Purpose of the report[edit]

This form is for organizations receiving Annual Plan Grants to report on their results to date. For progress reports, the time period for this report will the first 6 months of each grant (e.g. 1 January - 30 June of the current year). For impact reports, the time period for this report will be the full 12 months of this grant, including the period already reported on in the progress report (e.g. 1 January - 31 December of the current year). This form includes four sections, addressing global metrics, program stories, financial information, and compliance. Please contact APG/FDC staff if you have questions about this form or concerns submitting it by the deadline. After submitting the form, organizations will also meet with APG staff to discuss their progress.

Overall[edit]

This year 2019-2020, marked by the pandemic, saw part of the activities planned by the association be reoriented, especially during the period March-June 2020. Part of the planned actions had to be canceled (Culture Days and Digital 2nd edition) replaced by others which were imagined to combine the health emergency and the moral obligation of the association to pursue these objectives (contribution contest, webinar). This was possible thanks to the strong mobilization of volunteers and the association team.

The general orientations taken last year have been maintained and the programs have undergone a significant development phase throughout the year as demonstrated by the redesign work initiated on Lingua Libre, the development of a new platform dedicated to e -learning or the work initiated to unite cultural players in an observatory of open content and open data practices. All of these initiated projects will mature during the year 2020-2021. At the same time, many projects have seen the light of day and have made it possible to initiate collaborations, to welcome new volunteers, but also to train and raise awareness about open access and the free sharing of knowledge.

As a reminder, the association organizes its activity in three different programs :

With the exception of participation, all objectives were achieved. For reasons of clarity and accuracy of the figures, the results of the Wikicheznous competition have been removed from the final results. It is a competition created especially during confinement. Last December, we wanted to re-evaluate the objectives according to the situation at that precise moment. At that time there was no question of a pandemic in Europe. So the objectives displayed are those chosen last year and not those reassessed in December 2019 which appears in the progress report.

Wikimedia France has developed actions supporting the contribution of priority audiences for the Wikimedia movement with two key objectives :

Develop a better understanding of Wikimedia projects by a wide audience, especially young people, in order to promote a different, more participative and contributory web
Facilitate access and participation in the development of new content

Wikimedia France works actively for digital education and not only on the accessibility aspect but also on the question of an inclusive internet and participatory. This is the vision of the web that Wikimedia France defends and promotes through Wikimedia projects. Wikipedia has become an everyday object in almost 20 years, with nearly 30 million visitors consulting the encyclopedia each month. Wikimedia France acts to inform and explain the operating rules of the encyclopedia to give users the keys to understanding but also the ability to act in particular towards certain target audiences allowing us to reduce participation and content biases. In fact, according to a recent study conducted by the Wikimedia Foundation, nearly 50% of people who contribute to Wikimedia projects live in Europe and 25% in North America (compared to 9.7% and 4.8% of the world population. ) and 87% of them say they are men. The work to inform, welcome and train is all the more important.

Several contribution contests, such as Photographiez les Outre-Mer, which took place from August 1 to 31, 2019, or the #WikichezNous contest which took place during confinement in France, accompanied 447 people in their first steps on the Wikimedia projects, by creating an account, by uploading a photo to the Wikimedia Commons media library or by editing an article in the Wikipedia encyclopedia. Another 450 people took advantage of the reopening of WikiMOOC to learn about the rules for contributing on Wikipedia.

During the year, 1,750 people created accounts on Wikimedia projects to learn and share.

Wikimedia France continues to support, through the French-speaking collaboration network WikiFranca, the organization of training and workshops in other French-speaking countries. The objective is to democratize the contribution to Wikimedia projects by supporting voluntary active groups with projects such as the WikiClubRFI, carried out in partnership with RFI. Wikimedia France has supported, through the micro-financing commission, 33 workshop and training projects in French-speaking countries.

A new conference program was created in November 2019 to discuss and debate on themes where Wikimedia France, through its activity, can bring ideas, or relevant elements to the public debate as with regard to the dissemination of fake news or media education. In this context, the work carried out with educational actors and high school students remains a priority for the association. Despite the health context, a new edition of the high school Wikiconcours was organized in partnership with CLEMI, to allow young people to learn to contribute on Wikipedia. 536 students in about thirty French-speaking high schools (since one of the winning high schools is located in Canada) learned the rules of contribution and improved the encyclopedia accompanied by their teachers. Researching, analyzing and synthesizing knowledge is what the contribution to the free encyclopedia teaches. For the association, these are necessary skills for the citizens of tomorrow and we are fully committed to this mission.

Despite the situation, we continued to work with high schools to train and inform about the uses of Wikipedia. We have organized mainstream contribution contests to attract and raise awareness of Wikimedia projects. Unfortunately, we were not able to open a full WikiMOOC session, a partial reopening was decided by the WikiMOOC hosting platform during the confirmation but we were unable to take advantage of this opportunity. This is why we have decided to regain control over our WikiMOOC by migrating it to a platform developed by us in order to better support learners. Our own platform is now online and we will be able to initiate a comprehensive and structured e-learning program this year. Finally, we continued the French-speaking collaboration to train new users and help these groups to structure themselves.

Wikimédia France is committed to the production and free distribution of quality and representative content of all human diversity on Wikimedia projects in particular by targeting the different gap of content:

For this, Wikimedia France has developed and supported, in the past years, various contributive actions to reduce these gaps but also to ensure the free sharing of quality cultural and educational content.

Wikimedia France is actively engaged in the production and distribution of quality content. It also takes care to reduce the biases present within the encyclopedia and other Wikimedia projects (gender, languages, territories).

During this year, 3 dedicated contribution contests were organized. First, a new edition of the Wiki Loves Monument which took place in September 2019 and which brought i8,300 photos of historical monuments. As the fire of Notre-Dame de Paris a year and a half ago reminded us, or the more recent one of the cathedral of Nantes, documenting heritage in a free and accessible manner is essential and the association works actively in this direction. Other competitions aimed at more scientific audiences such as the 2020 edition of 1lib1ref (1 librarian, 1 reference) with nearly 2000 references added, the “Wiki Science Competition” and the Wikidata competition concerning cultural works conserved in museums in 5 European countries (France, Germany, Austria, Italy and Switzerland) have made it possible to improve the Wikipedia encyclopedia and other Wikimedia projects. Thanks to its action, the association provides access to high quality sources, images and data.

The project, Lingua Libre, to develop and support regional and minority languages, crossed the symbolic mark of 300,000 recordings with nearly 112,000 new recordings made in the year 2019-2020 alone. The graphic redesign of the site and the switch from .fr to .org demonstrate our desire to continue developing this tool, which proves, day after day, tthat developing new avenues of contribution is essential to include new people in Wikimedia projects. Opening doors to allow everyone to join the movement is part of our ambition and Lingua Libre has shown that it meets this objective.

New promising partnerships were signed during the year, in particular with Paris-Musées, an institution bringing together 14 heritage sites in the city of Paris which has chosen to open nearly 100,000 photographs of works in high definition. and licensed under CC-0.

In this context, Wikimedia France and the DGLFLF (Department dedicated to the French language at the Ministry of Culture) have joined forces to co-finance a job position of Wiktionary in residence at the International Institute of La Francophonie as part of the "Dictionary of Francophones" project. The work carried out in the design of this new dictionary will be reused to improve the Wiktionary and thus improve the quality of the information contained therein.

Finally, Wikimedia France has partnered with the Sans PagEs association to improve content about female personalities. An official partnership was signed and Wikimedia France is committed to supporting humanely, financially and logistically the essential work carried out by the Sans PagEs association. With more than 2,000 new articles created during the year, the collaboration between the two associations will continue into the next year, together committed to reducing gender bias on Wikimedia projects.

Wikimedia France continues to "focus its efforts on the knowledge and communities that have been left out by structures of power and privilege". We have developed competitions and training to improve the quality of content on Wikimedia projects through partnerships with cultural institutions, contribution workshops on specific themes and by supporting the production of content that reduces the bias of Wikimedia projects (oral contribution with Lingua Libre, financing of the activities of Sans PagEs and the Women and Feminism Workshops in Nantes). However, some activities had to be postponed because of the confinement such as a conference dedicated to people speaking Occitan.

Report

The association acts to sustainably transform the practices of public institutions by campaigning for a free and contributory internet model, by acting for open data and open content, but also by transforming professional practices, in particular through the training of professionals.

Wikimedia France continued its awareness and training program with cultural, educational and public actors with the aim of promoting the Wikipedia model but also of changing practices. Several trainings on Wikimedia projects have been organized with stakeholders such as the National Library of France, the network of media libraries in the city of Strasbourg or the national network of museums and technical collections.

The development of our own distance training platform should allow us to increase our offer and our audience, in particular by reaching out to isolated players who would like to get involved in contributing to Wikimedia projects. Several training modules are in development and the WikiMOOC will be switched to this new platform in the coming days. The training catalog has been streamlined and redesigned to meet the needs of professionals.

A website dedicated to teachers using Wikimedia projects in the classroom was developed during the year. The idea is to bring together good ideas, promote mutual aid and exchange between professionals, particularly in the context of actions such as the high school Wikiconcours. The association has thus joined or formed networks of professionals likely to bring within their institution a change in practices and a more open and contributory approach.

But the association, thanks to the action of the chair Pierre-Yves Beaudouin and Willie Robert, has also been very involved in advocacy activities promoting and defending the Wikipedia model. This resulted in several open letters and forums aimed at alerting the public authorities published on the association's blog but also by the participation of board members and the operational director in various hearings within the framework of the preparation of draft laws.

Wikimedia France has notably made an external contribution to the Constitutional Council to contest several devices deemed dangerous in the law aimed at combating hate content which was partly censored by this council. The association now sits on the online hate observatory, attached to the CSA (Superior council of audio-visual). Finally, Wikimedia France is still active with the Free Knowledege Advocacy Group of Brussels by organizing, on the occasion of the French-speaking Wikiconvention 2019, a round table on the overhaul of the e-commerce directive initiated by the new European commission (Digital services Act) and which will question in the coming months the role of the legal liability of hosts.

Wikimedia France act to transform institutional practices. We bring together and federate all the cultural, educational and scientific actors who share our values while training and accompanying those who wish to join us. We gather beyond Wikimedia projects, all actors who act for the free sharing of knowledge. In this, we fit perfectly in the strategic direction of the Wikimedia movement by "becoming the essential infrastructure of the ecosystem of free knowledge, and anyone who shares our vision will be able to join us". We represent the movement and defend its model with public actors in France and at the European level by working closely with the FKAGEU.

Volunteer Program[edit]

The association is built on an active volunteer community without whom none of the association's activities would be possible. A reflection process was initiated during the year on the integration and support of new members of the association. Moments of friendly exchanges but also of work have made it possible throughout the year to maintain and preserve the energy of the association although it has been impacted by the COVID-19 pandemic.

Wikiconvention francophone 2019[edit]

The 2019 Francophone Wikiconvention took place from September 6 to 8, 2019 in Brussels and brought together around a hundred volunteers to exchange, train, learn and share. This edition saw for the first time the organization of a learning and training day dedicated to contributors and contributors from French-speaking countries that do not yet have an official organization (funding, action plan, communication, team leadership ). These days, which will be reproduced in various formats within the Francophone community, allowed an exchange of beneficial skills for members of the community who wish to organize themselves.

Feedback, discussion time, presentation and other workshops allowed the French-speaking community for three days to come together and reflect together on its future as part of the Wikimedia movement's 2030 strategy.

Unfortunately, the health situation forced the Tunisian organizing team for the 2020 edition to postpone the French-speaking Wikiconvention to 2021.

Training Program[edit]

In 2020, the association initiated a special training program dedicated to these volunteers. The first two training sessions took place at the start of 2020 and covered two important themes: how to manage your volunteer investment and how to promote the skills acquired as a volunteer in the job market. Its two promising experiences, carried out in partnership with the EIHD (European Institute of Humain Developement), paved the way for a comprehensive training program for members of the association to accompany and support them in their volunteer commitment.
