Purpose of the report[edit]

This form is for organizations receiving Annual Plan Grants to report on their results to date. For progress reports, the time period for this report will the first 6 months of each grant (e.g. 1 January - 30 June of the current year). For impact reports, the time period for this report will be the full 12 months of this grant, including the period already reported on in the progress report (e.g. 1 January - 31 December of the current year). This form includes four sections, addressing global metrics, program stories, financial information, and compliance. Please contact APG/FDC staff if you have questions about this form, or concerns submitting it by the deadline. After submitting the form, organizations will also meet with APG staff to discuss their progress.

Global metrics overview - all programs[edit]

We are trying to understand the overall outcomes of the work being funded across our grantees' programs. Please use the table below to let us know how your programs contributed to the Global Metrics. We understand not all Global Metrics will be relevant for all programs, so feel free to put "0" where necessary. For each program include the following table and

Telling your program stories - all programs[edit]

Please tell the story of each of your programs included in your proposal. This is your chance to tell your story by using any additional metrics (beyond global metrics) that are relevant to your context, beyond the global metrics above. You should be reporting against the targets you set at the beginning of the year throughout the year. We have provided a template here below for you to report against your targets, but you are welcome to include this information in another way. Also, if you decided not to do a program that was included in your proposal or added a program not in the proposal, please explain this change. More resources for storytelling are at the end of this form. Here are some ways to tell your story.

  • We encourage you to share your successes and failures and what you are learning. Please also share why are these successes, failures, or learnings are important in your context. Reference learning patterns or other documentation.
  • Make clear connections between your offline activities and online results, as applicable. For example, explain how your education program activities is leading to quality content on Wikipedia.
  • We encourage you to tell your story in different ways by using videos, sound files, images (photos and infographics, e.g.), compelling quotes, and by linking directly to work you produce. You may highlight outcomes, learning, or metrics this way.

Overview[edit]

The purpose of this section is to provide a brief overview of this report. Please use no more than 1-2 paragraphs to address the questions outlined below. You will have an opportunity to address these questions in detail elsewhere in this report.

BACKGROUND: Background information regarding the FDC grant awarded for Wikimedia India

  • Wikimedia India (WMIN) applied for a grant of 11,054,802 INR through 2013-2014 Round 1 FDC process. A grant for 3,325,000 INR was approved in December 2013. WMIN made a delayed request for the dispersal of approved funds and the first installment of 1,794,382.00 INR was received by WMIN by the end of July 2014. There was no programmatic activity utilizing these funds until the end of September 2014. Various programs have been conducted since October 2014 and more programs have been planned until June 2015. This report intends to highlight these programmatic activities and place a request for extension of the FDC period until June 2015.

CHANGES: Please describe how you changed your plans and budget based on the FDC allocation approved by the Board in December 2013, and your rationale for these changes. You can then use the changed plans and budget as the basis on which to report back on the first quarter.

Financial summary[edit]

The FDC requires information about how your entity received and spent money over the past year. The FDC distributes general funds, so your entity is not required to use funds exactly as outlined in the proposal. While line-item expenses will not be examined, the FDC and movement wants to understand why the entity spent money in the way it did. If variance in budgeted vs. actual is greater than 20%, please provide explanation in more detail. This helps the FDC understand the rationale behind any significant changes. Note that any changes from the Grant proposal, among other things, must be consistent with the WMF mission, must be for charitable purposes as defined in the grant agreement, must be reported to WMF, and must otherwise comply with the grant agreement. The WMF mission is "to empower and engage people around the world to collect and develop educational content under a free license or in the public domain, and to disseminate it effectively and globally."


Spending scenarios[edit]

Sustenance based on existing funds until March 31st 2015[edit]

With the funds available currently, here is a spending profile projected until March 31st 2015. Under this scenario, we won't be able to commit any new programmatic activity. We will only be able to barely sustain our admin expenses and staff salary. Under this scenario, program expenses will be 27.96% of the total FDC grant. Immediate focus will be to start planning for the next year and applying for next Annual Plan Grant at once.

Extension of FDC period until June 30th 2015 and release of second / final installment[edit]

If the FDC period can be extended until June 30, 2015, the spending profile will be as projected here. We will be able to focus on well defined key programmatic activities and also plan for our next year's funding. Under this scenario, program expenses will be 46.78% of the total FDC grant.

Using WMF's India Community Consultation as an opportunity, Wikimedia India professionally shot 152+ profile images and 24+ video interviews of Indian Wikipedians. These served as resource material for our viral social media campaign (refer snapshot of metrics to the right) in the last few months to highlight various projects and contributors. Within a week, this helped us to engage 1,200 people ( +534.2% ) and take our posts to 10,200 people ( +426.6%). A sample of profile pictures and videos are presented here.

  • AdaCamp Bangalore
Indian Wikimedians participating in AdaCamp Bangalore

AdaCamp is an amazing initiative to increase the participation of women in open technology and culture. The AdaCamp at Bangalore was held on 22nd and 23rd of November 2014. Women from the Wikimedia Community made significant contributions to the camp by volunteering and also by conducting various session including and not limited to Wikimedia Projects. We conducted a Wikipedia Workshop and a general introduction session. Besides many active female Wikipedians from India participating, Wikimedia India also provided the opportunity for a community member to represent us. The selection was done through a transparent process. This rekindled the interest in our Gender Gap SIG. The representative selected for the event has shown continuing interest in spreading Wikimedia's mission. More details can be found at our blog post regarding this.

  • Malayalam Wikipedia outreach

Malayalam Wikipedians conducted various outreach events supported through our microgrants program. The reports concerned are listed below.

What worked and what did not?
  • Many communities like Assamese and Punjabi were placed in the mainstream attention of Wikimedia India community for the first time using our social media campaign. This made an emotional connect for these communities to feel part of the larger Wikimedia India movement. Many Wikipedians started using these as their profile pictures across their social media accounts and even while providing interviews to traditional media. This highlights the need for documenting the community in a professional manner. Many of these video interviews were first ever for the contributors and their communities. This kept them excited by improving their reputation across their Wikimedia, personal and family circle. This in turn will help in their continued long time engagement with the movement.
  • The relatively new community member selected as representative for AdaCamp Bangalore has shown continuing interest in spreading Wikimedia's mission. This emphasizes the need to trust new contributors more and provide them bigger roles.
  • Regarding the Malayalam Wikipedia events, most of the participants didn't know Malayalam typing. So it was difficult for them to edit the first time. It was unanimously suggested that an online or hands-on session be conducted before Wikipedia session to make them familiarize with Malayalam typing. The same observation holds true for any Indian language Wikipedia workshop.

What are the objectives of this program?
  • To increase participation in Wikimedia projects and improve quality of content

  • Punjabi Wikipedia Article Writing Contest
WMIN custom designed and produced Punjabi Wikipedia T-Shirts

An Article Writing Competition was organized by Punjabi Wikipedia during the month of November 2014. The competition was a great success with the number of active editors (at least 1 edit in 30 days ) going above 100 for the first time in the history of Punjabi Wikipedia. Wikimedia India supported the contest through its microgrants program. Our Program Director also helped the community in program design and arranging logistics for a custom made Punjabi T-Shirt design and production. A total of 22 participants took part in this contest improving 458 articles during the month.

  • Bengali Wikipedia photography Contest

Bengali Wikipedia community organized a photography contest on the occasion of its 10 years celebrations. This campaign collected 1179 images. Some prize winning photographs are shown below.

What worked and what did not?
  • It was decided that a T-Shirt will be given to everyone who creates 30 articles. It turned out that 30 articles was perceived as a tough target out for new Wikipedians. So, in the end it was decided to give T-shirts to each editor who has created at least 4 new articles with a total of 8,000 bytes. On the other side, an editor who participated with great enthusiasm during the competition created 30 new articles (almost all above 4,000 bytes) said that he would not have created 30 articles if it had not been the target. One veteran editor edited at least 132 articles during the month with around 100 new articles in them. This shows that setting a reasonably high target motivates editors to achieve it by contributing more.
  • Language communities feel excited to design and use Wikipedia T-Shirts and other swags in their own languages. Having found a reliable supplier, we will create similar material for other interested communities too in future when we have sufficient funding.
  • Analysis of the photography contest can be produced once the organizers submit a report.


Program 3[edit]

Community Building
What are the objectives of this program?
  • *To facilitate closeness of the Wikipedian network and recognize significant contributors. Bring community members together to share best practices, and find like minded people with whom they can build collaborative projects. Organize conferences at national and regional level.

Bengali Wikipedians 10th Anniversary Celebration, January 2015
  • Bengali Wikipedia 10th Anniversary Conference was held during 9-10 January, 2015 in Kolkata. It was a gathering of the Bengali Wikimedia Community and leading Wikimedians from many other communities in India and Bangladesh. This conference was one of the first regional Wikimedia conference of its kind in India. The program of this conference was devoted to topics concerning the Wikimedia movement in the India, as well as related topics of free culture and digital rights. The conference featured a diverse array of offerings such as keynotes, presentations, panels, and workshop sessions.
What worked and what did not?
  • Wikimedia India supported one third of the event budget with its microgrants program. Earlier, microgrants and reimbursements were always provided only submission of bills. But, it was a major inconvenience for the communities while organizing high cost events. So, we started giving cash advances for organizers with a track record starting with this project. It was appreciated by the Bengali community as our funding reached them in the right moment. Wikimedia India's executive committee member Jayanta Nath was also one of the lead coordinators for the event actively contributing to it. Further analysis of the conference can be produced once the organizers submit a report.

What are the objectives of this program?
  • Stabilize infrastructure - By establishing an office cum training infrastructure; By hiring a full-time staff. By establishing systems and procedures related to grants, measurements, and reporting.
Activities conducted.
  • A full-time staff for the post of Program Director was hired in September 2014.
  • Wikimedia India's first independent office premises was set up in November 2014. This is a cost-effective shared office facility with on demand space available for training and meetups.
  • Standard reporting structure for microgrants program was formulated and enforced. We will also try to apply this retrospectively for grants awarded in past fiscal years so as to document the impact and learnings.
What worked and what did not?
  • Setting up our own office and hiring of Program Director has boosted community's enthusiasm. But, we couldn't retain our past staff or hire more staffs owing to our funding constraints and other issues. This will add to the work load of the current staff and board members. Hiring decisions are also tough when the anticipated funding situation is not so clear. This leads to a chicken and egg situation where we need a staff to reach next level of growth and yet without growth and stability at the moment we are unable to provide reasonable commitment during hiring.
  • Owing to funding and bandwidth constraints, we couldn't initiate many of the chapter driven training and resource materials. Wherever possible we will try to address this by awarding suitable microgrants and infrastructure scholarships. For example, we couldn't set up a scanning facility but we granted a microgrant for a scanner to be owned by the Kolkatta Wikimedia community.
  • Uniform process and guidelines for awarding microgrants should be framed in coordination with WMF and The Centre for Internet and Society (CIS). Because, there is a genuine dilemma that we may risk losing community's goodwill if we enforce stringent protocols while other funding agencies are more generous owing to availability of funds or difference in grantmaking process. This can also work other way. For example, Bengali Wikimedia community engaged in an active conversation with WMF grants team to refine their program design for Bengali Wikipedia 10 years celebrations. But, the same may not be expected if CIS or WMIN expects such refinements in program design. This leads to overshooting community microgrants budget and also funding of less impactful programs.


Proposed major programs until June 2015[edit]

Wiki Loves Food[edit]

Wiki Loves Food

The contest is to celebrate Indian Cuisine's diversity and beauty. Any photograph related to food in India can be entered. So far we have seen more than 30,000 photographs of monuments uploaded on Commons thanks to Wiki Loves Monuments India contest. Wiki Loves Monuments India was the largest project Wikimedia India organized in 2012. Whereas India participated for the first time, participation was enormous in terms of both quantity and quality. We received more than 15,000 freely usable images of Indian monuments, which was contributed by more than 1,200 participants; the maximum participation level among all counterspies. In the international contest, where 34 other countries competed, two entries from the India contest made it to the top 10 photos. The first prize winner was from India, proving that the contest was successful in terms of quality as well.

Now we would like to see ANY image about Indian Food added to Commons and we will be handing out bigger prizes to entice people to participate and donate their photos to Commons. This is a ONE TIME contest to educate people about and promote donating images to Commons on a national scale. India has a vibrant photography community and we hope to significantly increase Indian Food related photographs on Commons through this Contest Campaign. More people will access and contribute to Wikipedia and its sister projects. We believe that, other communities shall also replicate the same, and we shall be able to lend our strong support as we did for Wiki Loves Monuments' Pakistan edition.

Wikipedia in Education[edit]

SKP Engineering College located at Thiruvannamalai, Tamilnadu intends to run a Wikipedia in Education Program in partnership with Wikimedia India. This will take a unique approach to the Universal Wikipedia in Education program by having a tech focus. A select set of 10 students from 3rd year and final year engineering courses will work on language computing and MediaWiki related topics under the guidance of an expert faculty. This will be an ongoing and self-running project with new set of students joining the program every year. Based on this pilot, the program can be scaled and extended to other institutions across the country.

The prime motivation for the students is the opportunity to improve their skills and employment opportunities while contributing to the free knowledge movement. Thus it answers the ubiquitous question faced during outreach: "What's in it for me?". FOSS movements worldwide have been successful in adopting this strategy to penetrate the academic world. Wikimedia India will provide infrastructure support and connect the students with experts. The institute has been chosen after assessing full commitment and understanding of the mission from all the stakeholders like the college management, faculty and students. This program has been designed taking in to consideration the roadmap for Wikimedia India movement drawn at the India Community Consultation 2014.

Infrastructure Scholarships[edit]

  • Wikimedia India would like to roll out its Infrastructure Scholarship Program for established Wikimedians and Communities. A good example to cite is Tamil Wikipedia's support for monthly Internet fee which has shown promising results in retaining existing contributors and enabling them to be more active. This is mainly intended at removing limitations in contributing for user groups like students, unemployed and others facing financial constraints. This program is proposed with an on-the-ground socio-economic limitations faced by contributors in Global South countries. The rationale is that existing contributors can be enabled to contribute more with high impact and ROI than scouting for new contributors. This also helps to retain and motivate existing editors as editor attrition is major movement wide challenge. The scholarships will be awarded based on past contributions, community endorsement and budget available with WMIN. Each request will be approved case by case either fully or partially. Renewal of support will be based on contribution level during the previously supported period. Whenever possible, payments will be directly made to vendors. Some purchases may remain community / chapter owned so it can be used by many contributors if one goes inactive. First scholarship for purchase of a scanner and book has already been made and we continue to intent this program.

For reference, results from the Infrastructure Scholarship program conducted in Tamil Wikipedia is presented below.

User:தமிழ்க்குரிசில் was supported by the Tamil community for a period of 3 months with a budget of roughly 2500 INR. He managed to create 548 articles using this. This comes around 1 article for every 5 INR or 12 articles for every single US Dollar spent with zero overheads or admin expenses.

We hope that such direct community support for infrastructure will not only help us to design low cost and high impact programs but be a model for other regions with similar socio-economic problems.

App Design Contest[edit]

Internet access through mobile phone is increasing but not all Wikimedia projects have official apps. And for those apps like Wiktionary, a different approach would be useful to foster offline usage in Global South regions where Internet connectivity is still a luxury for the majority of the population. In order to address this issues, We intend to launch an App Design Contest engaging the MediaWiki, FOSS and mobile developer communities. For this year, we will focus on creating Android Apps for WikiSource and Wiktionary (offline). These are two major projects where Indian language communities have sizable content.

Wikimania Scholarships[edit]

  • Not getting enough Wikimania scholarships for applicants from India was a major grievance voiced during India Community Consultation 2014. We provided travel and participation scholarship for 2 participants for 2014 Wikimania. Continuing this tradition, this year also we will provide scholarship for 2 participants. We will also consider providing guidance for filing better applications by connecting experienced Wikimedians with this year's applicants.

Hindi Wikimedia Conference[edit]

Hindi Wikipedia Reach, Problems & Solutions
  • Hindi Wikipedia has 100,000+ articles and 258 million (258,000,000) people in India reported Hindi to be their native language. Yet, contributions to Hindi Wikipedia are not comparable to other Indian language Wikipedia communities. A community widely scattered across different regions of India is a major roadblock to foster closer and face-to-face community interaction which can be crucial for smaller projects' vitality. During India Community Consultation 2014 Hindi Wikipedians requested special attention towards Hindi Wikipedia, everyone encouraged representatives to take lead and plan activities. A proposed Hindi Wikimedia Conference called Hindi WikiSammelan is being actively planned by the community here and here. An elaborate PEG grant request has also been placed by the community regarding this. However, based on community's request, Wikimedia India intends to support this conference through its Microgrants program. From past experience, such first time major events have found to be inspiring the community.

Lessons learned[edit]

A key objective of the funding is to enable the movement as a whole to understand how to achieve shared goals better and faster. An important way of doing this is to identify lessons learned from entities who receive funds, and to share these lessons across the movement. What were your major accomplishments in the past quarter, and how did you help to achieve movement goals?

  • Setting up of an independent office with facility for training / meetups and hiring of a full time staff has helped to achieve the movement goal of stabilizing infrastructure. The Punjabi and Bengali Wikipedia contests have helped to improve the quality of content. Our social media campaigns have increased the reach for Indian language projects and volunteers. Our microgrants for various community workshops and Bengali Wikipedia 10 years celebrations has helped to increase participation of more people in Wikimedia projects.

What were your major setbacks during this period (e.g., programs that were not successful)?

  • Not initiating proposed programmatic activities due to frequent change of leadership / composition of chapter's executive committee and other issues was a major setback. This also resulted in disconnect with some parts of the community for a while. However, India Community Consultation 2014 and the emergence of new and stable executive committee after WMIN elections in November 2014 has restored faith in the chapter. The faith has been reciprocated by the chapter getting more active with programmatic activities and community support.

What factors (organizational, environmental) enabled your success?

  • A stable and active executive committee, hiring a full time staff, renewed engagement with the community, generous and patient support from WMF has helped us to restore programmatic activity.

What unanticipated challenges did you encounter and how did this affect what you were able to accomplish?

  • During October and November 2014, there were legal threats for the chapter from some elements not approving of the free knowledge mission of Wikimedia in India. This took considerable energy and attention of Wikimedia India interfering with its focus in programmatic activities. However, we handled it tactfully based on appropriate professional counsel.

What changes might you make in executing your initiatives into the next quarter?

  • Based on the evolving scenario, our plan has already been actively refined and presented above. We do not expect any further change.

  • WMIN has initiated monthly consultation calls with WMF's Global South team since November 2014.
  • WMIN will be initiating quarterly calls with The Centre for Internet and Society starting from February 2015.
  • WMIN will participate and contribute to Train the Trainer Program (2015) conducted by The Centre for Internet and Society.
  • WMIN intends to forge partnerships with mission aligned organizations. These partnerships will scale our resources for outreach and infrastructure. Talks are on with The Free Software Foundation, Tamilnadu. Based on this pilot, WMIN will facilitate similar partnerships across India through local FOSS and Wikimedia communities.
  • WMIN intends to start working on various activities identified for the chapter as agreed at the India Community Consultation 2014.
