Wikitime is a long-running proposal to have Wikipedia adopt a standard w:internet time, allowing for easier cross timezone coordination among editors. In addition, proceedures can be reduced to the days fractions, instead of on a daily cycle. Deadlines would be universally understood, and each user would quickly grow accustomed to their own time bands.
