Make CopyPatrol available in more languages (Community Wishlist/W179)

Description

Currently, CopyPatrol can only review the French, Simple English, English, Spanish, Arabic and Chinese Wikipedia. I think that, even without localisation, it should be able to use other Wikipedias as well. It would not extremely hard, methinks, but, of course, I may err in that aspect.
