CampaignEvents/Proposal to grant autoconfirmed users on small and medium wikis the organizer access to the event registration tool

The CampaignEvents extension is available on all Wikipedias, Wikidata, Meta-Wiki, Malay Wiktionary, and now also all Wikisource. It comes with several features, including the Event registration tool.

We are proposing the following change:

  • On small and medium-sized wikis that have the CampaignEvents extension enabled (see list of small wikis and list of medium wikis), all autoconfirmed users will be able to use Event Registration as an organizer. This means that they will be able to enable registration on event pages, along with accessing other features from the Event Registration tool. If a wiki does not want this change, they can opt out by creating a Phabricator ticket and adding the CampaignEvents tag.
  • On large-sized wikis that have the CampaignEvents extension (see list of large wikis), Event Registration access will remain the same, meaning that users will still need the Event Organizer right to use Event Registration as an organizer. If a wiki doesn’t want to keep the current restriction and would like to allow Event Registration access to all autoconfirmed users, they can make this request by creating a Phabricator ticket and adding the CampaignEvents tag.

This proposal does not change the Event organizer user right. It would still be required to access the Invitation list feature on all wikis

Why we are proposing this change for Event Registration

  • The Event registration tool has so far shown very low risk of vandalism and abuse: Event Registration has now been used in nearly 2000 events, and we have seen that it has posed a low risk for vandalism and abuse. Additionally, we have implemented many protective measures for participants, including: the option to register publicly or privately, being able to unregister at any time, using wikimail rather than collecting email addresses, the ability to opt out of demographic questions, and more. For these reasons, we see Event Registration as low-risk for general usage.
  • Makes it easier for organizers on small and medium wikis to organize and manage events: Right now, many users cannot use Event Registration on their home wikis. This is because, in order to use it as an organizer, they need the Event Organizer right. While some large wikis have set up formal processes for managing the right, many small and medium-sized wikis have not. This creates a complete blocker, in which users simply cannot move forward. Given the low risk of using Event Registration, we think we can remove this barrier entirely, so more people can start organizing events with the tool.
  • Reduced admin workload in approving requests: Admins can spend more time focusing on other things, rather than establishing and managing the Event Organizer right, if editors simply want to use Event Registration. In smaller to medium-sized wikis, which often have fewer admins, this seems especially crucial.

Why we are not proposing this change for larger wikis

  • Some larger wikis already have established policies around the management of the Event Organizer right—and, as a result, the management of who can use Event Registration (see info on criteria on: Meta-Wiki, Indonesian Wikipedia, German Wikipedia, English Wikipedia and French Wikipedia). We want to honor these processes that are already in place, as well as the processes that are more likely to be established by larger wikis.
  • If a wiki doesn’t want to keep the current restriction and would like to allow Event Registration access to all autoconfirmed users, they can make this request by creating a Phabricator ticket and adding the CampaignEvents tag.

Why we are not including Invitation Lists in the change

  • Newer tool: We have seen less people use Invitation Lists than Event Registration so far, so we would like to spend more time to observe how it is being used before making any changes.
  • More sensitive data: While Invitation Lists does not display any data that isn’t already available on the wikis, it does make it easier to generate lists of editors who are interested in certain topics, including sensitive topics.

Possible Concerns with the proposed changes

  • Some communities may prefer to define their own rules.
    To address this: Communities that want to keep their own approach can be exempted from the change. If that is the case for your wiki, please let us know.
