Display tooltips in mobile web and apps by tapping (Community Wishlist/W521)

Description

In the desktop view you have every now and then some HTML elements that have tooltips that I can display by hovering the mouse over them. They are usually visually distinct from other elements (they have a dotted underline, for example). Most of the time they show me the expansion of an abbreviation and on English Wikipedia there also are many uses of {{tooltip|…}}.

When I visit the same pages in the mobile view, whether on the browser or the Wikipedia app, I can't access the tooltip. Intuitively I tap the element, but nothing shows up.

I don't think it's a major technical challenge to make those elements "tappable" and to show some floating box for a while using a couple of lines of JavaScript.
