Better add-new-wikilink searches (Community Wishlist/W294)

Description

Currently, when adding a wikilink to more than one word, all but the last words need to be exact. For example, if a sentence contains the words "specialna operacia" (nominative case) adding a wikilink to the article "Specialna operacia" is easy. But if the sentence contains the words in the instrumental case, "specialnom operaciom", the article "Specialna operacia" won't be listed. This is a common use case in many languages with declension. (see some on-wiki examples at the talk page)

In short: wikilink suggestions should search by all word stems, as they do for the last word stem now.
