Integrate Citoid in Wikidata (Community Wishlist/W187)

Description

Citoid deployment in Wikidata has been stalled for four years now. Development is nearly complete, and a working version is already deployed in Beta, but the move to production is blocked for reasons that are unclear. This much-needed feature has been awaited for more than six years!
