EduWiki Community Philippines

EduWiki Community Philippines is the flagship educational initiative of the Wiki Advocates Philippines User Group, a recognized affiliate of the Wikimedia Foundation composed of Filipino volunteer Wikimedians. Wiki Advocates Philippines is dedicated to advocating for free knowledge, equal gender representation, and the integration of open-access wikiprojects into local education.

To actively operationalize this mission in regional classrooms, the user group established EduWiki Community Philippines in July 2020 through a rapid grant project designed to strengthen remote and distance learning during the height of the COVID-19 pandemic. Operating as a support network and social learning group, the initiative focuses on promoting local-language Wikipedias —such as Central Bikol, Cebuano, and Tagalog — as alternative, accessible learning resources. Through targeted teacher training, digital safety campaigns, and offline portal deployments, EduWiki Community Philippines serves as Wiki Advocates Philippines' primary vehicle for countering online misinformation and fostering critical media and information literacy (MIL) skills among teachers and students alike.

From Crisis to Community

Education in the New Normal

The emergence of the EduWiki initiative of Wiki Advocates Philippines User Group was catalyzed by the unprecedented disruption of the COVID-19 pandemic in 2020. As traditional face-to-face learning collapsed, the Rapid Grant initiative suuported by the Wikimedia Foundation evolved from a simple funding mechanism into a strategic lifeline. This intervention addressed a critical systemic failure: the transition to remote and distance learning was severely hampered by a scarcity of high-quality, accessible digital learning resources. For the Wiki Advocates Philippines, which began as a small group of just four advocates, the mission was clear, to champion free knowledge and gender representation within this "new normal."

Formally organized in July 2020, the user group recognized that the digital divide was both technological and linguistic. The initiative prioritized the strategic promotion of local languages, Central Bikol, and Tagalog, on Wikipedia to provide culturally relevant materials. However, the path to linguistic equity faced significant technical hurdles; early reports noted that teachers struggled with the interface of the Bikol Wikipedia, making the need for guided training and localized support even more urgent. These initial digital interventions, conducted via virtual webinars and social learning groups, laid the groundwork for this initiative that would soon move beyond the screen and into the most remote provinces.

Strategic Milestones: Bridging the Digital and Linguistic Divide

May 2022: A landmark physical outreach was conducted at Bislig Elementary School on Catanduanes Island. In an environment with no internet access, Wiki Advocates Philippines deployed Kiwix devices—offline browsers for Wikipedia—and trained enthusiastic teachers to access human knowledge without a data connection.

The WAP Community Learning Hub

The establishment of the WAP Community Learning Hub in the Bicol region represents the user group's commitment to permanent, localized infrastructure. Functioning as a Special Library, the facility strictly observes the Professional Regulatory Board for Librarians Resolution No. 01, Series of 2016, which governs the standards for special libraries in the Philippines. Initially fundd as an office for Wiki Advocates Philippines through the Wikimedia Foundation General Support Fund for affiliates, the Hub was use made to serves as both a technical facility and a local sanctuary for Wikimedians.

Facility and Collection Analysis:

Technical Infrastructure: The Hub includes a Technical Room, a Computer Section, a Conference Room, and a Kitchen—a vital detail for a space designed as a community sanctuary.
Physical and Digital Assets: The library houses 1,620 printed volumes focusing on open knowledge and local heritage, alongside digital access to databases like PressReader and Haystack News.
Operational Resilience: The Hub has proven its value as an offline refuge. During the 13th Wikidata Birthday and the internet outages caused by Typhoon Kristine in 2024, the space remained a functioning focal point for community support.

This physical ecosystem has a profound social impact. As the community historian notes, youth volunteers who started as wallflowers at events, merely uttering a word or two, have been transformed by this space into active organizers. The Community Learning Hub serves as the primary venue for youth zines and heritage documentation, proving that localized infrastructure is the key to volunteer empowerment.

Cultivating Digital Citizenship: WikiDunong and the Commons Explorer

The "WikiDunong Project" initiative was launched to transition students from passive consumers of information to responsible digital citizens. Strategically, this program focuses on Senior High students, moving beyond information consumption to active, skills-based participation. A cornerstone of this program is the Wikimedia Commons Explorer, a "simplified gateway" to educational media that teaches students to search, credit, and responsibly cite openly licensed resources available in Wikimedia Commons.

Combating Misinformation: This project developed resources on students digital wellbeing to address modern threats by challenging ingrained misconceptions. Pilot results from Camaligan National High School and Juan F. Triviño Memorial High School revealed the depth of the misinformation crisis:

"Prior to the training, scores averaged 5.26/10, revealing dangerous gaps in digital literacy. Most notably, 51.9% of students incorrectly believed that online information is 'always correct' and should be believed by default. Following the intervention, post-test scores rose to 8.67/10, with 96.3% of students recognizing the critical importance of online privacy."

the Wikidunong Porject has transitioned students from misconception to contribution. In its pilot phases, using tools like the ISA Tool, students righted local stories by adding 905 edits contributing to structured data and uploading over 100 successful media files to Wikimedia Commons, making their local culture searchable and visible to the world.

Structural Evolution: Sustaining the Movement

As Wiki Advocates Philippines User Group matured, it shifted its focus from theory-heavy training to leadership-focused practice, ensuring the eduwiki initiatives survival through a robust leadership pipeline.

The Hatch-A-Wikimedian Internship Program: Aligned with the Wikimedia 2030 Movement Strategy, this program aimed at cultivating future administrators and campaign organizers. It immerses interns in digital curation, preparing them to lead local outreach independently.

Lessons in Resilience: The community’s identity is defined by its response to climate-related challenges. The November 2024 typhoons, including the onslaught of Typhoon Kristine, severely impacted the region. In a hallmark of social resilience, the Wiki Advocates Philippines community pivoted toward mutual aid, launching donation drives to provide immediate assistance to stranded passengers along flooded roads and school supplies to partner institutions. This fusion of digital advocacy and social welfare has become the unique cultural signature of Wiki Advocates Philippines in the Global South.
