Description - The Wikimedia Foundation is planning a global consultation about communication. The goal is to bring Wikimedians and wiki-minded people together to improve tools for communication. Details are available.

Can we please find a shorter wording for the banner? In Spanish it takes 4 lines of text to correctly translate this. Also, do we really need to serve this banner to anonymous users? MarcoAurelio, I'm open to any suggestion. What about "Let's make talk pages accessible to all, to improve the depth, quality and the health on the wikis. Join the global consultation!"?
Concerning anonymous, I've re-open that page to say that we can remove them, and I've seen your message. The ratio noise/constructive content we can get from the past consultation may not worth to display that banner to them. However, we still need to target users who are not active on our wikis. @Trizek (WMF): Well, not only in English, but only in languages with translation approved. For a message to be displayed in translated state, it's state apparently needs to be "Published". I don't know who else can do that, maybe translation admins like you can do it too?
