A bot which uses ORES/CVN scoring and edit filter tags to identify a level of vandalism on a scale (Community Wishlist/W390)

Description
Currently, the "defcon" bot identifies vandalism levels but retrieves its stats from a revert-per-minute count, which is not always indicative of how high the level of vandalism is. As such, I hope this is something that can be implemented.
