Hi. Are you sure that this message is necessary? It is directed to the IP or to any other user? As you can see on the link above, the IP was not used yet and we shouldn't suppose that it will used to vandalism. In my opinion, a welcome message would be more proper and any message not related with that IP shouldn't be left there. - Thanks for understanding. If it is shared it can be used by good faith users too. You surely know how it works since you have an ipblock-exempt flag. I also use dynamics IP and I already received some messages for vandalism that "I" have made. I know that it is not directed to me, but maybe a new user don't and feel intimidated by the message.
