Limit which namespaces are allowed in a category on the category page itself (Community Wishlist/W261)

Description

In order to avoid unwanted pages from polluting categories intended for certain namespaces, we waste our time and effort manually removing or commenting out [[Category:...]] and coding templates to prevent unwanted pages from being added to categories.
