培力課程 Empowering Courses
[edit]社群治理是維基媒體圈相當重要的課題，並不意外會被選為訓練課程之一。所以擔任維基組織治理經驗的我來說，自然選擇來參與。其中有一場是模擬審核預算，其中由不同人擔任不同角色，則會適當讓不同自治體成員體會不同身份以及應對，很有臨場感，也讓同行的原住民社群朋友能體會可能遇到的挑戰。
Community government is an important issue in the Wikimedia ecosystem. It is not surprise to see the host arrange such event. As an long time Wikimedia Chapter members, I choose the government course is such an obvious choose. There is a stimulation of review budget meeting, each participants play different roles according to the playbook. It is well design to let Wikimedians to know what is the right thing to do during such situation. The Formosan Aboriginal friends with us know what their future challenge might be.
基金會的人員有來說明自治體的構成，以及申請經費的方式。算是自己知道，但要等到需要申請時，要確定最新的規定與流程。
WMF staffs explain the structure of Wikimedia organizations, and the way to apply fund. This is an important topic, but we usually wait until we need funding. Then look for the newest regulations and process.
AI與內容審核 AI and Content Review
[edit]AI 的議程吸引我，講到 AI 可能對內容審查有幫助，把無意義亂貼亂寫的內容擋下來，減少巡查新條目所需要的時間與人力。然後 Thomas 提到 WMF 應該花些資源處理模版翻譯問題，理論上是機器最容易理解的，但跨語言搬運卻會出錯，導致插在條目中完全不能用。
There is an AI program that attract my attention. There are already some AI-powered tools deployed on Wikimedia site, for example, using AI to assist content regulation, blocking random paste non-sense, saving precise human resource. Thomas from the Philippines requested WMF should spend resource on template translation. Theoretical, it should be easy to translated by AI, but cross-language migration template might be a challenge, and make it not workable when inserting in articles.
翻譯是常見的 LLM 應用，但日本參與者 Masaki-san 提到像日語對馬來語的翻譯問題很大，不大能用。非熱門語言的翻譯容易出錯，或是搞錯意思。
Another LLM usage is translation. But Japanese Wikipedian Masaki-san reminded us that Japanese to Bahasa Melayu is not workable. Non mainstream languages translations are not functional, might cause trouble and even cause mis-translation.
而壞的部分，很多人提到 LLM 造假內容，然後貼到維基百科當中。或者是 LLM 的訓練內容有 3％ 來自維基百科。由於歐美語言的維基百科內容較豐富，內容很多難免是西方觀點，訓練下去對東方文化往往帶有偏見，這是運用 AI 需要特別留意的。原住民朋友提到他們做翻譯常到西方觀點的狀況，讓他們在書寫時往往引發他們的思考。
The shortage part of AI, some Wikipedians mentioned using LLM to fake up content, and then paste these generated content on Wikipedia. Some companies using Wikipedia to train its LLM model. Due to the large content volume of Western European languages, the perspective of AI is tend to Western, and the perspective of East Asia or Southeast Asia are biased.
原本想要說中文維基百科有人用 LLM 回應討論區討論，被大家發現根本文不題，但時間因素就做罷。在社群媒體與台灣社群朋友討論，小語種維基站平時內容審核部分人力吃緊，就已經發現一堆文法、語法不行的翻譯作品了，如果AI介入將加劇問題。而 Holopedia 的管理員則指出前陣子有巡邏到條目內容太華語化了，我就指出那大概很可能是 Content Translation 的鍋，沒拿台文訓練要做華語轉台文翻譯一定不行的啦。
I thought of sharing the experience of someone using LLM created content to reply to community portal discuss, and most people found out that is totally non-sense. But we don't have enough time to share Chinese Wikipedia experience. Small language Wikipedia sites are already shortage of hands, and it is quite easy to spot grammar errors or total non-sense content. If AI generated content might cause big trouble. The admin of Holopedia said he once review an article that it's content Taigi grammar not OK. I point out it is due to using Content Translation, and Taigi was not trained to do AI translation, it's converted content is totally not OK.
Wikidata跨國合作可能：影視娛樂 Wikidata Cross-border Collaboration - Entertainment
[edit]Open Mic 部分我提出不同國家出品的影視作品在Wikidata的編輯活動，儘管Wikidata是跨國的計劃，因為語言隔閡還有翻譯軟體並不完美，還是會需要會當地語言的人加描述。發表完後有印尼與新加坡的維基人表達興趣，再等待後續的發展。
I proposed a collaboration project during Open Mic - editing entertainment program on Wikidata. Even though Wikidata is a international cross-border project, the language barrier is still exist. We need locals to add description in its own mother lounge.
我在菲律賓開 Netflix 看當地有授權的影視作品，發現菲律賓這邊有上一些本地作品，已經有維基條目了，就趁機在Wikidata加上更詳細的敘述，尤其是Netflix編號，再加上影視作品常見的IMDB編號、演員、出版日期、播映電視台。總計編輯了36項菲律賓影視作品，如以下列表：
I open Netflix in the Philippine to look for local entertainment programs, which I found out some access only in the Philippine. These programs all have their correspond Wikipedia articles, so make their Wikidata items more structure by adding Netflix ID, IMDB ID, actor/actress, publish date, broadcast network etc.. 在Wikidata Project Movie底下，以個人身份編輯，結構化資料部分會加上英文名稱、敘述，演員、出版日期、外部網站識別碼如IMDB或是Netflix編號。線上協作部分配合既有的Wikidata上影視專題，自動化生成表格，看還缺什麼資料則能補上去。歷來都用個人的專題角度來進行，看看未來用Wikidata專題的線上協同方式進行，有人願意加入幫忙他們影視作品補其語言敘述當然也很好。
As a project original done by a individual under the big Wikidata Project Movies, I add names, description, actor/actress, publish date, external website ref like IMDB or Netflix ID. It is possible edit under the exist Wikidata Project Movie, with automatic table report, showing missing value, that participants can add. I have already done those editing by myself. It is possible to engage with interested Wikipedians or Wikimedia organizations to do collaborative editing by adding labels or descriptions in their mother tongue.
文化背景各異的東亞與東南亞 The Diverse Culture of East Asia and Southeast Asia
[edit]必須說，在ESEAP區的各國，文化差異相當的大，語言各異，卻必須用最大的共同語言英語溝通，各地腔調南轅北轍。儘管人口不多的太平洋島嶼理論上也歸在ESEAP，現階段是沒有這些島國的代表，慶幸讓狀況沒變得更複雜。學習彼此語言，或者是加強有共通語地位的英文能力，加更多的輔導人員也許能幫助大家。
Honest speaking, the whole ESEAP area is quite diverse in cultures or languages, and also it is a big area on the earth. Those in ESEAP area Wikipedians have to use language as their common language to communicate with each other under their own ascent. The Pacific Islands are covered by ESEAP area, but currently there is no island country representative, not causing more complicated situations. In the long term, we might have to improve English language skill, and adding more assist staff to help this area might help too.

[edit]很感謝菲律賓社群聯合起來，不計前嫌在菲律賓分會被降格後共同主辦本次活動，希望他們能逐步轉換為正規組織運作，能夠用社群的力量辦理活動。去年菲律賓爭取主辦權的風波，最終在簽署聯合聲明才釐清大家疑慮。一如以往，韓國社群再次帶來娛樂節目，為主持卡啦Ok歌唱活動，讓大家一展歌喉。而台灣分會成員有擔任ECP職責的工作人員，則確保相關議程能讓不同發展程度的自治體，都能獲得其所需要的知識。
I want to thank the Philippine communities to collaborate together to host the ESEAP Strategy Summit 2025 after the demotion of Wikimedia Philippine and split to different groups. And hope they will be back to a normal Wikimedia organization, and be thrive to host events. I remembered the drama of applying to be the host of next year Wikimedia ESEAP conference last year. It was settle down when all Wikimedia Philippine communities sign the joint statement. And I want to thank Wikimedia Korea to bring the Karaoke section again, and let everyone sing together. Some Wikimedia Taiwan staff are part of the ECP team, making sure the programs will be suitable to all different level of Wikimedia organizations.
我們仍記住過往活躍的伙伴，但因為熱情熄滅或是生活煩忙而離開維基媒體圈，也給自己思索我們是否攬在自己身上太多責任了。ESEAP要有常態性的工作人員，也許是區域的僱員還是各分會僱員型式。已經看得出來志工能夠做到的已經是極限了。感謝Joyce做為台灣僱員，願意協助ESEAP策略大會盡一份力氣，但身份上可能要說清楚了。
We still remember those active partners, they might not be burned out or be busy with their daily life, and decide to leave Wikimedia. It make us think about if we gather too much responsibility on ourselves. I think we need more staff in the ESEAP region, or maybe more staff under the Wikimedia organizations. We might reach our limit under volunteer. Thanks Joyce of Wikimedia Taiwan, and she is willing to help ESEAP conference, but might have to define the broader of responsibility.
台灣分會則接過吉祥物Quokka，象徵接手下一年的ESEAP Conferece的重責大任。我這次才知道原來某次會議要在西澳舉行，而Quokka是西澳的特有種，因故演變為整個ESEAP會議的吉祥物。儘管下一年我已經卸下台灣分會的理事長，但誠致邀請ESEAP的大家來到高雄，一起體驗南台灣的熱情以及便利的生活環境。
Wikimedia Taiwan have welcomed our ESEAP mascot Quokka, and it represent the responsibility of next year ESEAP Conference. I have learned it is original to host the conference at West Australia, but wasn't made possible and finally decide to host at Sydney. Quokka is an endemic species of West Australia, and made it into becoming the mascot of ESEAP conference. Even though I am not the chairperson anymore next year. But I still want to invite everyone from ESEAP to come to Kaohsiung, for the conference and for the hospitality of South Taiwan.
