image, I have already started a discussion at Commons wiki Village Pump] (the situation is not as easy as stated by Mr. Jaroslavleff, he is not a lawyer, and so I suppose the discussion will long some time and may lead to some significant changes in Ru Wiki policies), and I'm planning to start it later in Ru Wiki. User Group Rights Change for Persian wiki/ Page creation restricted to logged in Users[edit]

Hi Anthere:

Persian wikipedia has had a big problem of copyright violation by anonymous users (IP's) for a long time. This is partly due the fact that Iran has not signed international copyright agreement and the contributors (being mostly from Iran) are not much "copyright aware". Currently there are 3.5 active sysops and a big chunk of their time is spent deleting/tagging copyright vios (a big part being New pages) by IP's.

Of course once people decide to stay longer and create accounts it is easier to track them and tell them about Copyright vios.

We had a formal poll. Almost all active users and all the sysops (except one who is absent) voted for the change: fa:ویکی‌پدیا:نظرخواهی پیرامون قابلیت ایجاد صفحه‌ای تازه توسط کاربران ثبت‌نام‌نکرده

Stewards on IRC[edit]

Hi, I am posting this to the talk page of all stewards. I am user:Walter, steward. It came to the attention that it is for users who urgently need the assistance of a steward it is not always easy to find one. I am posting this to ask your help to try to improve our service to the community.

The best hope I believe for a user to find a steward is IRC I think. There is a channel for the stewards , #wikimedia-stewards but there very few stewards there mostly if any.

So my first request is that when you are online and have time to also open the channel #wikimedia-stewards That can easy and even automatically depending of your IRC-client. Two suggestions; Gaim, you can add IRC-channels and users between your MSN, Jabber and other contacts. Very easy to use. Or chatZilla, more a real IRC program.

You can also use a webbased solution. Can also be useful when you are not at home. The IRC gateway I have setup will do its work for this purpose. http://chat.wikizine.org.

Finaly; You have your real name, your wikimedia user name and some have a totally different IRC name. I have created a new column on Stewards#Active_stewards to fill in your IRC-nick , if you are on IRC offcource. I have already filled it in for some who I know.

Mauvais Hardware[edit]

Dans Resolution:Hardware_Purchase_Jul-06, tu as approuvé la commande de 20 serveurs avec comme disques durs des Raptor... Ces derniers temps, il est en effet vrai que tout le web classe ces disques durs comme les meilleurs... pour le particulier. Chose à laquelle vous n'avez pas pensé au Board ! Ces disques durs ne sont pas fait pour une utilisation intensive en tant que disque durs de serveurs, ils risquent de très vite "mourir", les Cheetah sont adaptés (voire optimisés) à ce genre d'utilisation et sont garantis 5 ans constructeur (et de plus ont des temps d'accès trois fois moins importants). self checkuser[edit]

je suis en train d'étudier la faisabilité d'un système de listes électorales sur :fr. J'ai lu la page Checkuser et je me demande si il serait possible de modifier la règle pour dire un truc du genre:

"For the purpose of voter registration, a user can request a checkuser on him/herself. In the particular case of selfchecking, the user would then be listed on a "selfchecked user" page with a checkmark next to its name, and no IP or other personal information would be displayed. If a user fails the checkuser (sockpuppet or other reason), the local wikipedia rules apply as to how to handle the failed check for the purpose of the vote registration"

Un peu dans l'esprit de "edit count" ou on met "i agree to show my editcount" dans son historique on pourrait rajouter la necessiter de mettre "i agree for a selfcheckuser" dans son historique.

euh. Mais, que l'on précise que l'on accepte le checkuser, soit... mais d'une part, il faudra toujours une personne pour faire le check et l'ip d'une personne évolue... (souvent). Je ne comprend pas tout à fait ta requète.

Par contre, as tu déjà vu comment le système des élections pour le board fonctionnait ? Les personnes ayant acces au stats "boardvote" peuvent voir les comptes ayant voté avec une ip similaire si j'ai bien compris. Anthere

Salut Anthere, merci pour ta réponse. En fait je parle du vote sur :fr, pour le CAr ou PàS par exemple (à définir quels votes sont soumis à une liste électorale). L'idée en fait c'est que par exemple, si je souhaite voter à l'élection de quelqu'un pour le comité d'arbitrage, je sois inscrit sur une liste d'electeurs, comme le font la plupart des pays du monde. Donc:

  1. Je vais sur la page pour m'inscrire, je dois avoir un minimum de x contributions (e.g. 50) pour pouvoir m'inscrire comme votant.
  2. Je dis "ok pour faire un checkuser sur moi"
  3. Le checkuser est fait par l'un ou l'une de ceux qui ont l'accès
  4. L'utilisateur est validé comme n'ayant pas de faux nez et est donc validé sur la liste électorale en tant que votant et peut donc voter partout sur :fr.

Dans ce cas, il n'y a pas divulgation des informations retrouvées par le checkuser. Evidemment si un checkuser n'est pas validé, il faut définir une règle, mais ma première demande serait de voir s'il est possible de modifier checkuser pour accepter ce genre de demande? Tout celà pourrait grandement aider à éviter les faux nez et les trucs du style "il faut 50 ans d'existence sur WP et 3 millions de contributions pour pouvoir voter.".

Bon, techniquement, il n'y a rien à changer (je pense que tu es d'accord ?). Donc, la seule question est, peut on utiliser le système d'un point de vue "règle". En ce qui me concerne, je note qu'il n'y a pas de violation de la privacy policy, d'autant que les utilisateurs donne autorisation au check. Il faudrait qu'ils donnent aussi explicitement autorisation à se faire "virer" s'ils ne respectent pas les règles du vote (puppets). Certes, cela ne rentre pas dans l'usage initial, mais j'ai beau réfléchir, si la communauté est okay avec cet usage ET les checkusers aussi... pourquoi pas ? Soyons créatifs. Anthere

Il me semble clair que le but de l'interdiction de principe du chek user volontaire telle qu'exprimée actuellement dans les règles est d'empêcher qu'un contributeur soit harcelé pour demander lui-même un checkuser qui ne rentre pas dans le cadre strict du checkuser "forcé". L'hypothèse que tu envisages est effectivement complètement différente.

Policies by Wikimedia[edit]

At Russian WP we're having a long and glorious flame war around adoption of several policies from en:. Could you specify which of them are official at the fouldation level and need not to be approved locally: what Wikipedia is not, verifiability, reliable sources, biographies of living people? I'd suggest that "what wikipedia is not" is a rather general policy (though, some light differences exist here and there. For example, french wikipedia accepts pretty widely cooking recipees, the english not). It is not really a policy, it is the scope of the project. THe english reference is pretty much the widely accepted reference.

I do not really know the en.wiki verifiability policies. I would say that reseonably, each community should organise itself the way this is done. Reliable sources should not be a rule, but an evidence... Biographies are probably something to decide locally. Overall, I'd say all the rules you cite (verifiability, biographies, sources) are all things to set up locally within reason. I'd say "use the english ones" as a model, but do not try to "copy" them. Copyrighted image[edit]

CVU logos and their presence on wikipedia[edit]

There is an ongoing debate about the status of CVU logos on a number of locations:

If the cvu logos violate WMF's copyrights so should a vast majority of images on commons:Category:CopyrightByWikimedia, and w:Category:CopyrightByWikimedia.

Perhaps revising the policy to at least excude images that were created prior to the establishment of the Wikimedia visual identity guidelines or perhaps loosen up the guidelines restrictions when images are used on wikipedia (since the admin mop for instance realy isnt problematic IMHO).

je voudrai que tu nous donnes ton opinion en tant que membre de wikimedia en ce qui concerne cette malheureuse affaire d'édits appelant à la haine raciale et diffamatoires envers au moins deux personnes célèbres (Zinedine Zidane et Mouloud Aounit) Appel à commentaires/Utilisateur/Insultes racistes, en particulier sur la page de discussion de cette page. Tu pourras aussi consulter ces pages où une partie de l'histoire s'est déroulée : sur la page de checkuser et aussi sur le bulletin des administrateurs. Est ce que cette phrase que j'ai écrit : "N'est ce pas là l'un des but de la fondation : être le représentant légal de wikipédia france" est fausse ou vraie ou entre les deux ? Merci.
