Better searching of tags on contribution and history pages (Community Wishlist/W218/ja)

Description
Currently, the "tag filter" box on history and contribution pages allows text input, but does not filter tags based on an incomplete search (even if only one tag has the relevant string in it), and typing in a complete tag only scrolls the list of tags to that tag, which is redundant (on desktop, at least) with just clicking "enter".
The "tag filter" box should reduce the list of tags based on what has been inputted.
