Updated references syntax to improve quality management and sources (Community Wishlist/W155/en)

Description
Currently, we put the <ref /> tag in one place after some arbitrary text it belongs to.
Lorem ipsum. Ahmet sun, dolor sit<ref>Some source</ref>
However, this way, it is impossible to say if that reference belongs to the paragraph, the sentence, or just the last subordinate clause. And since we can't say this with certainty, we also can't measure what percentage of the text is actually sourced and what still needs to be sourced. If someone feels that there's the need for more sources, this has to be manually denoted by a template. So, there's a process for it, yet it is neither automated nor very fool-proof due to its manual nature.
Therefore, I propose having a new tag, that surrounds the text portion, it was to source.
