Purpose of the report[edit]

This form is for organizations receiving Annual Plan Grants to report on their results to date. For progress reports, the time period for this report will the first 6 months of each grant (e.g. 1 January - 30 June of the current year). For impact reports, the time period for this report will be the full 12 months of this grant, including the period already reported on in the progress report (e.g. 1 January - 31 December of the current year). This form includes four sections, addressing global metrics, program stories, financial information, and compliance. Please contact APG/FDC staff if you have questions about this form, or concerns submitting it by the deadline. After submitting the form, organizations will also meet with APG staff to discuss their progress.

Supporting Indian Wikimedia communities[edit]

Indian Wikimedia communities request for general support and services on CIS-A2K request page. Between 1 July and 31 December 2016 CIS-A2K received 17 requests from seven Indic Wikimedia communities. This included both financial and non-financial support such as technical requests. Of these 17 requests, CIS-A2K provided support to 13.

A case study from the request page

On 12 November 2016, Open Access India conducted OpenCon 2016 in Ranchi, India, in partnership with Department of Zoology, Ranchi University. The organisers wanted to introduce the Wikimedia movement to the participants. To that effect, sessions were on the Wikimedia movement and its impact in India during the conference.

CIS-A2K received two type of requests from them:

Agenda support request: Open Access India requested a CIS-A2K representative to attend the conference and lead the Wikimedia-related sessions. This request was accepted and a CIS-A2K representative attended the event and anchored the sessions.
Financial request: Open Acess India requested to sponsor a part of the program expenditures that included preparation of banners, printing certificates, pamphlets and other stationary. This financial request was accepted and reimbursed after review of the event report and expenditure details.

Impact
There is no Wikimedia community in the state of Jharkhand or its capital Ranchi. Open Access India has assured that they would promote the movement in their city and their will be more collaborations in future. The participants also showed interest to form a small community in the city.

Success

Follow-up: CIS-A2K has been successful in following-up requests by tracking village pump discussions and introducing easy templates to submit reports. CIS-A2K has also improved the process of closing the loop by explaining the process of request and rationale behind the decision taken Irespective of a request is approved or not.

Failure

Administrative constraint: After receiving a request, CIS-A2K takes 2-3 weeks to process it. However because of administrative constraints in at least 2 instances CIS-A2K took more than the mentioned time to disburse payments or provide support.
Reach to non-FLA communities: The request page has been used by FLA communities and in comparison to that CIS-A2K have got less or no request from other Indic communities such as Assamese, Bhojpuri etc. The infograph shows the communities CIS-A2K have supported and CIS-A2K could not support in the last 6 months

Solution attempted

A2K team has initiated administrative actions to address this concerns. These actions include:

Learning

Reimbursement works better than advance: Getting report and expenditure details from the communities has been a constant problem. CIS-A2K felt that reimbursement works better than advancing money. It ensures timely reporting and also it allows us to transact the exact amount: A sample follow-up where CIS-A2K attempted reimbursement is shown below:

CIS-A2K would not be able to provide the conference registration fees, about #2, #3, #4 we would support those in form of reimbursement after submission of original bills, and expenditure details. Reporting: It is a promising sign that Indic Wikimedia communities are utilizing various funding opportunities provided by WMF, WMIN, and CIS-A2K. However CIS-A2K has realized that the same enthusiasm and efficiency is not reflected in documentation and reporting. In order to resolve this CIS-A2K helps the community members by providing easy templates and also offering support while drafting report and other documentation requirements.

Train-a-Wikipedian[edit]

Train-a-Wikipedian (TAW) is a program to train and groom Wikipedians by discussing different topics related to Wikipedia (includes siste project) editing (see session reports). TAW was started in December 2015 and was inspired by the Adopt-a-User program of the English-language Wikipedia and localized to suit to the Indian context.

Between 1 July 2016 and 31 December, CIS-A2K conducted 18 sessions, which included both online and offline training. 43 participants from 8 Indic language communities participated in these sessions.

Success

Offline sessions present an opportunity for the instructors and the participants to resolve their doubts quickly and on the other hand online sessions don't demand considerable amount of resources and can be scheduled at mutual convenience so that Wikipedians don't need to invest their personal and professional time. CIS-A2K received several requests from the participants to conduct more offline sessions. In the last 2 quarters CIS-A2K has addressed these concerns and 10 offline sessions were conducted.

Failures

In comparison to the other months less number of sessions were conducted in July.

Mumbai Wikipedia workshop[edit]

A Wikipedia orientation program was organized at Tata Institute of Social Sciences (TISS), Mumbai on 1 and 2 December for the students of the institute to involve them the Wikimedia movement.

This was a gender gap bridging initiative and special care was taken to ensure female participation
Best global practices such as working on user sandbox, using Etherpad etc. were followed

This initiative 24 students participated in this training program, and 15 articles were created.

Success

In the Indian education context, Wikipedia is not used by the education institutions. Also the involvement of educational institutions (faculty, students) is very low in comparison to the global north countries. After the orientation, and discussion with the faculty members TISS has agreed to use Wikipedia as a pedagogic tool and promote the Wikimedia movement among their students.

Failures

Failed to monitor close paraphraisng: during the training we told them about copyright policy and close paraphrasing. However due to time pressure CIS-A2K could not monitor everyone's work right at. Although no copyright violation have been found in any of the articles,

works at least 4 students were affected with close paraphrasing issue.

size of 4 articles were reduced to avoid close paraphrasing

Mini TTT and MWT in Hyderabad[edit]

Train-the-Trainer and MediaWiki Training are two of largest events conducted by CIS-A2K. TTT attempts to groom leadership skills among the Indian Wikimedia community members and MWT grooms technical leadership skills among them. Following these events, regional iterations are conducted in different parts of India. These regional versions have focused reach and mentorship, and troubleshooting scope. The 2016 iteration of mini Train-the-Trainer (TTT) and MediaWiki training (MWT) was conducted on 10 and 11 December 2016 at Golden Threshold, Hyderabad. In this year's Hyderabad mini TTT and MWT, 15 Wikimedians from 4 cities of Andhra Pradesh and Telangana - Hyderabad, Vijayawada, West Godavari, and Visakhapatnam participated.

Successes

Although regular meetups are conducted in Hyderabad, after a certain time it was felt the meetings were getting monotonous and the community members requested a a larger workshop. This advanced workshop was a successful follow-up of a previous training program conducted in the same city in May 2016.
CIS-A2K has been able to achieve editor retention in Hyderabad, India.

Failure

In the December event need-assessment part needed more than expected time and the program schedule could be prepared only at the last moment.

Fiscal partnerships[edit]

CIS-A2K has provided a platform to Indian Wikimedia communities to interact with the global grants team and helped them to organize the event and facilitate administrative and financial requirements. CIS-A2K has worked as a fiscal partner to route money from the Wikimedia Foundation to Indic Wikimedia communities wherever required. CIS-A2K also provides support to prepare financial statement and audit report.

Resources to plan for measurement[edit]

Global metrics are an important starting point for grantees when it comes to measuring programmatic impact (Learning Patterns and Tutorial) but don’t stop there.
Logic Models provide a framework for mapping your pathway to impact through the cause and effect chain from inputs to outputs to outcomes. Develop a logic model to map out your theory of change and determine the metrics and measures for your programs.
Importantly, both qualitative and quantitative measures are important so consider both as you determine measures for your evaluation and be sure to ask the right questions to be sure to capture your program stories.
