Purpose of the report[edit]

This form is for organizations receiving Annual Plan Grants to report on their results to date. For progress reports, the time period for this report will the first 6 months of each grant (e.g. 1 January - 30 June of the current year). For impact reports, the time period for this report will be the full 12 months of this grant, including the period already reported on in the progress report (e.g. 1 January - 31 December of the current year). This form includes four sections, addressing global metrics, program stories, financial information, and compliance. Please contact APG/FDC staff if you have questions about this form, or concerns submitting it by the deadline. After submitting the form, organizations will also meet with APG staff to discuss their progress.

Telling your program stories - all programs[edit]

This is your chance to tell your story by using any additional metrics (beyond global metrics) that are relevant to your context, beyond the global metrics above. Overview of this quarter[edit]

The purpose of this section is to provide a brief overview of this report. Please use no more than 1-2 paragraphs to address the questions outlined below. You will have an opportunity to address these questions in detail elsewhere in this report.

CHANGES: Please describe how you changed your plans and budget based on the FDC allocation approved by the Board in December 2012, and your rationale for these changes. You can then use the changed plans and budget as the basis on which to report back on the first quarter.

Our association has reached a level of developement which requires an important structuration of its activity. Both at the level of the organization and of the employees’action, and also at the level of the involvement of the Board of Trustees.

The priority of our association is today to allow a greater involvement of its members. In order to implement this change, we chose to develop tools in strategic piloting, which is to say :

These four approaches have important consequences on our practices and on our evolution prospectives. They also have consequences on what had been budgeted and put forward in the former FDC request.

  HIGHLIGHTS: What were 1–2 important highlights of the past quarter? (These may include successes, challenges, lessons learned.)

Amaury Sport Organisation (ASO) is a firm that creates and organizes international sport events. Its 40 events (for example: the Tour de France, the Dakar…) cover 250 days of competition per year. We wished to appeal to this organisation in order to obtain accreditations for all their sport events. The general objectives of this project were to enable the photographers to cover the French sport events in excellent conditions (traditionally reserved to the owners of press cards) in order to enrich the Wikimedia projects.

This project did not require much staff involvement, but offer a range of interesting opportunities to members and for the projects. This action only aims at facilitating the action of volunteers. It tries to answer a regularly expressed constraint: the difficulty to take photos of sport events without possessing any press card.  

  • Restructuring of the Board of Trustees and staff

Wikimédia France's Board of Trustees has carried out a restructuring around 5 main working lines : general organization (human ressources, internal communication), internal control (specific conventions, accounting organization, laying out of procedures, double signature), quality approach (creation of indicators to measure the impact of the activities, conception of collection tools), association strategy (action plans, strategic project, lobbying) and network (international relations, local development). This reorganization aims at repositionning the Board of Trustees as the strategic and impulsion organ of the Association. The groups oriented towards the general organization and the internal control are today fully active, whereas the 3 others are undergoing a process of structuration in order to be operational in the course of the coming months.

The reorganisation of the staff is presented in the previous point.


WIKI-FOCUS: What Wikimedia projects was your entity focused on (e.g., Wiki Commons, French Wiktionary) this quarter?

  • French Wikipédia : Contribution workshops are the main activities adopted by the Association’s members. It is a model of actions which is marked this quarter by the presence of targetted audience(s) (universities, museums, multimedia library, regular workshops) and covers all the territories where we have active volunteers.
  • Wikimedia Commons : This quarter has witnessed massive content imports coming from cultural institutions (Fonds Trutat, Archives municipales de Toulouse) with a larger commitment from the volunteers of the GLAM working group.


GROWTH: How did your entity grow over the past quarter versus the previous quarter (e.g., Number of active editors reached/involved/added, number of articles created, number of events held, number of partipants reached through workshops)?

  • Regarding new contributors
    • Number of new contributors (thanks to Wikimedia France programs): around 160 (+ 150 pupils for the Wikiconcours)

Financial summary[edit]

The FDC requires information about how your entity received and spent money over the past year. The FDC distributes general funds, so your entity is not required to use funds exactly as outlined in the proposal. While line-item expenses will not be examined, the FDC and movement wants to understand why the entity spent money in the way it did. If variance in budgeted vs. actual is greater than 20%, please provide explanation in more detail. This helps the FDC understand the rationale behind any significant changes. Note that any changes from the Grant proposal, among other things, must be consistent with the WMF mission, must be for charitable purposes as defined in the grant agreement, must be reported to WMF, and must otherwise comply with the grant agreement. Progress toward this year's goals/objectives[edit]

This section addresses the impact of the programs / initiatives* and objectives your entity has implemented over the past quarter and the progress your entity is making toward meeting this year's goals. We understand that some metrics may not be applicable in this quarterly report, so please add metrics here if they are applicable.

*In the past, the FDC has used the term 'initiative', but we are using the term 'program.'

Program 1 : Supporting the communities[edit]

What are the objectives of this program? Please include metrics.

Wikimédia France aims at supporting the communities of Wikimedia projects contributors, in order to enable them to bring more content, and also by improving the content quality. The Association strives to propose the contributors a range of ways to facilitate contributions.

Among these, one can highlight mutualized purchase of photographic material and attribution of small grants dedicated to precise projects (organization of a meeting, purchase of an essential source for a thematic, etc.)

Wikimédia France also tries through this program to support the emergence and the activity of local contributors’ communities.

Furthermore we participate to the francophone group of Wikimedians (WikiFrancA).

The general objectives of this project are

to support the volunteers activities by giving them tools in order to structure themselves, and by helping them to consider the Wikipedia Movement as a resource to support their actions.

For this reason, we have defined precise objectives on some essential points:

  • The diversification and increase of requests for micro-funding by our association (purpose: more than 30 requests in 2013);
  • The increase in the number of contents produced by the contributors with the support of Wikimédia France. A content is identified “supported by Wikimédia France”:
    • If the Association has funded a trip allowing the production of the content,
    • If the Association has brought its support to allow the access to content (accreditation for an event, opening of a particular place, privileged access, etc.).
  • The 2013 objectives are to have :
    • 9,000 photos supported by Wikimédia France;
    • 5 % of these photos having received a label on Wikimedia Commons;
    • These photos have been produced by more than 80 different contributors.
  • Being an active support in the structuration of the French-speaking community (purpose: helping to create 2 chapters in french-speaking area).
Calendar

There is no specific calendar for this project. The micro-funding commission and the photo group did not take any decision yet concerning an action calendar per quarter.

However, a calendar does exist for the French-speaking community projects :

  • August 2013: French-speaking meeting at Wikimania;
  • September-January 2013-2014: organization of a common project;
  • April 2014: preparation of a symposium on the French-speaking countries and languages to be organized at the end of 2014.

The micro-funding commission had a goal of 30 requests, which should be achieved at the end of this period (June 2014). During the 4th quarter of 2013, we had 8 requests.

Among the files of the category commons:Category:Media supported by Wikimedia France :

With 12,953 "Media Supported by Wikimédia France" uploaded since the beginning of the budgetary year, the goals are already achieved. Among these, 3,783 files were created by a member of the contributors’ community with the support of Wikimedia France during the quarter.

During this term 133 files that have been uploaded have received a distinction on Wikimedia Commons (2.34% out of the total, including 60 Quality Images, 4 Featured Pictures, 87 Valuable Images). In total since July 2013, 325 files have received a label on Wikimedia Commons (2.51% including 168 QI, 9 FP, 175 VI ; an image can receive several labels). The objective of 5% has not been reached so far. There is indeed at the moment no systematic labels´ proposition. Some photographers do not participate, in fact, to this system.

These files have been uploaded by 25 different users during the first quarter, 29 during this quarter, which represents a total of 40 different users since the month of July. The objective of 80 users at the end of the year seems very ambitious according to the figures of the two first quarters. Our analysis is the following one: the support Wikimédia France can bring is not known enough and the project lays on already identified contributors without succeeding in spreading itself yet. Moreover, the experience of the photographer is decisive: only confirmed contributors are going to take photos of sport, shows and so on.

One of the objectives regarding support to the French-speaking community was to organize a common action: the Month of Contribution on the French Wikipédia in October 2013.

This action is inspired by the month of contribution organized in Spring 2013 in the Canadian territory. It has been discussed between French-speaking Wikimedians during the WikiFrancA meeting organized at Wikimania in August 2013. It seems to be a coherent project to start in a flexible way a common action between French-speaking Wikimedians.

This month consists in organizing on the whole French-speaking territory and in a very informal and autonomous way contributors’ meetings and contribution workshops during a given month. The idea being that the chapters get involved supporting contributors indirectly, letting themselves autonomously organize the events.

A first appeal has been launched in the course of September to the Wikipédia contributors by Benoit Rochon (Wikimedia Canada) so that they organize these workshops, and then the meetings took place during the whole month of October and the beginning of November. The Association involved itself either by organizing workshops involving its members on the territory, or by giving them the information they needed, also by supplying pedagogical material (booklet for contribution’s support).

The coordination to the preparation on Wikipedia has been made essentially by Wikimedia Canada, and the work to report results for this action has been made by Wikimédia France.

In total, during this action, 20 workshops have been organized in France, Canada, Belgium, Switzerland, Tunisia and Burkina Faso. These workshops have gathered more than 270 people, regular or new contributors. On occasion of these meetings, there have been presentations of the Wikimedia projects, discussions on the functioning and the impact of these projects, as well as contribution sessions on local or general themes, such as the Commons. The contribution month was associated with the event “Villes en Biens Communs" ("Cities in the Commons”) organized by a collective of associations involved promotion of Free Knowledge and Commons sharing.

Volunteers’ involvement

The micro-funding commission is permanently composed of 7 volunteers. During the Q2, 3 of them have been replaced, so that 10 different volunteers have been involved in this commission during this period.

Some volunteers also got involved in the organization of meetings and workshops during the contribution month.

Involvement of the staff

For the micro-funding commission, the support by the staff is carried out through the purchase and sending of the material required by the administrative assistant and/or the tech manager.

Regarding the content’s production, the involvement of the staff is carried out through having contacts to open places and events for photographers, and manage the photographic material (purchase, loan etc, including in Paris).

During the Month of Contribution, the involvement of the staff has been accomplished on 3 main levels:

  • Sending pedagogical material for the organization of the workshops (booklets …)
  • Counselling the contributors who wish to organize workshops (per mail or by phone)
  • Reporting and assessment of actions that have been conducted, contacting each workshop organizer in order to obtain a qualitative and quantitative feed-back on the actions, with the second objective to highlight this experience.

Uig, the WiFi hotspot
  1. About the support to the French-speaking communities, our objective is to support the creation of 2 French chapters. The opportunities and discussions of the WikiFrancA group in Wikimania led us to choose to prioritize the support of concrete projects before formalizing the French–speaking community cooperation.
    The Month of Contribution was prepared and animated on Wikipedia by Wikimedia Canada and reported by Wikimédia France, and has allowed the organization of workshops in about 20 cities (some of them have organized several workshops), in 6 countries:
    • Canada: Montreal
    • Belgium: Brussels and Charleroi
    • Switzerland: Geneva
    • Tunisia: Monastir
    • Burkina Faso : Ouagadougou
    • France: Paris, Tarbes, Toulouse, Valréas, Périgueux, Lyon, Tours, Angers, Lorient, Brest, Rennes, Argentré-du-Plessis, Strasbourg, Roubaix
    These workshops have gathered at least 270 people. Several French workshops has been supported by Wikimedia France, thanks to the micro-funding commission or the provision of documentation.
  2. The micro-funding commission has been renewed by the Board of Directors in December 2013.
  3. Thanks to Wikimedia France's micro-grants committee, the NCO has purchased a small 3G-to-WiKi plug . With the financial help of the chapter, the NCO acquired a device (nicknamed Uig) which connects to the Internet using 3G and spreads a Wi-Fi network. This proved helpful for workshops at the Archives, where no connection was available. Uig has been used 6 times in October.
What worked?

The mutualization of the photo material and the accreditations offer remarkable results. It is moreover the most active post of micro-funding expenses.

The month of the French-speaking community contribution has gone well too, with an involvement of the association only in support to the contributors and volunteers’ initiatives: the aim was to bring a possible support without the association being a formal organizer of the workshops.

What did not work?
  • The micro-funding program did not spend entirely its budget with only 71% of the potential funds attributed (54% at the Q1). There are not yet indicators of the fundings' impact except for the material and the photos’ accreditations. This can be partly explained because it is hard to find metrics that are both relevant and not too complicated to set up for expenses lower than 100€.
  • The association has not made enough progress in its pro-active support to the structuration of the French-speaking communities. The objective of hiring an employee partly dedicated to the French-speaking community was put apart during Summer 2013 for budget reasons and following the discussions during WikiFrancA meeting at Wikimania. We wished at first to settle the French-speaking community by concrete actions before formally structuring the community. Benoit Rochon (Wikimédia Canada) has been appointed as coordinator of WikiFrancA during Wikimania.

In the following tables, a link to an API query is given for the reader’s convenience ; but this method is way less precise than the actual one, which sometimes result in figures sensibly different.

Program 2: Research and development[edit]

What are the objectives of this program? Please include metrics.

Wikimédia France supports the Wikimedia projects and the contributors, among other things by producing or contributing to the elaboration of tools.

The tools can concern the internal functioning of the association, the members’ involvement and the development of our projects

The main lines of tool development are:

  • Enabling to automatically or semi-automatically improve the contents of the Wikimedia projects.
  • Proposing a better monitoring of our actions and projects, in addition to our indicators.
  • Encouraging a better reuse of the Wikimedia projects’ content in the objective of knowledge sharing and of projects’ development.

The objectives of this development program are oriented towards the creation or the support for tools of reporting, import or dissemination of Wikimedia projects’ contents

For this program, we have identified 3 main objectives:

  • About Semanticpedia project developed in partnership with the ministère de la Culture and INRIA (French Institute for Research in Computer Science and Automation), giving a stable semantic extraction of Wikipédia in French and assuring its hosting after transfer from INRIA which has been confiding in us the technical management of the project since July 2013.
  • About the support of contents’ import on Wikimedia Commons coming from cultural institutions, participating to the financing and to the experimentations of the GLAMwiki Toolset developed in partnership with Wikimedia NL, Wikimedia UK, Wikimedia CH and Europeana. In parallel, the association think about the creation of a toolbox for the GLAM, but addressed for little institutions, in order to help them contributing in an autonomous way.
  • Supporting and improving the Wikiscan tool which enables us to obtain contribution statistics on the French Wikipédia (this tool has been developed by a French contributor).

Progress of your objectives (please include your indicators and the # of volunteers/salaried employees involved).

The migration of DBpedia to the servers of Wikimedia France is in progress, all the important pieces of information that can be extracted are managed. An extraction has been carried out in November 2013, a few technical adjustments have to be finalized.

For the GLAM toolbox, we have identified a developer wishing to sponsor competences and interested in this project: A first appointment is planned in January.

Wikimédia France has chosen to stop supporting financially the GLAMwiki Toolset in 2014 for budget reasons, but remains involved in the project, among other things by looking for GLAM institutions to test the project.

Wikimédia France supports Wikiscan by paying the hosting of the project, carried by a volunteer.

Involvement of the volunteers

For this program, the implication of the volunteers is mainly achieved through discussions on the development of the projects (Semanticpedia, GLAMwiki Toolset)   A discussion list, accessible to the interested members and contributors, is dedicated to Semanticpedia (DBpedia). A international discussion list is dedicated to the GLAMWikiToolset project, a Wikimédia France volunteer represents the association on this list.

Involvement of the employees

Two employees are particularly involved in these projects:

  • For Semanticpedia, the Programs Director coordinates the project with the ministry of Culture, INRIA and the partners and current or potential reusers. She also leads the communication around this project. The technical manager is in charge of the management of the technical hosting of the Semanticpedia project and of the extraction of data from Wikipedia via DBpedia.fr.
  • For the GLAMwiki Toolset, the Programs Director currently studies the existing possibilities regarding the institutions likely to become pilot institutions.
  • For the Wikiscan project, the Programs Director takes care of the coordination with the volunteer in charge of the project development while the Administrative Assistant is in charge of the financial support monitoring.
Achieved activities

A one day workshop about Wikidata, Semanticpedia and with the links and differences between two projects took place in September, with 8 participants. Contributors of Wikipedia and Wikidata interested in the use of DBpedia.fr and Wikidata were present at this workshop. The training session aimed to allow autonomization of the content import on Wikidata via DBpedia. The workshop had been conceived to bring very pragmatic answers.

In order to improve the reuse and the knowledge of the Semanticpedia project, as well as to promote the creation of diffusion tools of the Wikipédia contents and of improvement of Wikipedia via DBpedia, Wikimédia France and the Délégation générale à la langue française et aux langues de France (ministère de la Culture) launched in December 2013 an application and tool’s contest aiming at reusing the Wikipedia contents in external projects. This contest is open until 1 March and is provided with 3 prizes of 3,000€ each.

For the GLAMwiki Toolset, we participated to the launch by helping translate the interface in French and the documentation in French. We touch based with three GLAM partners (two archives and a museum) to discuss their participation to the first batch uploads made using the tool. We also added a feature to our Python MassUpload Library, which exports GLAM metadata to a format compatible with the Toolset.

What worked?

The installation of all the DBpedia extractors in French, except for the multilingual summing ups. The migration of the website, of the blog and of the Wiki has been carried out.

Wikiscan is fully functional and used as a collection tool for several indicators elaborated in the framework of our Quality approach. This tool enables, among other things, the contributions of a dedicated category of contributors (on a particular project of the association for example), thanks to an improvement especially developed by Wikimédia France.

What did not work?

The migration of DBpedia was delayed because of two factors: the host had difficulties in delivering us the servers and the migration of the Wikipédia towards DBpedia. It has been necessary to rewrite the recovery script of the multilingual summaries.

The GLAM toolbox project, aiming at facilitating the contribution for the cultural institutions, did not progress during the last period, mainly by lack of time.

Program 3 : Increasing the free content[edit]

Wikimédia France aims at supporting free knowledge. We strive to increase the number of institutions able to bring or facilitate free content creation. This goes, among other things, through partnerships with cultural institutions. These partnerships aim either at putting relevant content for the Wikimedia projects already digitized on line, or at setting up the conditions necessary to this content’s production, by institutions or contributors.

In order to support this work of progression of the free contents, we also strive to make the environment more favourable for the Wikimedia projects, and to make targetted public aware of the release of content or of the production of free content.

This program’s objectives are

We must develop the content partnerships with the cultural institutions

This content can be composed by contributions on Wikipédia (please refer yourself to program 4), or of files uploaded on Wikimedia Commons. Our objective for this year is to have 3 projects of massive content import coming from cultural institutions, with at least 2 categories on each file, with a minimum size of 1200 px per side, and 10% of the files reused on the Wikimedia projects. Each import must be the subject of at least one note on the Wikimédia France blog.

In order to make the environment more favourable for the Wikimedia projects, we develop public awareness actions about public domain through the Public Domain Day or through the Public Domain Remix contest which aims at informing a large and diversified audience of the importance of this theme in culture and knowledge. One of this program objectives is also to release the existing contents by having the licenses of these contents changed, in order to make them become compatible with the Wikimedia projects. We wish to succeed at least in 3 projects of content release.

  • GLAM content upload: 2 upload projects have been led during this quarter by the volunteers

First of all, the rest of the Fonds Eugène Trutat archived in the Archives of Toulouse was uploaded (281 new files, which brings to 458 the number of photos of this collection on Wikimedia Commons). Then, a follow-up to the Q1 batch of a long-term upload of documents from the Archives nationales (France) (French National Archives), due to the partnership signed in June 2013: 3 news files were added to the pool of 45 major historical documents of the French history have been imported thanks to an import model and dedicated to the accomplishment of this project, planned in 2014. Among these files, The French Constitution of 1791, the Charter of 1814, documents of the 7th and 8th centuries (diploma of Charlemagne), the Ordonnance of Villers-Cotterêts dealing with the compulsory use of the French language by the Administration (1539) or some of Marie-Antoinette’s letters.

  • Two GLAM institutions have also uploaded content: the Musée des Augustins (Toulouse fine arts museum), partner of Wikimédia France since 2012, has uploaded 864 photos of its artwork on Wikimedia Commons, among which 293 this quarter. The Archives municipals have begun to import content too (82 photos this quarter), reproducing ancient documents linked to the city of Rennes.
  • Volunteers of the Association and contributors of Wikimedia Commons have also carried out two photography and video projects with partner institutions: this quarter, 329 photographies have been added regarding Sèvres - Cité de la Céramique (1,287 imported photos since the beginning of the year), and 162 regarding the Museum de Toulouse (2,396 au total).
Involvement of the volunteers

The volunteers carry out and follow the institutions’ uploads, most of the time by being directly in contact with them (they help with pre-processing metadata) The volunteers (whether they are members or not of the association) also take the photos at our partner’s institutions. This year, the Public Domain Day is prepared by the Wikimedian group of Toulouse. The Opération Libre in Gérardmer is likewise monitored by the Wikimedians from Strasbourg and Eastern France volunteers. The animation of the 56Kast podcast is made by a different volunteer every month. In Rennes, the local members participate or regularly organize meetings with cultural actors, and the project with the Archives of Toulouse has been entirely led by the members.

Involvement of the employees

The staff involvement is essentially made through the Programs Director who coordinates the partnerships with the institutions and monitors the actions’ evolution. Regarding operations of public awareness are concerned, she also coordinates the contacts and connects partners and volunteers by enabling the projects to be defined and monitored.

Activities conducted
  • Regarding public domain, the Public Domain Remix contest has been closed on 31 December. The results will be published with the Open Knowledge Foundation at the end January 2014.

After the success of the Opération Libre in Brocas in April 2014, gathering several actors of the Free and Open Data in order to “liberate” a town during 3 days, a new edition is being prepared for Spring 2014 at Gérardmer (Vosges) and the Wikimedians of Eastern France actively contribute to the preparation of this event.

  • Wikimédia France is invited every month to give a chronicle about the Wikimedia projects in « 56kast », a on-line program conducted by Libération, one of the biggest French daily newspapers. It is the occasion to present the last news of Wikimedia projects and the actions of Wikimédia France. It is also the occasion to make the general public aware of the movement’s values.
  • Free content contribution: during this term, two sessions of photo shootings have taken place in Sèvres – the City of ceramics, with 3 main photographers. At the Museum de Toulouse, the staff of the Museum put themselves on line their collections.
  • Regarding mass uploads: on the technical side, our freely licensed Python library is shared on GitHub and under continued development. Among other, we implemented a feature to compute metrics on categorization made through the volunteer-driven metadata alignment ; and coded a compatibility layer with the GlamWiki Toolset. We also carried on with our documentation efforts.
  • We are building a partnership with the Departmental Archives of Vaucluse (Archives départementales du Vaucluse) so that they can share their contents on Wikimedia Commons.
  • The Departmental Archives of Alpes-Maritimes (Archives départementales des Alpes-Maritimes) continued their uploads and manuscript proofreading on Wikisource.

  • Two workshops have been organized at the Archives of Rennes (Archives municipales de Rennes), both in order to make beginners contribute and to open, via an upload to Wikimedia Commons, documents conserved and digitized by the Archives. 82 high-resolution files have been imported. They have been used 76 times on this project (see the consultations’ details). During two sessions lasting each 4 hours, 5 participants and 5 Wikipedians have improved 3 articles and created one article on the French Wikipedia (Jeu de paume de Rennes, Théâtre du Vieux Saint-Étienne, Basilique Notre-Dame-de-Bonne-Nouvelle, Archives municipales de Rennes).

At the end of 2013, the members of the city of Rennes have organized a conference in order to give a feedback on the projects led between the cultural institutions of the city of Rennes and Wikimédia France, with the aim of encouraging other actors to do the same. Two representatives of the Library and of the Archives, as well as Nathalie Martin and several volunteers, have spoken on this occasion. The audience was composed of around 15 people including agents of other cultural institutions from Rennes.

What worked?
  • The uploads of GLAM contents are going well ; the workgroup improves their upload tools, processes and documentation.
  • The local communities are willing to organize public awareness actions.
  • The efforts made by the Association to make the institutions aware that they should give public access to their contents are bearing fruits: Several structures see the interest of putting their contents under free license and of respecting public domain.
  • The GLAM institutions are more and more convinced by the Wikimedia projects and aware that they must continue the publication of their contents on the projects.
What did not work?

The Public Domain remix contest did not receive enough support, internally and externally. We have not dedicated enough resources to its promotion.

Program 4 : Recruting new contributors[edit]

What are the objectives of this program? Please include metrics.
General description

Wikimédia France leads an important action aiming at developing the number of contributors to the the Wikimedia projects.

These actions of development of the number of contributors are concentrated on two main fields: the cultural world (GLAM) and the academic world.

In order to improve the diversification of its contributors, Wikimédia France also tries to involve new types of editors (that had so far not be very present on Wikipedia): seniors, women, etc.

The learning workshops represent an important part of the local groups’ activities.

This project’s general objectives are

This program main objective is to increase the number of contributors on the Wikimedia projects.

This program is, by definition, very linked to the one aiming at increasing free content. When the cultural institutions are concerned, the partnerships often include two aspects: contribution training and upload of free content.

The main objective that is targeted during the learning workshops for the contribution is to autonomize the new contributors, to be able to contribute autonomously on the Wikimedia projects at the end of the workshop(s). We know that all the people who have been trained during a workshop will not going to become regular contributors, but we wish to increase the number of contributors, occasional or regular.

For the workshops organized in the GLAM or educative/universitary circles, the annual objective is to train 500 people, with an average of 4 contributors per trained person, 15% of autonomous people at the end of the workshops, and 80% of their content kept.

About the workshops with specific audience:

  • Organizing a workshop for the seniors
  • Proposing a one week training dedicated to the languages of France, enabling us to train 15 contributors of at least two different languages, with 100 contributors per person, 5 photographies uploaded on Wikimedia Commons and 10 new articles.

Progress against these objectives

For the Partnership with the Université Lille Nord on long trainings for PhD students in their fields of expertise, 25 PhD students have been trained. They contribute during the year and the global assessment is going to be made at the end of the period.

The trainings for the secondary school teachers or university teachers have brought 40 new contributors to Wikipédia, and around 40 others are being trained. A specific project between the Catholic University and the Museum of Fine Arts of Lyon is carried out on Wikipédia. The other contributors come from Marengo Highschool in Toulouse and from Lycée Renoir in Nice. In total, around 15 articles have been created and the projects are still in progress.

A project with the Foyers Ruraux, local associations of animation and culture aims at putting traditional recipe on line on Wikibooks. The project has really begun during this quarter and 6 receipts are put on line on Wikibooks. This project is coordinated on on WikiBooks.

Every month, contribution workshops are also organized by the Wikimedian group from Rennes (Brittany). During this quarter, 3 workshops were held: on the theme « Rennes en biens communs » in Octobre 2013 (5 people), on the theme « Litterature » in November 2013 (4 people), and on the theme « GLAM » in December 2013 (11 people). This quarter has been particularly rich because the « mois de la contribution francophone » (“month of contribution”) has been organized: two additional workshops have been proposed about the history of Rennes in the city archives (5 people), and a workshop in the town of Argentré (4 people).

The Alsatian Wikimedians have set up a project of regular workshops with the Multimedia Library of Strasbourg (Médiathèque de Strasbourg), L@pplipedia. The first workshop has taken place in November 2013. This completes the workshops organized one per month at the U de niversity of Strasbourg by the Strasweb Association and the Alsatian Wikimedians.

The project with the Centre Pompidou has been launched in September, the workshops have begun and occur every week. The monitoring is carried out on Wikipedia (https://fr.wikipedia.org/wiki/Projet:Centre_Pompidou) :  

  • 25 regular participants to the workshops, 21 contributors (+1 under IP does not want to sign in)
  • 10 workshops between October 1st and December 15
  • 3 employees involved and 5 volunteers for the help
  • 318 contributions ; 7 created articles, 21 active contributors, 15.14 contributions in average per person, 13 autonomous contributors, 100% of sustainable content, 159,679 bytes of added texts.
Involvement of the volunteers 

The volunteers are at the heart of the training projects, with the help of the employees of the association. The local groups are in contact with the locations where the workshops take place and define the themes, the periodicity and the methods of the events.

About the workshops in partnership with cultural or educational institutions, the volunteers are also very present for the animation, beside employees. They are present during each workshop and help the new contributors.

Involvement of the staff 

The staff provide the global monitoring of the partnerships with the institutions wishing to settle training workshops to contribution. In this case, the programs director and the Education and Research Manager are the two employees most involved. They also take care, in case of need, of the support that should be brought to the volunteers to organize the workshops.

Activities conducted

Support of 2 projects in secondary education: with the Highschool Marengo of Toulouse and the lycée Renoir of Nice. This support is essentially brought through initial trainings to contribution, led by members and staff of Wikimédia France to the teachers. Then, these institutions animate their projects themselves, in narrow link with Wikimédia France that can come back to bring help or supplementary informations.

  • About the project with Centre Pompidou, the activities’ calendar is perfectly respected. The workshops dedicated to contribution or to the issues referring to cultural mediation have amounted to 10 this quarter and systematically full. The Centre Pompidou’s staff involved in this project are satisfied with their discovery of the Wikimédia projects. The content that begin to be written by the contributors has a good quality and some are working to try to have a Wikipedia label.   • The Wikibooks project about the villages’ recipes has been developed within the framework of a training session given in December 2013 for the managers of the Foyers Ruraux, and by writing with them a tutorial about contribution learning on Wikibooks.
  • The WikiCristallo project is made in collaboration with the AMCSTI, a federation of associations and centers of scientific and technical culture. It aims at federating these institutions around the writing of encyclopedic and pedagogical content, on wikipédia and Wikibooks, during the year 2014. The retained thematic is Crystallography.
What worked?

The request for training workshops is very important, the cultural, educational, public institutions are looking for help to learn how to contribute to Wikipedia. We respond to this request.

The project with Centre Pompidou, led with a dense workshop calendar (one per week) and with a group devoted during the whole year, is a real success regarding the participants’ involvement and the quality of contents produced. The whole group is motivated by contributing, its autonomy is increasing, and it has perfectly integrated the principles of the Wikimedia projects. The content has high quality and the group feels like going on contributing in the future.

The Wikimedian groups from Alsace and Rennes have a regular rhythm of workshops organized once per month, which enables them to maintain an identifiable and regular contact point for new contributors.

What did not work?

The project with Centre Pompidou requires a regular support for the workshops, once per week, which is sometimes difficult to ensure for the volunteers who cannot be systematically present. Despite of a calendar defined as soon as the beginning of the year, the project often lays on two involved people and it is sometimes not enough to train about 20 contributors.

The unique workshops (not recurrent) do not enable us to make the trained people autonomous enough. The number of people participating to that kind of workshops contributing again to Wikipedia is too much small.

The dissemination, or diffusion, of the Wikimedia projects’ contents is important for the association, because it enables one, on the one hand, to increase the sharing of free knowledge and, on the other hand, to make the audience aware of the importance of the Wikimedia projects.  

What are the objectives of this program? Please include metrics.

The objective of this program is to increase the audience awareness of the importance of knowledge sharing and the Wikimedia projects, particularly offline.

In this program, we have fixed objectives for our actions in the educational field. During this year, we wish to make 350 teachers (mainly professors/teachers-librarians) aware of the good use of the Wikimedia projects as free educational resources. Further more, we wish to create and spread a pedagogical kit about the good uses of the Wikipedia projects and contribution, with a goal of 200 downloads and 2,000 visitors per month.

We have also fixed objectives on a project of off-line diffusion of Wikipedia with the association Framasoft (association of promotion of free content and software), the Framakey Wikipédia. For this project, we wish to sell 500 USB flash drives (with free educational softwares, educational resources and offline French Wikipédia) and expect 3,000 downloads during this period.

We also want to organize activities (conference, stands during events), in order to assure a better diffusion on the French territory.

Progress of your objectives (please include your indicators and the # of volunteers/salaried employees involved)?

The "Wikiconcours lycéen" has begun in November 2013. It is the second edition of the project (after a first edition in Toulouse in 2012-2013, the project has been renewed and extended to 6 academies (Bordeaux, Aix-Marseille, Orléans-Tours, Amiens, Créteil and Strasbourg), with 14 participating classes this year, versus 5 last year. The CLEMI (Liaison Center for Education and Media Information) is a partner in this project, and has been trained for its regular monitoring. 17 teachers have been trained for the Wikiconcours and 9 classes (more than 150 students). The project is coordinated at a regional and national level together with the CLEMI.

The projects designed for teachers and higher education students take place during half-days of public awareness actions (conferences followed by debates, initiation to contribution). 25 students in Information-Communication trainings at the Université Paris 8 have thus been raised aware of this issue, as well as about 15 librarians coming from 9 different universities. And this with the aim of bringing pedagogical help to their students. In November 2013 a thorough presentation of the projects has been made in front of about 60 correspondants « Information Scientifique et Technique » of Universities. On the occasion of Education Fair (200 exhibitors, 12,000 visitors), for the 3d year of presence, members and employees have answered the questions of about 60 visitors.

The technical quality issues of the USB flash drives had obliged us to change the supplier. The new offline Wikipedia version has been made by Kiwix in October 2013. The Framasoft Association, which manages the technical production of the USB flash drives, was supposed to make them by December 2013 but was late. According to an assessment regarding the downloads, around 437 downloads have been made this quarter (and 457 during the previous quarter, which amounts to 894 downloads).

Involvement of the volunteers

The volunteers are very involved in the conferences. They also get involved in the animation of stands, in particular at the Education Fair (5 volunteers mobilized during 3 days).

Involvement of the staff

The staff involved in this program are mainly the Programs Director (coordination with Framasoft, entrant contacts for the intervention requests), and the Education and Research Manager for the Wikiconcours project and the Education Fair. She also coordinates the achievement and updating of the pedagogical documentation for the teachers.

  • 1 training organized in partnership with the URFIST (Unité Régionale de formation à l'information scientifique et technique) of Paris : 14 participants (librarians). A questionnaire of evaluation of our trainings has been filled in at the end of the training. It shows that the majority of the participants was satisfied (10/14 “very good”, 4/14 “good”), with a clear interest for the explanations regarding the functioning of Wikipedia and the presentation of the other Wikimedia projects. In the missing points, the participants indicate that they would have liked more contributing training.
  • Distribution of more than 250 booklets dedicated to secondary and higher education during the different trainings and the Education Fair.  
  • Progress of the project of a free school diary (Agenda scolaire libre), in partnership with the Lycée Jean-Moulin in le Blanc-Mesnil : the pupils of "Première Gestion-administration" (management and administration) have to make a school diary under free license and illustrated with Wikimedia project content. The aim is to train the pupils to the management of a concrete project (pedagogical objective internal to the school), but also to make them aware of the Wikimedia projects and of the free licenses. In this project, the Association brings its support, but also plays a role (fictitious) of « customer » for the pupils who must answer precise specifications. This project takes place during the school year 2013-2014 for a making of the diary intented for the 2014 start of the school year. During this quarter, the association has participated to the coordination of the project start and to the implementation of the agenda’s specifications.
  • In order to support the training of new wikipedians, 2.000 booklets "Welcome to Wikipedia", adapted to the French Wikipedia practices have been printed. This 3rd version was updated with the new MiediaWiki features, like Notification or the VisualEditor.
What worked?

There is high demand for Wikimédia training projects in the education field.

The presence of Wikimédia France at the Education Fair has been more important that during the previous years, with more volunteers involved, and constant large crowds on the stand.

The CLEMI has taken the responsability of the the high-school Wikiconcours. Our Association only brings punctual help. The teachers are autonomous. There are 5 new participating académies.

What did not work?

The Framakey-Wikipédia project has been much delayed. We must formalize our partnership more, in order to be able to make the project progress.

Program 6 : Afripedia[edit]

  Afripedia

The Afripedia project has two objectives:

  • Technically allowing the off-line consultation of the Wikimedia projects (in particular Wikipédia) in the areas where internet connection is rare or bad
  • Training to contribute on the Wikimedia projects the African audience that is, so far, scarcely integrated, and favouring the creation of Wikimedian communities in the French-speaking African countries (competences diffusion).

The Afripédia project mainly spreads in French-speaking sub-Saharan Africa. It is led in partnership with the AUF (Francophone University Association), the Institut Français (IF) and Wikimédia France, with the technical support of Kiwix (software allowing the off-line consultation of Wikipédia) and the indirect financial support (through the Institut Français) of the Fondation Orange.

This project has been defined in 2011 and began mid 2012. Since then, it is carried out through trainings organized for university teachers, librarians and AUF trainers. These sessions make it possible to supply them with the devices enabling the offline consultation. Besides, we train the interns to the technical installation and also to the contribution and to the training of new contributors to the Wikimedia projects. The aim is to create, to maintain and to support communities of new contributors to the Wikimedia projects. 3 training sessions have already been organized:

  • Abidjan, Ivory Coast (November 2012)
  • Kinshasa, Democratic Republic of Congo (June 2013) 
  • Yaoundé, Cameroon (October 2013)

What are the objectives of this program? Please include metrics.
  • Support and develop access to Wikimedia projects in the French-speaking Africa and increase the number of contributors with Afripédia Project  
  • 45 different universities / high school with offline access to Wikipedia  
  • Providing regular versions of Wikipedia + Wikisource and pedagogical content on USB flash drives 
  • Over 250 new contributors from French-speaking Africa  
  • Allowing a massive offline spread/diffusion/distribution of the Wikimedia projects
    • By means of Plug computer in order to open WiFi networks casting the offline contents
    • Through the institutions’ intranets (the content is installed on the institutions' server)

  • Training to the contribution on Wikimédia projects by favouring the trainers’ training (in order to leverage the project)
  • Providing durability to the project by supporting and monitoring it actively

The following objectives were set:

  • The access to off-line Wikipedia: we wish to have 45 different universities, schools and public access points to Wikipedia. This number corresponds to the main part of the access points managed by the AUF in French-speaking Africa
  • The regularity of the updates/upgrades (once per year minimum), and the addition of new contents.
  • The contribution of the French-speaking Africans, with 250 contributors to train (directly or indirectly).

Besides, the trainees, when they are back, develop in connection with their hierarchy, an action plan for providing access to the off-line contents and organising contribution workshops.

Progress against these objectives (include metrics and # of volunteers/staff involved)?

Wikipedia is available offline in 27 universities, schools or public access points in French-speaking Africa, in 14 different countries. The installations are made by the trainees, and the points and off-line spread/casts (plug computer, server or installation on computers) are defined in coordination with the trainees depending on/according to the infrastructures and local needs (please refer yourself to deployments map).

Once the first installations are made, the trainees are invited to pursue the deployments by identifying new needs. For example, the universities of Niger have requested 10 new plug computers to Wikimédia France (to be sent beginning 2014) in order to equip the whole universities of the country.

  • 151 contributors have been trained, 57 are autonomous and 48 have brought more than 1,000 bytes of text each. These contributors come from the 14 countries where we have trained trainers and were contribution workshops are organized since November 2012. The most active country is Mali. The whole contributions are visible on Wikiscan.

Involvement of the volunteers

The volunteers implied in this project are mainly Wikipedia contributors who take care of the people trained within the framework of Afripédia through a system of patronage consisting in helping them when they contribute for the first time. 14 volunteers are willing to patronage: Projet:Afripédia#Comment participer ?

Implication of the staff

The involvement of the staff is carried out according to two main lines:

  • The Programs Director coordinates the whole project, with the partners (Kiwix, Agence Universitaire de la Francophonie, Institut Français, Fondation Orange) and the Afripédia trainers. She organizes and animates the trainings in Africa as well as the projects’ monitoring.
  • The Technology Manager coordinates with Kiwix the availability of the offline versions of the Wikimedia contents, and manages the whole associated logistics (material command and configuration).

The project is regularly shared with the international community through conferences (Wikimania) or blog posts (Wikimedia France or Wikimedia Foundation blogs).

Activities conducted
Participants to the Afripédia training in Yaoundé (Cameroon).

During this quarter, the third training has been made in Yaoundé (Cameroon). It gathered during a one week 15 new trainees coming from 6 different countries (Cameroon, Mali, Guinea (Conakry), Gabon, Central African Republic, Chad).

As far as the sustainability phase of the project is concerned, we are receiving little by little the action plans of the signatories in order to organize their first trainings at their workplaces.

As far as technical development is concerned, Kiwix has provided us with a new off-line version of Wikipedia in October 2013. A new off-line version of the Wiktionnary is available since December 2013 and is integrated to the casts.

What worked?

The training in Yaoundé went on well and the trainees committed themselves into implementing action plans for the project monitoring (type of action, calendars, useful means).

What did not work?

The involvement of the volunteers in the association is weak so far. For this reason, we are thinking about evolutions enabling more members to get involved in this project and to bring their competences and their support to the trainees and new contributors.

We have prepared the principle of a “certification ” for the installation of the off-line cast of the Wikimedia projects as well as for the contribution training. This principle is still to be completed. That should enable us to ensure the projects’ monitoring and to encourage the trainees to go on. This certification would be divided into two points.

  • A "certification" for the installation of the offline cast of the Wikimedia projects: this certification aims at enabling one to acquire real competences and achievements in the offline availability of the Wikimedia contents as well as to have these competences acknowledged.
  • Certification “contribution trainers”: we wish to set up this certification so that the contribution training fully becomes an activity of the AUF's Campus Numériques Francophones and is acknowledged as a strategic project in the African Universities. It is thus necessary that the trainers have their skills and competence acknowledged by their hierarchy. This certification is meant for a use external to Wikipedia in order to give credit to the contribution training in an environment which is still unfamiliar to it.

These certifications aim at valuing both the project and its players in the eyes of their hierarchies and of those of potential new partners, but also aims at ensuring the sustainability and development of the project through capillary action and dissemination.


Program 7 : Territorial development[edit]

Our priority is to enable members to get involved locally. Wikimédia France is already well rooted in the territory, thanks to local groups of volunteers based in Toulouse, Rennes, Grenoble, Lyon, Strasbourg, Lille, Brest and Paris. For us, relevant territory seems to be the region. That is why our association encourages the creation of one local group per region.

The general objectives of those groups are:

  • Developing actions and increase their visibility on the whole territory, and facilitating the creation of a network regarding potential partners
  • Providing support in order to increase the involvement of our members
  • Facilitating the acknowledgment from local political powers
  • Creating a link between local and national activities
  • Encouraging members to share their experiences between regions

First of all, we would like to present you our new calendar in order to facilitate the understanding of our objectives’ progress.

  • Phase 1: End November 2013, validation of the project by the Board of Trustees
  • Phase 2: December 2013 / January 2014, looking for a project manager for territorial organization
  • Phase 3: December 2013 / May 2014, “Tour de France des régions” to explain to volunteers what is the aim of the project
  • Phase 4: February /September 2014, pilot phase (during this period, the actual local groups could join the process and actions will be developed in order to encourage the creation of new groups)
  • Phase 5: September / December 2014, appraisal and entreaties regarding the granting (civic volunteers ?) to local groups
Progress of your objectives (please include your indicators and the # of volunteers /employees involved)?

Involvement of the volunteers — A working group has been created within the Board of Trustees. It includes 3 trustees members and 4 chapter members. Its role is to promote this project and develop it. Within the frame “Tour de France”, all the existing local groups are appealed to. So far, two regions have participated to this process (the group from Toulouse and the group from Rennes).

Involvement of the employees — In the expectation of the recruitment of the Project manager for territorial organization, this action is directly piloted by the Executive Director. It is a transversal action which must benefit from the diversified expertise of the whole staff. For example, if a local group needs to finance a specific action, it will benefit from the support of the fundraising project manager.

  1. The first activity is to change the initial project by giving a more important part to the volunteers’ organization. That is why we wish to support the creation of a local group, composed of members, per region. The missions of this local group will be the following:
    • Mobilizing the regional members
    • Elaborating local strategies (regarding partnership, communication and financing…)
    • Link partners and initiatives locally
    • Relaying the propositions and tools developed at an international level and vice versa
    • Elaborating a plan of annual actions  
    • Identifying relevant correspondents on the different thematics proposed at a national level
    • Selecting the projects liable to benefit from financial support of the Association
    • Organizing once per year a meeting between volunteers, members and contributors. This new orientation has been voted by the Board of trustees on 26 November 2013.
  2. The second activity has consisted in launching the recruitment of a Project manager for Territorial Organization. Under the direction of the Executive Director, this employee will participate to the launching of the territorial development project in order to enable a greater involvement of members on their own territory. Its main missions will be to enable the emergence of local groups, to support the creation of an action plan per region and more globally to encourage the volunteers’ participation. On this occasion, the recruitment process of Wikimedia France has been formalized with the creation:
    • Of an application file to be completed by the candidates liable to correspond to the profile (for this opening, 20 profiles have been selected)
    • Of an interview questionnaire and of a practical case
    • Of a process of integration of new employees
  3. A « Tour de France » of the Executive Director has begun in order to present the project and collect wishes of the existing groups. Two meetings have already taken place.
    • With the local group of Toulouse, 9 volunteers were present.
    • With the local group of Rennes, on the occasion of a meeting and a conference organized by the members. 7 volunteers were present at the meeting, 8 at the conference.
  4. The Non-Cabale de l’Ouest (so called "NCO" - the Brittany group) meets every week in Rennes (since 2009) to talk about the Wikimedia projects, prepare its actions, and meet possible new members around. During contributive days or workshops, volunteers have organized informal meetings in order to initiate new local groups. On this way, the NCO organized a meeting in Brest in October 2013 during the “Mois de la contribution”, and soon in Nantes in January 2014.
What worked

The two meetings to highlight the needs of the local groups were appreciated by members. Two blog posts have been written in order to give an account of these intense moments.

The project needs a greater involvement from members and a monitoring group has been created in that sense.

What did not work?

We are sorry we could not follow the calendar presented in our FDC proposal, but we preferred to take the time of reconsidering the process of volunteers' implication instead of taking the risk of not proposing them an “offer” that really corresponds to their expectations.

Additional information

We think getting out a structuration is not enough. Wikimédia France will encourage local groups to build objectives as well as to establish relevant priorities for their regions for the coming months. When studying this issue, the territorial organization Program Manager will be able to bring new ideas, thanks to a monitoring that will be notified and adapted to each local group. These regional action plans give an occasion to structure the network action: making regional initiatives of Wikimédia France coherent and encourage at the same time the members’ creativity. The regional action plans will be available during one year.

Lessons from this quarter[edit]

A key objective of the funding is to enable the movement as a whole to understand how to achieve shared goals better and faster. An important way of doing this is to identify lessons learned from entities who receive funds, and to share these lessons across the movement. The purpose of this section is to elicit some of these insights, which will be shared throughout the movement. Please answer the following questions in 1–2 paragraphs each.

What were your major accomplishments in the past quarter, and how did you help to achieve movement goals?

  • The implementation of the strategic project has been our main achievement this quarter. This approach enables now Wikimédia France to have a clear view of its priorities and thus to better arbitrate the resources allocation. This approach, led by the Board of Trustees and the staff of Wikimédia France, has been carried out together with the chapter's volunteers. The first version of our strategic project shall be achieved during Q1 2014.
  • The structuring of the Board of Trustees towards expertise and prerogatives constitutes an important change in terms of governance. The objective is to apply the same level of expectations to both our programs and the governance of Wikimedia France, namely the Board of Trustees.

What were your major setbacks in the past quarter (e.g., programs that were not successful)?

  • The programs did not progress the way we would have wanted because of the very strong involvement of the actors in the different tasks regarding the association’s structuring.
  • We met the limits of involvement a volunteer can have on works like defining the strategical plan of the association
  • Board transition was more complex than anticipated. We couldn't follow our usual board integration process due to different deadlines and suffered slightly from that.

What factors (organizational, environmental) enabled your success?

  • A reinforced collective work with:
    • The organization of two week-ends of work for the Board of Trustees
    • The implementation of a weekly meeting of the whole staff
    • Workshops with the members during our last AGM
    • Work on our strategic plan happenned mostly on our member wiki with participation of our members
  • The organization of working groups within the Board of Trustees

What unanticipated challenges did you encounter and how did this affect what you were able to accomplish?

  • The setting up of the cost accounting required a change of accounting expert. This evolution generates coordination delays between the two suppliers (the former one and the new) and provokes setback regarding the implementation of our new accounting procedures.
  • We had far less participation from our members on the strategic plan than expected. In the end a dozen people got involved in the process on-wiki. Participation was more important during the physical AGM workshops. We are considering what tools we could use to gather more opinions in the coming month.

What changes might you make in executing your initiatives into the next quarter?

  • According to the new organization of the team, every staff member will from now on bring their global support to the programs, each one according to his or her field of expertise.
  • The setting out of the project of territorial development is going to enable a decentralization of the action and a more significant and constant presence on the territory.
  • The work of the board should get more open and accessible to our members as the board structured itself around key points. If some of them needs confidentiality, 3 out of 5 can be inclusive of members and volunteers at large. Which is something we'll work on. That being said, we don't expect a massive turn out as those tasks are rarely satisfying for volunteers.
  • The board will have a training session to increase its efficiency and its ability to work as a group on strategical tasks
