Enable Encrypted Client Hello (ECH) for Wikimedia sites (Community Wishlist/W519)

Description

Encrypted Client Hello (ECH) has been standardized as RFC 9849 in March 2026. Enabling it will further protect user privacy by shadowing what WMF sites they are connecting to, and increase the possibility of bypassing state-level censorship such as in Communist China.
