Improve reference handling in translation tool: step to combine references (Community Wishlist/W204/en)

Description
Reference handling in the translation tool is not optimal, there are two major issues:
- When copying a reference in the translation tool, a new key is generated for that reference.. a reference with name "foo" gets inserted as "foo2", "food3",... when it is copied an pasted
- When the text is copied from the original language, you might end up with a missing reference, because what you copied was a backlink to a reference defined elsewhere.
I therefore propose that another step/option should be added just before publishing.
- If some named references are missing in the target language, they should be copied from the source language.
- The listing should show all references (taken from the source language if necessary. If two references have the same content (that is: the text between opening and closing the ref tag is "almost" the same, then the two references should be merged (in the case above: foo2 would become an empty ref tag named "foo"
