What is the purpose of the campaign? How will you measure the success of the campaign?[edit]

Description - Public Domain 2019 Russia is 2019 version of the annual contest around uploading PD texts, multimedia & images into Wikisource & Wikimedia Commons, as well as creation of articles about notable works and their authors in Wikipedias. The contest period continues until 31st Marth 2019. WMRU offers prizes to residents of the Russian Federation.

Metrics -

  1. Banner & Landing Page Viewership - for Russia-wide outreach and information campaign
  2. Conversion - Participation vis-a-vis previous years, new registrations

@JukoFF: I came with a simplier banner design (for me to setup), see this example. I can try to get your desired design working, but since we're already after the proposed date of start and this can take an additional week or two (with success not guaranteed), I thought I'd ask if this simplier design is okay. Tried to update my preview. Please have a look at MediaWiki:Centralnotice-template-public_domain_russia_2019, that's the real banner code. Try to update it to match your vision.
