Make the Chart extension beginner-friendly (Community Wishlist/W414)

Description

Currently, the mw:Extension:Chart requires people to be highly experienced Wikipedia users. They need to know Commons exists and how to create new pages there, and how to work with json files. Adding graphs however is a basic editing need, which new users should also be able to do.

Ideally, people should be able to define data on their own Wikipedia, using both Visual Editor and Source Editor. If data is kept on Commons, it needs to be in a human-readable format (with possible json code not visible to any user).
