Minimize uploads involving screenshots from YouTube videos (Community Wishlist/W134)

All over Wikimedia and other related sites, all I see are screenshots from YouTube videos, claiming to be creative commons, but the way I see it, they are not liable nor fully sourced. Therefore, whatever content is on Wikimedia from these unsourced photos need to be reviewed and redetermined from here on out. Not forcing others to remove all of them, but from now on, if you see a tag on YouTube claiming the video to be "creative commons use", then you are approved to do so (including here). That's all I wish for. Thank you.
