Make editnotices display as pop-ups (Community Wishlist/W335)

Description

Editnotices often get stacked on top of each other in an out-of-the-way window, making it easier for users to dismiss them and go right to editing (particularly when it comes to ARBPIA editnotices telling them not to do certain things that they do anyway). When a user clicks to edit a page they haven't edited before, editnotices should be displayed as pop-ups that need to be clicked through to get to the editing window. (This could be opted out of in settings.)
