I just found out by chance that I've been blocked indefinitely on Hindu wikipedia because of an "abusive user name" by you. Assuming that you did this as a global steward on request by the local community, I'd like to know more about details - there was no message on my talk page there and I can find no request on either Meta or your :hi talk page. If there was a community discussion, I wouldn't even know where to start looking for it among all those exotic Hindu characters. Could you please check in case it was a mistake? Apparently it's a known and already reported bug. You were not the intended target of the global lock + suppression, a number of accounts with abusive usernames was. How on earth it ended up with you and a number of other local accounts getting suppressed, I really can't understand it, but it seems it's a bug. I've unsuppressed and unblocked the account, thank you so much for bringing the matter to my attention, as it not only got me to reverse the mistake on your account but also on a few others who were equally affected. I have restored your sysop flag on sawiki and hiwikt. I did not restore the 'crat flag on hiwikt. The project has no active admins, let alone 'crats and the circumstances of the hiwiki situation and RfC clearly show it's not wise to re-grant this flag, especially given there are no active admins there so there's no need for it in any case. Yes, to email somebody you need to have an email address listed on your wiki account and authenticated, add one and authenticate it and it will work. As I wrote earlier, I cannot unblock you because I'm both not familiar with your situation and because the block was based on private informations from the Checkuser tool to which I am not privy to. If you want to appeal your block, email MuZemike thru the procedure listed above, but as it stands, en:WP:CIR issues starts to be pretty evident. There's not a single unblock there. And the fact that you seem unable to understand that you have to email MuZemike for a unblock which will never happen is only further proof of major en:WP:CIR issues. You are clearly not suited to contribute to the English Wikipedia, as your extensive pattern of abuse, block evasion and your inability to listen to simple instructions such as on here show. Hello. I would like to ask you to give the flag a technical administrator to Saint Johann. You took into account only the number of votes, but it better to see argumentation. First of all, see the last vote of user VasilievVV - it was only his editing at the project and I do not know how he could know that would benefit to the project, better than permanent users in the project. And let I'll translate some opinions about this candidate from this vote page:

Opinion 1 (from Migraghvi, recently elected Administrator): Юзер St.Johann однозначно необходим этому проекту, т.к. судя по его деятельности, он неплохо разбирается в вики-программировании. Поэтому я считаю все аргументы против него неактуальными. И призываю тех, кто проголосовал против, перевести свои голоса в "за". Couple of things to clear up: first, there's no such thing as a flag of "technical administrator". All administrators are the same flag-wise (temporary admin wasn't specifically requested and is voted on by the community regardless in the same manner, just requires less overall participation) and in the absence of a peculiar local policy, also they're all equal policy-wise; also, I did read all the rationales for support and opposes, I didn't simply "count the votes", however, missing local policies establishing a necessary amount of contributions, I am bound by what I find on the page, namely a strong opposition by a significant number of users mainly motivated by the fact that the user doesn't speak the language. Whether that should or shouldn't be a concern is not up to me to decide. To be blunt, there's no reason to disregard votes from new contributor on a brand new project and there's no basis in policy to weight user's votes differently. Formally you are right, but the facts are: 1. User LNSA is the only user with contributions, but he is the author of scandal-known category Tslapashstan and (as I think) may be puppet of Lezgistxa, well, I can say that he is vandal too, as Lezgistxa. But even such a radical user as Lezgistxa, who have conflicts with Saint Johann, removed his vote to section "neutral" ("I change my position to this user and to abstain for this candidate"). 2. VasilievVV and Bouron make only one edit each. Who are all these people for the project? Even Lezgistxa, who write "Here's Lezghin Wikipedia and let write here in Lezgin, OK?", voted neutral, because he understands that without the technical features the project will be quite bad. :(--Soul Train (talk) 10:16, 5 April 2012 (UTC)[reply]

Tomtomn, while I cannot release the contents of your email without your permission (though I'd be happy to post it here for clarity, if you agree to that), it is a blatant falsehood to represent what you sent me as anything other than a request for rollback. Both admin characterized the emails you sent not as advice but as request for userrights. As I understand it, you've also sent similar emails to many more admins at the same time. I would advise you not to request userrights for a while. This list was prompted by the recent request on commons, to avoid wasting people's time in researching the matter in future should you request userrights somewhere. As it seems clear from the discussion above and discussions I've had with several admins who you've contacted (only two of which have been listed at their request or self-adding), you were not asking for advice but for userrights, as such I see nothing that needs to be changed to the list, tho of course should you find any inaccuracies you're free to edit the list yourself, it's a wiki page like any other, tho I would strongly advise you against misrepresenting your dealings with people, it doesn't do you any good and it's flat out wrong and against the wiki spirit. Hi, I actually wanted to write to you about something else, but to address your question: no, I would not think that a global rollback request with the aim of using it on a single wiki would be appropriate in the framework of the GR policy. The policy specifically suggests that one has to make heavy use of revert functions across multiple wikis "For consideration, users must be demonstrably active in cross-wiki countervandalism or anti-spam activities (for example, as active members of the Small Wiki Monitoring Team) and make heavy use of revert on many wikis". If you necessitate of a rollback tool on metawiki, I would advise you to try and use TWINKLE (you can copy the relevant code from my global.js file, User:Snowolf/global.js) -- it's pretty effective :). I also wanted to poke you about your comments on the global lock request for Japan Football, to let you know that several stewards including myself have access to external tools that allow them to locally block a user on all the wikis they're active on with a single command, and hence the implementation of such a measure is not problematic aside of the obvious implication that there's no automatic block on wikis where the user is not currently registered on and that in doing so we would be blocking the user also on many wikis with established practices and policies, and while it should be within our powers to do so (it is in all effect a Global block implemented in a different manner from a global lock, but a global block nevertheless), it is not routinely used and should be used with great care. TW works fine if you use the modified version by PiRSquared17 that I'm using, it works without issues on almost all wikis, tho it only provides you with rollback, not with warnings. The code for inclusion would be:

Was drafting a reply earlier, but didn't have time to fact-check it so didn't post it. Basically off the top of my head there were not stewards before that, and rights on eswiki were assigned by local 'crats / devs I think. Logs are incomplete if enwiki is anything to go by (I remember us having a list of these rights on enwiki somewhere). While I my account dates from that era, I did not become significantly active until 2007. I would suggest asking somebody that was already around back then, they would know more about it I think. I feel crisis in kowiki. Although I don’t edit in kowiki, but indiscriminate IP and account block in kowiki is serious, I think. I do not know you perceive recent sockpuppet problem, User:Unypoly. I monitor it; I also agree he must be blocked in kowiki. He changes himself IP, account and then aggravates community troubles. However, now situation is not proper action. Admin in kowiki do block many account with suspicion. Editing pattern is only evidence. Of course, checkuser function is useless, cuz he switches his IP address. But the chance of victim is being increased if the method using. See kowiki blocking logs; ko:special:log/block. Five users are blocked, just one day. I express concern about wrong blocking or victim due to it. In former days, ko:User talk:영동우체국 is suspected. But, he asserts that he is not User:Unypoly. All users in kowiki don’t listen his voice, cuz he uses sockpuppet. However, I think that he wants to proof his innocence, but all users in kowiki don’t listen his mention, he uses sockpuppet. He also requests arbitration request. But, arbitration committee reject it cuz they are sure that he is User:Unypoly. I cannot be assured he is not user:unypoly. I apologize for the very late reply. I'm not sure I follow, you're trying to do a transwiki import or a XML import? If it's the former as it seems likely, I assume that there might be a problem with the import sources not being configured, that is, to import pages the places to import them from have to be configured first, and this cannot be done by administrators. Uh it was logged normally I don't follow what you're trying to say. The page was normally created and then normally deleted, nothing unusual about that... Indeed it would be, however I have no easy way of generating these stats. With the stewards from this year, I can just use quentin's stats and distribute them over the time period since the 28th february. With stewards previously appointed, I have no easy way of coming up with the number of actions since last reconfirmation :( I could come up with global stats, but I'm not sure that they would have any particular significance and it would involved some additional calculations (mainly to deal with stewards who spent some time without the flag between two appointments). It is simply that I get used to the pattern of some people's behaviour - they appear around confirmation time, make a few actions and then are not seen again until the following year... I might run a one-off batch around confirmation time, as some of the preliminary data I found is... interesting, but no idea how to structure such a format. Quentinv57's tool offers me really great and clean stats (that is, while it doesn't include every logged steward actions, it at least doesn't include non-steward actions as some other tools do) but sadly no time format. Maybe we can try and persuade him to code a "by year" function in it, otherwise I might at least do the stats overall (that is, total number of actions / days in office) even if they're not that significant or manually count stats for the last year for the lower end of the spectrum (that is, stewards under 1 action per day). I don't agree with You that capitalisation isn't buetifull. For wiki readers its not hot or cold. But for wiki contributors it could be more comfortable: don't You agree with me that one of main tasks for wiki contributors is cheking that anybody added any spam in wiki. So it could be more comfortable to check that (for exmple) link "TheOfficialWebsite.Com" that "theofficialwebsite.com".... But, as I understand we must finish this theme because of that (or same) actions could broke links for some category users that using browsers that are not correct automatically these links....

The domain portion of a URI is case insensitive and should be written in lower-case, both because of convention and because of RFC 1738. Same goes for the host part in the HTTP scheme, see RFC 2616. The rest is actually case sensitive. I'm not sure what you mean by "aggressive style". When one is causing crosswiki distruption on multiple wikis and revert-warring, we tend to react firmly. I'd like to add a thing or two. On the Dutch Wikipedia (nl.wikipedia.org), not only the links and the interwiki's were changed, but also our apostrophe-sign. It is clear that this user lacked the knowledge that is required for editing the Dutch language articles. On top of that, his responses were very bold when it was pointed out to him that several of his changes to interwiki's and links to external sites caused them to stop from functioning, and that he disrupted our language. Excusing himself here by saying no-one told him is reversing the order of things. He did not bother to ask in the first place and when someone told him, his reaction was a rude and denying one. Not the behaviour of someone you would welcome to join your project. If I'm alowed to give some advise: it would be a wise thing for him to do if he would get acquainted with the way wikipedia works on his home-project, before starting to edit cross-wiki, in languages he does not understand. I see there is a mention of me in this discussion, so, I thought perhaps it is in everyone's best interest if I clarified a few things. I reverted TheGoverner1 because his edit had multiple problems:
  1. Broken interwiki links: e.g. fr:Windows Live Essentials was turned into fr:Windows Essentials and el:Πρόγραμμα εγκατάστασης του Windows Live was turned into el:Windows Essentials. At the time of my inspection, neither fr:Windows Essentials nor el:Windows Essentials worked. (Now, they work, but now they are what English Wikipedia regards illegitimate article forks.)
  2. Broken hyperlinks: Some hyperlinks did not work. Some of my colleagues rejected my initial explanation (browser autocorrection) and supplied their own (DNS server, non-standard midway gateway, an overzealous/justified firewall/IDS/IPS, etc.) but the fact remains that some links had stopped working. I think that reason alone warrants a revert.
  3. Violation of en:MOS:PUNCT: English Wikipedia does not use curly quotation; it is a minor issue in its own right but it is coupled with the above.
  4. Violation of en:MOS:COMPUTING on hyperlinks: Again, another minor issue coupled with other issues. Many people do not like redirects. English Wikipedia acknowledges this aversion but does not agree with it. According to MOS:COMPUTING external redirects are fine. They should not be replaced when there are other benefits such as conciseness and print-friendliness attached to them.

Let me try to explain then. "Lack of proficiency" means you obviously do not have the knowledge and/or the skills for the tasks you are trying to do. It showed:
A) when you were editing links. The interwiki's - links in the lower lefthand corner of your screen that enable you to navigate to other wiki's - should not be changed unless the page name in the corresponding wiki is changed (when the page is moved). In that case a bot will correct the situation quite soon and as a rule, there is no need to edit those links by hand. Certainly not if it's your first day of editing and you have no idea of what you are doing. You also edited links by capitalising letters, removing the "www."-part at the beginning or the slash at the end. Codename Lisa gave a thorough explanation why it is undesirable to capitalise parts of links just to make them look better. Removing parts of links means that you put extra load on the server that is connecting you to the page that the link points to. In general: there was no need for you to touch any of the links and every change you made was a bad one. That's called lack of proficiency.
B) when you were editing languages you are not familiar with. Both in the English and the Dutch wikipedia (I did not check the others for this) you added, replaced, or removed punctuation characters. That's a stupid thing to do if you can't speak, read or write the language. You run the risk of changing the meaning of words or the way they are displayed. In this case too, there was absolutely no reason why you should make these changes. Making meaningless or even bad changes is called lack of proficiency.
C) when you engaged with other people on their talk pages. Wikipedia is a project where we try to achieve things in cooperation. One of the skills you need for that is being able to discuss your goals and your errors. You very convincingly demonstrated that you were unable to do so. Engaging in a discussion is not barking at other people what they should do. It starts with stating the problem in a clear manner after which we tend to listen to what others say about it. If you can't do this, then that's called lack of proficiency.
D) when you edited crosswiki on the first day you were registered. You did not take the time to get acquainted with editing on your home project. And if you did so with a different user name, then you did not learn much. Without any basic knowledge, apart from how to handle a keyboard, you started doing your own private things in a worldwide project that's based on cooperation. And when your edits proved to be bad ones and were reverted, you did not ask for help or explanation but stubbornly reverted back. Time and over again. While you should have realised that anyone else on Wikipedia was more experienced than you were and people reverting your edits would have good reasons to do so. That is called lack of proficiency.
One of the effects of your amateurism was that several people had to babysit your every edit, as Snowolf pointed out above. That's wasting other people's time and when you promised to do better but just kept going on with your disruptive editing, that was a good enough reason for locking your account. You may of course be lucky enough to come back with a different user name, some time. My guess is that if you did not learn from this exercise and will still not be able to make valuable contributions in good cooperation, you will in no time be recognised as a pain in the ass for the second time. It is of course a very good recipy for getting locked in record time again. On the other hand, Wikipedia is not about refusing admittance to people who want to contribute. Actually, loads of users, registerd or anonymous ones, join every day without causing problems. They are maybe just a bit more carefull and eager to learn then you were. Hey! Why I couldn't enter this account? Is it still locked for me?? I just returned to my home (-ru) wiki project - ru:wiki as TheGovernor3 couldn't enter as TheGovernor 1 [I tried enter many times but it answers that I enter wrong password]. Because of this situation, my TheGovernor3 account was blocked for unlimit time because of "using second username to bypass global lock of username TheGovernor1". The bot will periodically run and copy the new voters to Template:Stewards/Elections 2013/Voters/Check. Once there, they will be listed in the "needs checking" section, you can then validate them there (don't move them from that section tho): the bot will look there when it runs next and copy the confirmations on all the relevant pages! Apologies - it seems to have been happening since November the 11th last year which means the autogenerated usernames should number now at 100,000 or so... sheesh there is the nub of the issue - since the november 11 to now the auto is endless - probably 100,000 + - you are saying if they enter the site, well thats more visits than there are articles, and the auto adder is going non-stop... In my opinion, it would be helpful to gain more experience with how Wikimedia sites operate in general. I recently became a crosswiki user and it's been a rather eye-opening experience, but it's not for everyone. Even encouraging people to vote in the steward elections would be helpful - as the stewards serve as the CU/OS of en.wikivoyage. The key is that at least soe should be aware of what is going on in other projects, because they're really not all that different from each other. There's been a bit much "well that won't work for us, because we're Wikivoyage!" when in reality, it works for Wikipedia, Wiktionary, Commons, Meta, Wikidata, Wikisource, etc. In my experiences, whenever a WMF project loses touch with the other projects and looks too far inwardly is when it really goes downhill and starts making major mistakes - a lot of which is happening to my home wiki, the English Wikipedia, right now. --Rschen7754 23:09, 17 February 2013 (UTC)[reply]

I was just wondering what brought about that you need to have 600 edits before November 2012 to be able to vote in the Steward Elections? To cut a long story short I looked at Bletilla and since the user is so inactive as to not even answer all of the questions well that says it all really. I wanted to place a vote but seeing that I wasn't eligible was a downer to be honest, i'm not about to argue with concensus so I was just wondering the main reasons for the 600 rule as very little in terms of reasons comes to me. Some clarifications if I may: election committee members do not elect other stewards, the community does :) We merely help out with the smooth running of the elections and the administrative side of things. Regardless, all stewards are equal and being on the election committee merely means one has volunteered for it :)
You've specifically asked me for an opinion with my steward hat, so I will reply accordingly: all wikis are free to establish local policies dealing with virtually any subject provided it is not in conflict with global policies or WMF Board of Trustees resolutions. It is not for me as a steward to comment on whether a policy is or isn't wise, different wikis have different needs and practices. I also do not think it my place to express any comments on a specific user's application of the policy in question, that is a matter internal to the English Wikipedia and if you have specific complaints about an administrator's action I suggest that you contact them directly and discuss the matter. I think that generally the oppose reasons are added after by Pathoschild or some other older statesman of the steward group, I am not very much in favour of how it is done personally, namely that elected stewards have the oppose reasons written, when it's clear that the community doesn't really agree with them or else they wouldn't have been elected. Because a) nobody made relevant request to us b) it's not an interwiki issue c) it is far outside of the Stewards purview and role d) Stewards have no particular expertise in commons inclusion or deletion criteria, that's the a field where I would assume commons admins and community members are the experts. I should note as an expanded comment on point b), I fail to see how it is an interwiki issue, especially given if local wikis have some sort of objection to the content being used in articles they can use the local blacklist to stop that, or pass related policies and enforcement. Thanks for the reply. I don't know whether it is an inter-wiki issue; but all I can see is admins in both sides are fighting to protect their interest. It seems Russavia, a crat on Commons is blocked at EN:Wiki. Similarly many admins and Signpost editors in EN:Wiki are blocked at Commons too. Note the message in Tony's talk page in EN:Wiki: "This user strongly encourages editors to upload image, video, and sound files onto the English Wikipedia, and not onto Commons, which has multiple structural and management issues, and a tangle of serious inter-jurisdictional problems. Your files are safer at the English Wikipedia." See this Signpost too.
I'm only a media contributor; not aware/involved in the internal politics of these wikis. So I let people like you to act or neglect. But if these conflicts affect us like the experience of this fellow contributor, we have no other way than simply quit. I'm not entirely sure how editcountis assuages one's concerns about the creations of pages void of any information (a 'stub' generally has some information; plenty if not most of your creations contain no information whatsoever). I can't see how any wikimedia project would want or accept empty articles that add significantly to the maintenance work, especially of a fairly small project, and that offer 0 value. I am not sure why on earth you felt you had the right to randomly create 20k worthless pages without previous community approval and bot flag or why you felt this was a useful endeavor to begin with. I'm also not sure why you're dropping me a note here instead of trying to argue as to why these article creations were needed or useful in the discussion taking place on the local wiki itself, which you have obviously read or else wouldn't know I even commented. I suggest that you write there instead, so that the local community and the GS who applied the emergency block can read your arguments. I for one look forward with interest in understanding the rationale behind this, and will try to look at the arguments you will present with an open mind, as I always strive to do. It is genuinely puzzling to me why such creations are undertaken, when no value is added to the encyclopedia and instead the encyclopedia's value is clearly diminished, burying good articles with information in a enormous sea of worthless junk. I think that for our small wikipedia we must create content linked with Wikidata informations because:
  • We are not enough to improve the number of articles,
  • The Wikidata informations are writed, improved and updated with the help of all the wikipedians,
  • A red link give less informations than a minimalist article who give a minima interwikis and is improved without intervention if the Wikidata datas are changed.
Theses stubs creations don't seems to be a good idea for the users dcljr (d), Vogone (SWMT) and Snowolf How can I help? because:
  • A small sampling of these stubs reveals that most are of very little value
If you can look a sample of the created articles and say me if:
  • We can avoid to use Wikidata informations,
  • We must delete the created articles / keep theses articles / create other articles

There's no reason to use this sort of language. I applied an 8 hour block to stop the disruption while I investigated the issue. About 2 and a half minutes before your post I converted the 8 hour block into an indefinite one, having had the time to review the matter more carefully. honestly, there really isn't one. A checkuser, if there are edits since the alleged hacking happened, can tell whether it is plausible or not that it took place and any local admin can block the account if they believe it to be compromised based on MO or other indicators.

Hmm, I suppose if the user can provide a sufficient level of proof, I could perform a usermerge to a new account (so they can claim their contributions history). We have a process for that already. I'm surprised to hear that there isn't a way to reclaim one's account, though. Sorry if I pissed you off at some point. I know it does not help - but I do not recall why. I suspect you were totally justified in being pissed as I can sometimes unintentionally be a cruel debater. My best guess was a debate over social sharing or visual editor features on wikis - I recognize in those debates I can come off as uncaring to some groups as the topic of some folks then leaving came up often. Thank you for your kind words, and I'm glad others share my concerns. I would however suggest that if you can, you voice your own opinion there too: each of us have slightly different concerns, and the more varied and detailed opinions we can offer, the more the WMF is likely to understand why we feel this way. I can't say that I've been very encouraged by the WMF so far, when I initially posted comments on that page I got very discouraging replies from the counsel office. I just wish this process was led by the Community Advocacy team, because it seems to me that the lawyers lack the background in the movement to understand why this policy is so worrying to us, and that maybe people who have been volunteers on Wikimedia would better understand that. I'm pretty horrible for timely replying to talk page request, I compose a reply, then have to close all tabs because Pale Moon got up to 268 tabs and is struggling and then forget to reply. I'm sorry I did not reply earlier: I don't know. Generally speaking global sysops are mainly around for speedy deletions, countervandalism and antispamming on wikis where local admins are not often (or ever) available to do so. I do not know (but I could be simply ignorant of such a situation) of a wiki where global sysops act as fully local admins, dealing with content issues and the like. To me that is a bit far of what global sysops were created for. I suggest that the situation is better solved by setting up quotes of the day in batches, week in advance.
