Administrators and stewards can block users (unregistered or logged in). Global sysops can also block users on wikis opted in to the global sysop wikiset.
On most Wikimedia wikis, admins who are blocked can (but generally shouldn't) block the admin who blocked them, but cannot unblock themselves unless they blocked themselves. Stewards, on the other hand, can always unblock themselves.
Blocks are not permanent. If you can demonstrate your willingness to change, or if you can prove that the block was made incorrectly, your block status may be lifted. See block appeal for details.
