Incubator Tracking Dashboard (Community Wishlist/W166/en)

Description

While working with the Language Committee, I realized that most times it's hard to track active test wikis in the incubator that are ready for approval. For now, we either rely on the contributing community to notify us or we check manually but there are lots of them and I've always wished we had a tool that could notify us when a wiki has been active and is ready for approval. I learnt that one once existed on toolforge which is no longer active but I haven't been able to find it.
