New editors probably would think that, upon finding an article with a name they think is inappropriate, they're entitled to rename it. They might unilaterally proceed with renaming it. Currently, the page that is shown when selecting "Move" of an article does not have a way of notifying you that there are guidelines on the procedures of renaming articles. If there were a notice of this, new editors can learn that they need to follow appropriate steps to rename an article, and we can eliminate the possibility that they get admonished by veteran editors and get discouraged as a result.
