Global temporary account IP viewers

Global temporary account IP viewers are users with the ability to see temporary account IP addresses (and access the IP Info tool and enable two-factor authentication) on all wikis. This permission is only assigned to users that have CheckUser or Oversight rights on at least one wiki or are global sysops, per the foundation policy.

Members of some other global groups, such as global rollbackers and abuse filter helpers, have this permission as part of the group and do not need to have it assigned separately.
