Allow uploading AVIF files to Wikimedia sites (Community Wishlist/W8)

Description

The AVIF image format is supported by all modern web browsers now. It generally has better compression than JPEG and WebP. With this format, photographers can reduce photo size, or add photos with greater than 8-bit color. I hope Wikimedia sites can support uploading AVIF files.

Support Absolutely no reason not to support this given the level of compatibility in modern software. The glacial pace of WebP use in the wild is bracing, to be sure, but no matter the path to replacing JPEG as the default image format, we'll all be better off for having travelled it.
