CropTool fix/replacement (Community Wishlist/W16)

Description

CropTool is a valuable tool on Commons, but its maintainer has apparently left, and it's been having issues lately, such as timing out when trying to load photos with this metadata attribute:

Orientation	Rotated 90° CW

Realize this would involve rebuilding a tool but hope you all take interest in this (https://commons.wikimedia.org/wiki/Commons_talk:CropTool#c-Sannita_(WMF)-20240319183900-Ooligan-20240319133900).
