Filipino Wikipedians celebrate Wikipedia 20[edit]

Wikipedia celebration in the Philippines

Naga City, Philippines: Filipino Wikipedians in Camarines Sur joined the world in celebrating its 20th birthday. The Philippine community based in Naga City has initiated and organized various activities despite the pandemic including WikiGap Challenge, Wiki Loves Earth, Wiki Loves Monuments, Wikipedia Asian Month among others. Advocacy activities included Wikipedians appearing on a local program brodcasted over radio and social media platforms, and engaging vloggers and social media influencers in promoting Wikipedia. The Raul S. Roco Library which is run by City Government of Naga has been supportive of the Community's efforts.

PhilWiki Community supported Reading Wikipedia in the Classroom, a pilot program of Wiki Education Team in partnership with Department of Education - Division of Pasay City, concluded in November. Just three days before the Wikipedia 20 celebration, Bikol Wiktionary project was approved after years in incubation.

Movement Charter Drafting Committee : Community Elections[edit]

The Movement Charter Drafting Committee is expected to start with 15 people. There is a 4-step process for setting up the committee: Nomination process to create the candidate pool. Election process for project communities to elect 7 members of the committee. Selection process for affiliates to select 6 members of the committee. Wikimedia Foundation process to appoint 2 members of the committee.

A call for candidates takes place from August 2nd to September 14th 2021. The call is open to volunteers from wiki projects and affiliates as well as paid staff from affiliates and the Wikimedia Foundation. The list of all candidates is public on Meta.

To be eligible for voting a user must: not be blocked in more than one project , and not be a bot, and have made at least 300 edits before 12 September 2021 across Wikimedia wikis, and have made at least 20 edits between 12 March 2021 and 12 September 2021. Affiliate staff and volunteer organizers will not be eligible to vote. Foundation staff will not be eligible to vote. However, individual staff members may still be eligible to vote as ordinary users

The elections will use the Single Transferable Vote method. Top 7 candidates will be appointed to be part of the Drafting Committee with a constraint of no more than 2 elected members per wiki project. The 8th and 9th candidate will remain in the stand-by list to act as an alternate if needed. Election process will take place from October 11 to October 24, 2021. Results of the elections will be announced before the end of October 31, 2021.

PhilWiki Community sets new targets for 2022[edit]

Through a series of consultations among its Community members in the past couple of weeks, the annual plan of activities of PhilWiki Community has been finalized.

With 43 members, to date, the organization aims to achieve new targets through its programs namely Capacity Building, Outreach, Education, Diversity, Advocacy, and GLAM.

This 2022, PhilWiki Community aims to build its capacity by conducting a monthly physical meeting and meetups with new contributors. Founded in 2015, the organization also aims to be the newest Wikimedia chapter in East, Southeast Asia and the Pacific (ESEAP) region by the end of the year.

Last year, the organization conducted 14 regular and special meetings. In partnership with Kintab Artists Group, Wiki Loves Art mural painting was conducted in 3 schools and a state university. Together with Kintab Artists Group Inc., Isarog Garden Society Foundation, Metro Naga Water District and the National Commission for Culture and the Arts, it co-organized the Pagkarahay Art Festival in celebration of the National Environmental Awareness Month.

With the success of Wiki Loves photo contests, the organization as part of the Outreach program aims to entice more contributors of photographs, to increase participants in Wiki Loves Monuments PH, and to upload notable images of tourist destinations in the Philippines by new contributors. Aside from WLM PH, it also aims to organize at least one other localized photography contest.

Last year, it conducted a lecture on Wiki Loves Earth and Wikimedia Commons virtually, uploaded over 100 images on Wikimedia Commons thru Wiki Loves Folklore 2021 in the Philippines campaign, and organized 3 photowalks and an event to celebrate the 14th birthday of Bikol Wikipedia.

Four new targets each are set for Capacity Building and Outreach programs while under Education and Diversity programs there are 3 new goals each. PhilWiki Community has also 2 new targets both in Advocacy and GLAM programs.

This year, under Education program, PhilWiki Community aims to provide 1000 copies of localized Reading Wikipedia in the Classroom booklets to 5 secondary schools. It also aims to introduce Wikipedia as a learning tool and platform in 3 educational institutions with at least 3 teachers would include Wikipedia in their lesson exemplars for online class, and to recruit ten teachers to join the organization and train them as content editors within the year.

In 2021, over 200 printed copies of the localized version of the Reading Wikipedia in the Classroom Booklets were provided to teachers and students of San Juan NHS in Libmanan, Camarines Sur. PhilWiki Community also introduced Wikipedia as a learning tool and platform in Manapao Elementary School and San Juan National High School, and to 5 teachers from Cavite National High School, Ragay National Agriculture and Fishery School, Partido State University, and Central Bicol State University of Agriculture.

Fourteen teachers were also oriented about WikiGap Campaign and its Education program while 8 teachers were involved in the on-going Localization and Contextualization of Reading Wikipedia in the Classroom - Teacher's Guide Modules of the Education Team.

PhilWiki Community will pursue collaborations with its past and new partner institutions including Raul S. Roco Naga Public Library where its office is located. Likewise, this year it will continue its cost-effective, creative, and innovative projects to spur interest and promote Wikipedia among individuals on and offline.

Revised Enforcement Draft Guidelines for the Universal Code of Conduct[edit]

Hello everyone,

The Universal Code of Conduct Enforcement Guidelines Revisions committee is requesting comments regarding the Revised Enforcement Draft Guidelines for the Universal Code of Conduct (UCoC). This review period will be open from 8 September 2022 until 8 October 2022.

The Committee collaborated to revise these draft guidelines based on input gathered from the community discussion period from May through July, as well as the community vote that concluded in March 2022. The revisions are focused on the following four areas:

  1. To identify the type, purpose, and applicability of the UCoC training;
  2. To simplify the language for more accessible translation and comprehension by non-experts;
  3. To explore the concept of affirmation, including its pros and cons;
  4. To review the balancing of the privacy of the accuser and the accused

The Committee requests comments and suggestions about these revisions by 8 October 2022. From there, the Revisions Committee anticipates further revising the guidelines based on community input.

Everyone may share comments in a number of places. Facilitators welcome comments in any language on the Revised Enforcement Guidelines talk page. Comments can also be shared on talk pages of translations, at local discussions, or during conversation hours. The facilitation team supporting this review period hopes to reach a large number of communities. If you do not see a conversation happening in your community, please organize a discussion. Facilitators can assist you in setting up the conversations. Discussions will be summarized and presented to the drafting committee every two weeks. The summaries will be published here.

Review period on the revised Enforcement Guidelines for the Universal Code of Conduct closed[edit]

Thank you for participating in the review of the Revised Enforcement Draft Guidelines for the Universal Code of Conduct (UCoC). The UCoC project team and the UCoC Enforcement Guidelines Revisions Committee appreciate you all taking the time to discuss the guidelines, suggest changes, and ask questions.

This community review period lasted from 8 September 2022 to 8 October 2022.

Over the past four weeks, the UCoC project team has collected valuable community input from various channels, including three conversation hours sessions, where Wikimedians could get together to discuss the revised UCoC Enforcement Guidelines.

The Revisions Committee will review community input when they reconvene in the second week of October 2022. The UCoC project team will support them in providing updates as they continue their work and will continue to inform the community about all important developments and milestones as the Committee prepares the final version of the UCoC Enforcement Guidelines that is currently scheduled for a community-wide vote in mid-January of 2023.

Invitation to attend “Ask Me Anything about Movement Charter” Session[edit]

Hello all,

During the 2022 Wikimedia Summit, the Movement Charter Drafting Committee (MCDC) presented the first outline of the Movement Charter, giving a glimpse on the direction of its future work, and the Charter itself. The MCDC then integrated the initial feedback collected during the Summit. Before proceeding with writing the Charter for the whole Movement, the MCDC wants to interact with community members and gather feedback on the drafts of the three sections: Preamble, Values & Principles, and Roles & Responsibilities (intentions statement). The Movement Charter drafts will be available on the Meta page here on November 14, 2022. Community wide consultation period on MC will take place from November 20 to December 18, 2022. With the goal of ensuring that people are well informed to fully participate in the conversations and are empowered to contribute their perspective on the Movement Charter, three “Ask Me Anything about Movement Charter" sessions have been scheduled in different time zones. Everyone in the Wikimedia Movement is invited to attend these conversations. The aim is to learn about Movement Charter - its goal, purpose, why it matters, and how it impacts your community. MCDC members will attend these sessions to answer your questions and hear community feedback.

The “Ask Me Anything” sessions accommodate communities from different time zones. Only the presentation of the session is recorded and shared afterwards, no recording of conversations. Below is the list of planned events:

Movement Strategy Implementation Grants support projects that take the current state of a Movement Strategy Initiative and push it one step forward. The goal of this community engagement package is to support more people to access the funding they might need for the implementation work. Community Engagement Survey for the Hub Sessions in ESEAP Conference 2022[edit]

Regional and Thematic Hubs is a Movement Strategy initiative under the recommendation Ensure Equity in Decision-Making. Acknowledging the needs of ESEAP Hub to move from an informal collaboration group to a more formal structure aligned with the Movement Strategy recommendation, the Movement Strategy and Governance Team of Wikimedia Foundation worked together with some community members of the ESEAP region in the capacity of the hub workshop team to design this survey.

The aim of the survey is to ensure everyone in the region has a chance to share their perspectives regarding the expectations of the ESEAP Regional Cooperation and how to move forward prior to the discussions at the conference. This survey aims to be a reference point to complement the upcoming discussions and support the work the region has been doing throughout the years in this area.

Hi everyone! The Ombuds commission (OC) and the Case Review Committee (CRC) are looking for members. People are encouraged to nominate themselves or encourage others they feel would contribute to these groups to do so. There is more information below about the opportunity and the skills that are needed.

About the Ombuds commission

The Ombuds commission (OC) works on all Wikimedia projects to investigate complaints about violations of the privacy policy, especially in use of CheckUser and Oversight (also known as Suppression) tools. The Commission mediates between the parties of the investigation and, when violations of the policies are identified, advises the Wikimedia Foundation on best handling. They may also assist the General Counsel, the Chief Executive Officer, or the Board of Trustees of the Foundation in these investigations when legally necessary. For more on the OC's duties and roles, see Ombuds commission on Meta-Wiki.

Volunteers serving in this role should be experienced Wikimedians, active on any project, who have previously used the CheckUser/Oversight tools OR who have the technical ability to understand these tools and the willingness to learn them. They must be able to communicate in English, the common language of the commission. They are expected to be able to engage neutrally in investigating these concerns and to know when to recuse when other roles and relationships may cause conflict. Commissioners will serve two-year terms (note that this is different from past years, when the terms have been for one year).

About the Case Review Committee

The Case Review Committee (CRC) reviews appeals of eligible Trust & Safety office actions. The CRC is a critical layer of oversight to ensure that Wikimedia Foundation office actions are fair and unbiased. They also make sure the Wikimedia Foundation doesn’t overstep established practices or boundaries. For more about the role, see Case Review Committee on Meta-Wiki.

We are looking for current or former functionaries and experienced volunteers with an interest in joining this group. Applicants must be fluent in English (additional languages are a strong plus) and willing to abide by the terms of the Committee charter. If the work resonates and you qualify, please apply. Committee members will serve two-year terms (note that this is different from past years, when the terms have been for one year).

Members are required to sign the Confidentiality agreement for nonpublic information and must be willing to comply with the appropriate Wikimedia Foundation board policies (such as the access to non-public information policy and the Foundation privacy policy). These positions requires a high degree of discretion and trust. Members must also be over 18 years of age.

Movement Charter: Current Community Consultation Coming to An End[edit]

Hi everyone,

On behalf of the Movement Charter Drafting Committee (MCDC), we would like to thank everyone who has participated in our first community wide consultation period on the Movement Charter.

People from across the Movement shared their feedback and thoughts on the content of the Movement Charter. If you have not had the chance to share your opinion yet, you are welcome to do so still by giving the drafts a read and filling out the anonymous survey, which is accessible in 12+ languages (Available in Banjar, English, Indonesian, Japanese, Mandarin Chinese and more). The deadline has been extended; the survey will now close on January 2, 2023. You are also invited to continue to share your thoughts with the MCDC via email (movementcharter@wikimedia.org).

What’s next?

The Movement Strategy and Governance team will publish the final report with the summary of the feedback received in January 2023. It will be shared with the MCDC and the communities via different distribution channels.

After receiving the final report, the MCDC will review the suggestions and communicate the changes by providing an explanation on how and why suggestions were or were not adopted in the next versions of the drafts. There will be additional ways to engage with the Movement Charter content in 2023, including early feedback on a proposed ratification process and new drafts of different chapters in the second quarter of 2023.

Upcoming vote on the revised Enforcement Guidelines for the Universal Code of Conduct[edit]

Hello all,

In mid-January 2023, the Enforcement Guidelines for the Universal Code of Conduct will undergo a second community-wide ratification vote. This follows the March 2022 vote, which resulted in a majority of voters supporting the Enforcement Guidelines. During the vote, participants helped highlight important community concerns. The Board’s Community Affairs Committee requested that these areas of concern be reviewed.

The volunteer-led Revisions Committee worked hard reviewing community input and making changes. They updated areas of concern, such as training and affirmation requirements, privacy and transparency in the process, and readability and translatability of the document itself.

The revised Enforcement Guidelines can be viewed here, and a comparison of changes can be found here.

How to vote?

Beginning January 17, 2023, voting will be open. This page on Meta-wiki outlines information on how to vote using SecurePoll.

Who can vote?

The eligibility requirements for this vote are the same as for the Wikimedia Board of Trustees elections. See the voter information page for more details about voter eligibility. If you are an eligible voter, you can use your Wikimedia account to access the voting server.

What happens after the vote?

Votes will be scrutinized by an independent group of volunteers, and the results will be published on Wikimedia-l, the Movement Strategy Forum, Diff and on Meta-wiki. Voters will again be able to vote and share concerns they have about the guidelines. The Board of Trustees will look at the levels of support and concerns raised as they look at how the Enforcement Guidelines should be ratified or developed further.

Universal Code of Conduct revised enforcement guidelines vote results[edit]

The recent community-wide vote on the Universal Code of Conduct revised Enforcement Guidelines has been tallied and scrutinized. Thank you to everyone who participated.

After 3097 voters from 146 Wikimedia communities voted, the results are 76% in support of the Enforcement Guidelines, and 24% in opposition. Statistics for the vote are available. A more detailed summary of comments submitted during the vote will be published soon.

From here, the results and comments collected during this vote will be submitted to the Board of Trustees for their review. The current expectation is that the Board of Trustees review process will complete in March 2023. We will update you when their review process is completed.

Community feedback-cycle about updating the Wikimedia Terms of Use starts[edit]

Hi everyone,

This February 2023 the Wikimedia Foundation Legal Department is planning to host a feedback cycle about updating the Wikimedia Terms of Use (ToU) from February, 21 to April 2023. Full information has been published here.

The Terms of Use are the legal terms that govern the use of websites hosted by the Wikimedia Foundation. We will be gathering your feedback on a draft proposal from February through April. The draft has been translated into several languages, with feedback accepted in any language.

This update comes in response to several things:

  1. Implementing the Universal Code of Conduct
  2. Updating project text to the Creative Commons BY-SA 4.0 license (CC 4.0)
  3. A proposal for better addressing undisclosed paid editing
  4. Bringing our terms in line with current and recently passed laws affecting the Foundation including the European Digital Services Act

Regarding the Universal Code of Conduct and its enforcement guidelines, we are instructed to ensure that the ToU include it in some form.

Regarding CC 4.0, the communities had determined as the result of a 2016 consultation that the projects should upgrade the main license for hosted text from the current CC BY-SA 3.0 to CC BY-SA 4.0. We’re excited to be able to put that into effect, which will open up the projects to receiving a great deal of already existing CC BY-SA 4.0 text and improve reuse and remixing of project content going forward.

Regarding the proposal for better addressing undisclosed paid editing, the Foundation intends to strengthen its tools to support existing community policies against marketing companies engaged in systematic, undisclosed paid editing campaigns.

Finally, regarding new laws, the last ToU update was in 2015, and that update was a single item regarding paid editing. The last thorough revision was in 2012. While the law affecting hosting providers has held steady for some time, with the recent passage of the EU’s Digital Services Act, we are seeing more significant changes in the legal obligations for companies like the Foundation that host large websites. So with a decade behind us and the laws affecting website hosts soon changing, we think it’s a good time to revisit the ToU and update them to bring them up to current legal precedents and standards.

Board of Trustees have ratified the UCoC Enforcement Guidelines[edit]

Hello all, an important update on the UCoC Enforcement Guidelines:

The vote on the Enforcement Guidelines in January 2023 showed a majority approval of the Enforcement Guidelines. There were 369 comments received and a detailed summary of the comments will be published shortly. Just over three-thousand (3097) voters voted and 76% approved of the Enforcement Guidelines. You can view the vote statistics on Meta-wiki.

As the support increased, this signifies to the Board that the current version has addressed some of the issues indicated during the last review in 2022. The Board of Trustees voted to ratify the Enforcement Guidelines. The resolution can be found on Foundation wiki and you can read more about the process behind the 2023 Enforcement Guidelines review on Diff.

There are some next steps to take with the important recommendations provided by the Enforcement Guidelines. More details will come soon about timelines. Thank you for your interest and participation.

The Movement Charter Drafting Committee (MCDC) will propose a ratification methodology for the future Movement Charter on April 10, 2023. The proposed ratification methodology is a result of learnings from previous ratification processes.

The MCDC will organize a consultation period with the Wikimedia Movement to hear feedback on the proposed ratification methodology from April 10 to 28, 2023. The Universal Code of Conduct project team has completed the analysis of the comments accompanying the ratification vote on the revised Universal Code of Conduct Enforcement Guidelines.

All respondents to the vote had the opportunity to provide comments regarding the contents of the revised Enforcement Guidelines draft document. A total of 369 participants left comments in 18 languages; compared to 657 commenters in 27 languages in 2022. The Trust and Safety Policy team completed an analysis of these results, categorizing comments to identify major themes and areas of focus within the comments. The Wikimedia Foundation elections committee is currently seeking an additional 2–4 members to help facilitate the Wikimedia Foundation Board of Trustee selection process.

The 2024 Wikimedia Foundation Board of Trustees election is being planned. New members are invited to join the Elections Committee. The Elections Committee oversees the Board of Trustees community seat selection process. You are invited to join the committee and contribute your valuable skills and ideas to the Trustee selection process.

There are eight community- and affiliate-selected seats on the Wikimedia Foundation Board. The wider Wikimedia community votes for community members to occupy these seats. In 2024, the Elections Committee will oversee this selection process for the community- and affiliate-selected seats with expiring terms. This process will be supported by the Wikimedia Foundation.

Elections Committee members sign up for three-year terms and will be asked to sign a confidentiality agreement. Members can expect to contribute 2–5 hours per week before the selection process and 5–8 hours per week during the selection process.

As an Elections Committee member, you will be responsible for:

  • Attending online meetings between now and the next election (mid-2024)
  • Attending onboarding and online training in May–June 2023
  • Working with the Committee to fulfill its other responsibilities

New members should have the following qualities:

  • Fluency in English
  • Responsiveness to email collaboration
  • Knowledge of the movement and movement governance

The main purpose of this message is to share with you the draft annual plan of the Wikimedia Foundation for the coming fiscal year from July 2023 to June 2024. The summary of the annual plan is available in multiple languages.

The Wikimedia Foundation has remained in a period of transition. It welcomed new leadership last year, including a new Chief Executive Officer and Chief Product and Technology Officer. Additionally, the Foundation has navigated conversations with global communities on a range of important issues, from a future charter defining roles and responsibilities, to how we raise shared resources through banner fundraising. This year's Annual Plan attempts to provide more clarity on multi-year strategic issues that do not have quick fixes, and more detailed information on how the Foundation operates.

For the second consecutive year, the Wikimedia Foundation is anchoring its annual plan in the movement's strategy to advance equity. The intention is to connect the Foundation's work even more deeply with the Movement Strategy Recommendations to make even deeper progress towards the 2030 Strategic Direction. Movement Charter Drafting Committee will soon share their drafts regarding Global Council and Hubs[edit]

Dear ESEAP community members,

The Movement Charter Drafting Committee has a new set of draft chapters ready for your review. Join the Movement Charter journey and share your feedback about the Global Council later this week, and Hubs at the end of July.

Take part in shaping global structures that respond to the needs of our Movement and represent communities in an equitable way. The new draft chapters will be shared in multiple languages and there will be different ways to share your feedback: on Meta-Wiki, at upcoming virtual and in-person community events around the world, and during community conversations, in particular at SWAN meetings and a dedicated conversation on July 30 (details to come soon).

ESEAP Hub Preparatory Council Nomination and Voting Information[edit]

Dear Affiliates, Communities, and individual contributors in the ESEAP regional hub:

The ESEAP Interim Hub Committee's mandate shall conclude with Wikimania 2023; culminating with their Handover to a new ESEAP Preparatory Council.

This Preparatory Council will continue to define, until its completion, ESEAP's Roles and Responsibilities document.

The Council shall also finalize ESEAP's pilot grant plan for the first year; concluding with the ESEAP Conference in 2024.

The Preparatory Council will consist of 9 seats;

  • 4 of the 9 seats will be allocated for Affiliates and voted exclusively by Affiliates. Each affiliate will have a maximum of 4 votes.
  • 3 seats will be allocated for Communities from ESEAP, duly verified, and voted exclusively by the Communities. Each community will have a maximum of 3 votes.
  • 2 seats will be allocated for Individual contributors and will be voted by Popular Vote ‐ voted exclusively by individual contributors. Each individual voter has a maximum of 2 votes.

Should your community wish to nominate a candidate, please nominate your community with the name of the candidate by August 19th. The voting will be happening between 20 August until 2 September 2023.

I write to share the next step in the Universal Code of Conduct work. The Universal Code of Conduct Coordinating Committee (U4C) draft charter is now ready for your review.

The Enforcement Guidelines require a Building Committee to draft a charter that outlines procedures and details for a global committee - the Universal Code of Conduct Coordinating Committee (U4C). Over the past few months, the U4C Building Committee worked together as a group to discuss and draft the U4C charter. The U4C Building Committee welcomes feedback about the draft charter now through 22 September 2023. After that date, the U4C Building Committee will revise the charter as needed and a community vote will open shortly afterward.
