First, I don't know where that is policy. Second, I don't think defending your friends is wrong, I think lying about their quality of editing is. AmericanEagle is not what I would call a good editor, because of using Wikipedia for a place to connect with friends. Third, I am not fond of large signatures, with big text, background-color, and think border. Colors are OK, I like this one:

Hello CM16, we are not allowed to rename on projects with active local crats, please see SR/SUL (the interwikilinks to the requestpages), if a project has no local crats You can request at SR/SUL, I would recommend to ask for rename only on the projects where You have edits, that will reduce the number of necessary renames significantly.
