Description
SVG can have several pages, but they cannot be seen, unlike pdf.
SVG facilitates the right to reuse by modification, unlike a jpg, png or pdf...
We could have a multi-page document in an open and free editable format, which goes on the web.

Update from WMF
Given the relative use of SVG1.2 as a modern SVG type, and that most browsers have not adopted SVG1.2, it is unlikely that WMF would invest its resources for Wikimedia Commons on supporting multi-page SVG types. - JWheeler_WMF
