Add a subtitling tool for easy subtitling and translating (Community Wishlist/W111)

TimedText (videos and audios) can be subtitled, but this feature is not very widely used. One of the reasons is that we need to do it externally, and then paste the result as a plain text in the TimedText namespace.
There are some free external tools to do this job (https://amara.org is a good example), but we still relay on other tools to do something that could be native, as we use translation tools on Meta or Translatewiki, or the Content Translation tool in many wikis.
This wish could be divided in two sections:
- Having a tool to make subtitling easy and structured (not a plain text)
- Making those subtitles translatable within the same place.
This approach would make easier to have stats about language coverage of subtitles, and we could encourage many users into subtitling.
