1. Key points for 2017:
  • We will develop an e-learning programme on communication and conflict resolution for the NL Wikipediacommunity

A new strategy
This grant application is based on Wikimedia Nederland’s annual plan for 2017. That is the first annual plan to be developed under the new multiyear strategy. The strategy 2017-2020 was developed in dialogue with the Dutch Wikimedia community and the membership of WMNL, and sets the course for the years 2017 - 2020. Compared with previous years, there is no radical change, but an adjustment based on the experience gained in the previous years. In fact, the strategy to a certain extent formalises the changes we made over the past years based on lessons learned, which have been well documented in our Impact reports and Progress reports.

The fact that our results in the past have not always been commensurate with the resources applied to activities remains an issue of concern and frustration. It motivated us to see how we could increase our benefit to the Wikimedia movement. As a chapter we are based in a knowledge and heritage rich country, with an international focus that goes back for centuries.

Primary focus of our activities over the coming years - and in 2017 - is making knowledge held in the Netherlands freely available for everyone.

One of the ways of achieving this, is by supporting the Wikimedia community to incorporate this knowledge in the Wikimedia projects. This includes not just the community based in the Netherlands, but also Wikimedians across the globe.

In addition, we will encourage and assist institutions in the Netherlands in sharing their knowledge, data or collections via the Wikimedia projects. In particular, we will invest in capacity building within these institutions so that they can contribute directly to the projects. This will decrease the demand for volunteer support for uploads which was becoming something of a bottleneck. Over the past years, the number of institutions willing to cooperate with the Wikimedia projects has grown while several of the volunteers who used to be active in processing content donations have shifted their attention to WikiData.

We will prioritise our activities, and use of funds, based on expected returns for the Wikimedia projects. Filling gaps in knowledge currently provided by the Wikimedia projects, and ensuring that the Wikimedia projects remain relevant for current and future readers will be an important consideration.

4. How does your organization know what community members and contributors to online projects need or want? Does your organization conduct needs assessments or consult the contributors and volunteers most involved with its work?
  • WMNL members discussing annual plan and strategy during the General Assembly
    Wikimedia Nederland developed its plans in consultation with the community. We organised brainstorming meetings and on-wiki discussions for the new multi-year strategy and for the annual plan 2017. We invited the community to participate in these discussions via announcements in the various village pumps and via the mailinglists.
  • Throughout the year, we remain in contact with the community via irc, the WMNL-wiki and the newsletter. Earlier this year, we also reached out to the Dutch Wikipedia-community by sending as many editors as possible a personal message via wikimail. This is described in detail in our progress report.

Shared metrics

  1. Participants: The number of people who attend your events, programs or activities, either in person or virtually. This definition does not include people organizing activities, social media followers, donors, or others not participating directly.
  2. Newly registered: The number of participants that create new accounts on a Wikimedia project. These include users who register up to two weeks before the start of the event.

  • We found it difficult to give a well-based assessment of content added, especially since this includes WikiData-items. Many Dutch Wikimedians are very active on WikiData, adding and improving items as a matter of course. Sofar, we have not measured this.

As in previous years, our application is structured around three clusters of programmes:

  1. Community and Participation: containing the programmes Community Health, Supporting the Community + Participation and Gender Gap
  2. Content: containing the programmes Education, GLAM, Thematic priorities Nature and The Netherlands and the World, Quality of Nl Wikipedia
  3. Communication.

Some remarks on the description of the programmes:

  • we have used the same format as in last year’s application and maintained the same level of detail, as this was considered appropriate
  • for some programmes, the analysis of the current situation and the desired outcome has not changed very much compared to last year. These are longer running programmes, carrying over from year to year.
  • also, some activities planned have by now become permanent elements of the WMNL workprogramme and were included in last year’s application. New or one-off activities in the 2017 programme are marked as 'NEW'
  • we have added a section 'What could go wrong' to each programme, analysing risks and briefly describing measures that could reduce these risks.


Program 1: Community health

Situation analysis

New years gathering Dutch Wikimedia community
Since 2015, community health has been a priority for Wikimedia Nederland. A survey among editors indicated that the working environment and community culture was considered unpleasant by many. In 2016, we developed a first training programme to increase skills in online communication for 10 Wikipedians, including moderators and ArbCom members.

This was positively received: participants reported increased insight in communication processes and practical skills. (See our progress report for more detail) The challenge now is to scale the programme so that more editors can take part, and overcome the problem that many editors are not willing or able to attend ‘real life’ workshops. We have decided to develop an e-learning module; at the moment, our partner eCoachpro is working on developing the content. We have decided not to carry out an editorsurvey in 2017. We do not expect to already see a huge change in appreciation of the environment and culture. We will carry out the survey in 2018.

We continue to see an increase in people attending WikiSaturdays and other events in real life.

Desidered change (outcome)

A community that does not accept inappropriate behaviour, has a practice of correcting such behaviour in a constructive manner and where key individuals have the skills to intervene effectively. Also a viable community which is more or less representative of wider society with a steady influx of new editors.

How could such change be realised?

  • increase skills of key individuals in community to deal with/prevent conflicts or inappropriate behaviour
  • increase awareness among wider community of editors about effects of negative online behaviour

What could go wrong?

The success of the community health programme depends entirely on the willingness of editors (a) to take part and (b) apply what they learn. Participating in the e-learning module is relatively low-threshold, as it can be done anonymously. Applying what has been learned in the everyday reality of Wikipedia-editing is more challenging, especially if it involves confronting others about inappropriate ways of communicating. That would mean standing out from the crowd and drawing attention to yourself. On the other hand, editors will have to be willing to reflect on/change their own behaviour and not see the training as a way to better point out where are others get it wrong. Risk could be limited if a small group of active and respected Wikipedians commits to the process and gets involved. We will invest in this - already some moderators and arbcom-members are actively involved.

Risk of not meeting targets: high - but worth taking. If this does prove to be a functional model, it can be replicated in other communities

Program 2: Practical support to the community

Situation analysis

As indicated in previous years, the Netherlands’ community does not make intensive use of the Wikimedia Nederland small grants programme. In 2016, we contacted as many of the NLWP-editors directly via wikimail as was possible to draw their attention to the support available via Wikimedia Nederland. This did not result in a noticeable increase of applications (although people did appreciate the mail).

We will continue to provide support for any and all activities by editors contributing to the Wikimedia projects, and we will continue to proactively point out this possibility regularly. But we are accepting that the NL-community is self-supporting and has little need of small grants. The one exception are scholarships for international events and reimbursement of travel costs; we will continue to provide these.

An area where WMNL is proving to be of help to volunteers, is using the advantage of being an organisation ‘with a letterhead’. As a formal and established organisation with a postal address and staff with official jobtitles, WMNL can sometimes achieve things which for individual volunteers are complex. This can range from press-accreditation for events, convincing (government) organisations to release data, to complaining to media who have used images from Commons without proper attribution.

Desired change (outcome)

A majority of the community of editors is aware of the material and non-material support programme provided by Wikimedia Nederland and does not hesitate to make use of it. The grants and reimbursements and other forms of support lead to clear and identifiable contributions to the Wikimedia projects.

How could such change be realised?

  • increase awareness among community of all services/support provided by WMNL.

What can WMNL do?

WMNL can:

  • maintain open eye and ear for initiatives which could benefit from support by WMNL, and proactively contact community members who might benefit from such support
  • link up with thematic Wikipedia writing events, Wikipedia-projects etc and point out possibilities to provide targeted support (literature, access to pay-walled data etc.)

Activities 2017

  • provide a small-grants programme, including reimbursement of travel costs to facilitate attendance in (international) events
  • new: provide information on non-financial support WMNL can give concerning getting access to data, accreditation, protesting against incorrect use of Commons images etc.
  • new: regularly inform newly registered editors of small grants programme and other support offered by WMNL

Measurable results 2017

  • 15 applications for small grants received and processed
  • travel costs reimbursed for 30 volunteers
  • other forms of support provided to 25 volunteers
  • at least 100 articles added/improved and 1500 images uploaded as result of support

What could go wrong?
This programme has been running for several years and - apart from the lack of interest in small grants - is running well.
Risk targets will not be met: low.

Program 3: Increasing participation and stimulating diversity

The number of active editors on NL Wikipedia has shown a steady decline for several years; over the past year, it appears that the decline is at least slowing down and perhaps levelling off.

Success in editor recruitment remains elusive. We have reached out to other volunteer organisations but they are reluctant to cooperate with Wikipedia as they fear their volunteers will ‘defect’. Recruitment among professional groups could be more promising, with trainings held in 2016 for art historians and specialists in the history of printing drawing a lot of participants. As yet it is unclear how high retention will be among these groups.
Wikipedia has developed into a complex environment for new editors, who find it difficult to get a grip on the written and unwritten rules, and can be shocked at the harshness with which beginners’ errors are met. Creating platforms outside Wikipedia (such as the Gender Gap Facebook groups) specifically for new editors is proving successful in providing a friendly and safe supporting environment.

The involvement of women remains low, although there is a rising trend and the community is more open to attempts to remedy the gender gap. The coming years (2017-2020) are centenaries for important events in voting rights for women in the Netherlands. This can provide a framework for activities aimed at remedying the gender gap.

Desired change (outcome)

By 2018, the decline in editors on NL Wikipedia is stopped, and preferably reversed. At least 20% of editors are women. There is a steady influx of new editors who are stll active after six months.

How could such change be realised?

  • Create an atmosphere on NL Wikipedia that is welcoming to new editors
  • Increase awareness among groups with - potentially - high affinity with free knowledge that Wikipedia can be edited by anyone and create opportunities for them to get acquainted
  • Provide new editors with a context that will facilitate their ‘induction’: links to other editors with the same interests, create concrete opportunities to make a valuable contribution e.g. by working with newly donated content
  • Create ‘safe’ opportunities for new editors to become acquainted with Wikipedia and develop editing skills

What can WMNL do?

WMNL can

  • Support the community in creating a welcoming atmosphere (see programme 1)
  • Organise and support training and introduction programmes and materials for new editors
  • Set up and maintain ‘safe environments’ such as facebook groups where new editors can develop skills and get constructive feedback
  • Support volunteers working on promoting involvement of women (gender gap working group)
  • Establish partnerships with organisations focussing on gender issues and gender history

However, as indicated in programme 1, WMNL

Activities 2017


  • support the gender gap working group in organising editathons, editor training and online events

  • establish and maintain partnership with organisations focussing on gender issues and gender history, including Atria, Vrouwenraad (Council of women’s organisations)


  • organise/support editor training, in particular focussing on staff and volunteers of organisations with an affinity with free knowledge
  • new: set up and support facebook groups and other platforms where new editors can find help and support
  • new: develop a concise online manual for new editors, explaining basic ‘how to’ of editing, supported by training videos

Measurable results 2017


  • 3 editor trainings organised focussing on increasing participation of women, with in total 45 participants
  • 10% participants (at least 5) still active after 6 months
  • 2 online or offline events related to anniversary of women’s voting rights
  • at least 2000 items added or improved on the Wikimedia projects

What could go wrong?
There still is no magic formula for editor recruitment and retention. However, there now is real momentum around the gender-gap theme with a good support structure for new editors. The upcoming commemoration of women's suffrage will provide media attention that could support the project. We have submitted a funding application that - if awarded - would allow us to put more resources into this activity

Program 4: GLAM-partnerships

Situation analysis

WMNL works in partnership with major GLAM institutions in the Netherlands, such as the National Library, National Archives, Naturalis Museum for Natural History and the Institute for Sound and Vision, who have integrated contributing to the Wikimedia projects in their routine operations. For smaller institutions, contributing to the Wikimedia projects may be more complicated. In 2016, in cooperation with Erfgoed Gelderland (Heritage Gelderland - an association of smaller GLAM institutions from the province of Gelderland) we obtained funding for a pilot programme where a Wikipedian in Residence supports several smaller GLAMS.
GLAM work is still dependent on a relatively small group of volunteers with special skills. A number of active and experienced GLAM-volunteers are preferring work on WikiData, where there is still plenty of new ground to break, and the working-atmosphere is friendlier than on the more established projects. Also some volunteers who have been Wikipedians in Residence have established themselves as freelancers. This means that they are no longer readily available to process content donations as volunteers. To avoid disappointment and frustration with GLAM-partners because content donations take a long time to be processed, we will support capacity building for GLAMs to make them more self supporting, and for the community so that more volunteers have important GLAM-skills. We are planning to organise our first Wiki-camp, where volunteers work together over several days to share and expand skills.

The Europeana art history challenge in 2016 was appreciated by the Dutch Community. Wikimedia Nederland will support the challenge in 2017.

Editing content by staff of GLAM-partners remains a sensitive area and in 2016 on one instance has led to a major conflict between community-members and a GLAM-staffmember. However, the potential for expanding and improving neutral, fact-based and well sourced content by GLAM-experts remains substantial.

After two years of experimenting, we developed a basis for cooperating with public libraries in local activities, such as photohunts and events surrounding local artists and writers. However, it remains doubtful whether this will ever result in major impact on the Wikimediaprojects. It can create a platform for local activities and a ‘home base’ for Wikipedians. It will also increase public exposure of Wikipedia. The challenge is to find an effective framework for supporting the diversity of activities where WNNL input in time and money is in balance with the expected output for the projects.

Desired change (outcome)

The Wikipedian in Residence programme continues to lay the foundation for longer running partnerships with GLAM institutions. GLAM-Wiki coordinators are appointed at more major GLAMs after residencies have ended. Contributing to Wikimedia projects becomes common practice in the GLAM community, also involving smaller GLAMs with specialised collections. GLAMs develop the skills to contribute directly to the Wikimedia-projects, without assistance by volunteers or WMNL. The community welcomes editing by staff of GLAM partners, leading to a more substantial improvement of content on Wikipedia. A wider group of volunteers has the necessary skills to process content donations, mass uploads etc. Public libraries are equipped to develop local activities in support of Wikipedia

How could such change be realised?

  • a special WiR/ Wikipedia Liaison facilitates involvement of smaller GLAMs
  • external (non WMF) funding sources available for WiR programmes over the coming three years
  • a help-desk for GLAMs with Wikimedia related questions
  • a capacity building programme for (potential) WIRs and GLAM-Wiki coordinators and GLAM volunteers
  • the Wikipedia community is more widely aware of the potential of GLAM partnerships for improving content and welcomes editing by staff of GLAM institutes when it complies with the rules and spirit of Wikipedia

What can WMNL do?

What could go wrong?
The GLAM-programme is well established and for several years now we have succeeded in creating new Wikipedian-in-Residence positions. There is a risk that the editing community will object if GLAM-staff contribute more directly to the projects. There is also a risk that GLAM-staff will (unintentionally) break community regulations and conventions, causing resistance. We will minimise this by providing active support and guidance to the GLAMs and keeping the community informed at all time. If we do not succeed to train sufficient volunteers or GLAM-staff in upload skills, there is a risk that the target for added content will not be met. This risk could be met (but only in extreme cases) by providing funds to make available professional skills.

Program 5: Education

Situation analysis

Maastricht University- meeting 1, group 1
In 2015 we did our first activities in the field of education, focussing on higher education (bachelor and master level) and started pilot-projects with the universities of Utrecht and Maastricht..

These universities are continuing with their programmes, indicating that they found them rewarding and successful. However, this is not leading to spin-offs, either within those universities or elsewhere. In Q4 2016 we will organise a brainstorming meeting with lecturers, volunteers and other experts to decide on further steps: how can we expand the programme? ‘Skills’ can be as valuable a contribution to Wikipedia as ‘knowledge.’ An interesting ‘discovery’ was our partnership with a college for training translators: translating Wikipedia articles is now offered as a option for their students as part of the compulsory trainee programme. Our partnership with this college for translators is now maturing: in Q4 2016, four trainees will start translating articles from 4 different languages. In Q4, we are starting a partnership with a college training graphic designers and illustrators, who will provide infographics, animations and drawings at the request of editors.

Scaling the education programme will require more resources than Wikimedia Nederland currently can put into this programme. We are approaching various grantmakers to generate funds.

Desired change (outcome)
Universities and colleges - in particular their teachers and lecturers - are aware of the possibilities to integrate Wikipedia in their curriculum. They have access to tools and materials which makes it easier for them to develop programmes. Students are routinely exposed to contributing to Wikipedia as part of their education. The contributions made by students within the framework of the education programme are welcomed by the community. Wikimedia Nederland has the resources (staff and finances) to support an education programme over a longer period. What could go wrong?
The educationprogramme is not naturally expanding in the way the GLAM-programme did. There is no cross-over between institutions. This means that every new activity developed requires substantial investment of time and effort. If no natural momentum starts to develop, and we do not succeed in raising funds for additional staff, there is a risk that the education programme will not reach its targets.

Program 6: Thematic priorities: Nature

Situation analysis

QR-pediacodes in a heritage garden
Since 2014 we offer a thematic focus for our GLAM and Education programmes: two topics which over several years function as a centre of attention for content donations, editathons and online activities. Currently, the themes are ‘nature’ and ‘Nederland and the world”.

Around the theme ‘nature’, there now is a well established programme of activities. The Museum for Natural History is a committed partner, having hosted a Wikipedian in residence in 2015. A second Wikipedian in Residence started in June at Soorten.nl, the federation of natural history volunteer associations. He will initiate content donations on plant and animal species and cooperation with the natural history volunteers. We have developed a partnership with the Dutch Botanical gardens, with activities starting in 2017. There is an active ‘nature’ project group of volunteers, who initiate and implement activities. With project nature, we are coming close to the objective of a self-sustaining processes of content donation and content processing requiring only limited support from WMNL.

Desired change (outcome)
The thematic topic nature functions as a focal point for activities of GLAM and education partners, volunteers and editors, leading to substantial increase in content on Wikimedia projects. Ultimately this results in self-sustaining processes of content donation and content processing requiring only minimal support from WMNL.

What could go wrong?
Project Nature is well established with an active group of volunteers, and will benefit from a Wikipedian in Residence in 2017. Also there is the chance of synergy with the project Nederland and the World, via the international collection of Museum Naturalis. As with all editor recruitment, there is a chance that natural history volunteers will not take up editing, however the fact that they will be working with their own material should be a bonus.

Program 7: Thematic priority Nederland and the World

ast content donations by the Tropenmuseum and the National Library have proven that material from the collections of Dutch heritage institutions can be highly relevant for Wikimedians in other parts of the world and offer insight in shared history. This applies especially to countries with which the Netherlands has links through colonies, trade or migration, such as Indonesia, Japan, SriLanka, Ghana, South Africa, Brazil, Surinam.... Images donated by the Tropenmuseum are used to illustrate articles in 141 language version of Wikipedia. These articles are viewed 14 million times every month.

Almost all of Wikimedia Nederlands GLAM partners hold collections or data which fall into this category. Communities in other parts of the world may not be aware of these materials or uncertain how to gain access. The GLAM partners are unsure which materials are most relevant for the Wikimedia community and should be digitized or uploaded first. They are keen to donate materials that will be of use to the global editing community and would favour ‘digitizing on demand”. In 2016 Wikimedia Nederland started activities to connect global Wikimedians with the global collections of Dutch GLAMs. We introduced the project Nederland and the world, and have processed the first requests from Wikimedians for content donations related to Ghana, Brazil, South Africa and Benghal. We received funding from Digital Heritage Netherland to develop an online exchange platform for shared cultural heritage, where GLAM partners and Wikimedians can communicate directly.

What could go wrong?
Nederland and the world is an experimental project. First steps taken in 2016 indicate there is an interest in the global Wikimedia-community. Definitely, the GLAM-partners are keen to participate. We benefit from external funding obtained in 2016, which allowed us to set up a professional exchange and communication forum. But it remains to be seen whether this formula really works in the long run and will lead to clear gains for the various Wikimedia-projects.

Program 8: Wiki Loves Monuments

Wiki Loves Monuments was started by WMNL in 2009 and over the years developed into global event, which has increased content of the Wikimedia projects and has involved the general public in contributing. In 2017 we will run Wiki Loves Monuments for the 6th time in the Netherlands. Our experience over the past 2 editions has been that it requires more effort to obtain results, and that the added value for the Wikimedia projects is diminishing (fewer new participants, images received are mainly of monuments of which images were already available). Also, there was a lack of enthousiasm and energy among volunteers, which resulted in office staff taking on more tasks. However, there are still gaps in the image collection of Dutch monuments and volunteers are still interested in running Wiki Loves Monuments.

Desired change (outcome)
A revitalised working group, running an activity that has increased relevance in creating substantial new amounts of free content (i.e. filling clear gaps in content). Expanding the scope of Wiki Loves Monuments to include activities benefitting WikiData and Wikipedia.

How could such change be realised?

  • rethink concept without letting go of the core idea of a photo contest for the general public
  • encourage new volunteers to become active in working group

What can WMNL do?'

  • establish connections between WLM and other activities, such as Nederland and the World and Wikidata

What could go wrong?
There is a huge amount of experience in running Wiki Loves Monuments. This could however be a disadvantage, because it might block the proposed change in approach and way of working. The current group of WLM-volunteers are mainly focussed on Wikimedia Commons. If WLM is to successfully expand into Wikidata and Wikipedia, new volunteers have to become engaged. The same applies to running the programme in the Dutch Antilles and Surinam: local involvement is necessary. The WLM-group is aware of these risks and hs already started preparing for the 2017 campaign.

Program 9: Public affairs and communication

The mission of the Wikimedia movement can only be reached if relevant stakeholders and the public in general are aware of the importance of open knowledge, and have a basic understanding of how the Wikimedia projects and the Wikimedia-affiliates operate. Especially relevant is the understanding and support of decision makers and legislators, who play a role in developing copyright policy.

The most important decisions related to copyright concerning the Netherlands are made in the framework of the EU, but can be influenced by media-attention and awareness raising in the Netherlands. A large percentage of the Dutch population knows and uses Wikipedia. However, understanding of how Wikipedia works as a volunteer and crowd-funded project is still limited. Awareness of Wikimedia Nederland as an organisation supporting Wikipedia and the other projects, and able to act as a liaison between the Wikimedia community and external parties is limited overall. It is not a problem that the general public is not aware of Wikimedia Nederland but wider understanding among the GLAM and education sectors about the organisation and its role is relevant.

Desired change (outcome)

  • The general public and crucial stakeholders have an understanding of Wikipedia that allows them to become engaged with the project in an appropriate and constructive manner if they choose
  • Crucial stakeholders (e.g. institutions in the GLAM and education sector) are aware of Wikimedia Nederland and have an understanding of the role of the organisation

  • Support the work of the Free Knowledge Advocacy Group in Brussels, also by approaching Dutch decisionmakers where necessary
  • Facilitate the involvement of Dutch volunteers in the work of the FKAG
  • Provide easily readable and accurate information about Wikipedia, the other Wikimedia projects and Wikimedia Nederland in printed and digital formats for various target groups

Only the executive director works full-time, all other staff are part-time. Wikimedia Nederland is committed to keeping to this level of staff. Only when external funds are raised for specific activities that cannot be carried out by the permanent, will temporary project staff be hired.
