Wiki-Payrem 2017 is an international Wiki forum devoted to the development of Wikimedia projects in the languages of Russia and neighboring countries. Similar events were earlier organized by NP Wikimedia RU in Ufa in April 2015, in Petrozavodsk in May 2016, and in Izhevsk in September 2016; these events have demonstrated a certain positive effect on the volunteers' activities in the Wikimedia projects in Russia's minority languages. At the Izhevsk forum, a decision was made to hold the next event in the city of Yoshkar-Ola in the summer of 2017.

The goals of the Wiki-Payrem 2017 International Forum:
  1. Create awareness in the local Mari communities, generate greater interest in Wikimedia projects, find groups and individuals who may join Wikimedia projects in Mari and Meadow Mari;
  2. Exchange knowledge and experience between the members of communities of Wikimedia projects in different languages;
  3. Offer training for people who share Wikimedia projects' values and advocate the ideas of free knowledge;
  4. Track and document on-going projects and developments in the Wikimedia projects in the languages of Russia and neighboring countries;
  5. Familiarize the Forum's participants with the history and the culture of the Mari people; increase the number of Mari-themed articles in the Wikimedia projects in the languages of Russia and the neighboring countries.

1. What inspired your community to begin planning this event?

We have accumulated a significant experience in holding similar events for Wikimedia projects in the languages of Russia's peoples. The proposal to conduct this event in Yoshkar-Ola was voiced and agreed on during the Ural Wiki-Seminar in Izhevsk. We intend Wiki-Payrem-2017 to enhance cooperation between the Wikimedia projects in Russia's languages and between regional communities — a goal that we have pursued at our earlier events (the Wiki-Conferences held annually since 2008, and the more closely focused events in Ufa 2015, Petrozavodsk 2016, and Izhevsk 2016).

Предложение о проведении этого мероприятия в Йошкар-Оле прозвучало и было одобрено на Уральском вики-семинаре в Ижевске. This event continues a series of our previous activities, including the conference events described above, and smaller local events, such as seminars and meet-ups.

3. If your community has hosted a similar conference in the past, what outcomes and benefits have you seen from past conferences?

At the events described above, we motivated a lot of people to start working in the Wikimedia projects in the languages of Russia. (After event in Ufa, the community of Bashkir Wikimedians initiated creation of their User Group, and held several events to attract new editors and improve the content of Bashkir Wikipedia; after the Petrozavodsk event, we managed to get the Erzya Wikipedia going, and started to prepare for the seminar in Izhevsk; in Izhevsk we managed to solve the problem of insufficient administration in the Meadow Mari Wikipedia, re-engage the old administrator and agreed on holding this event in Yoshkar-Ola). These events allowed a lot of Wikimedians to share their experience: there were over 100 attendees at the Ufa event, ~25 in Petrozavodsk and ~30 in Izhevsk). All of this promoted a significant amount of new content in Wikimedia projects created in the languages of peoples of Russia (the Bashkir Wikipedia is a vivid example).

В рамках этих мероприятий мы мотивировали большое количество людей начать работу в проектах Викимедиа на языках России (включая: после встречи в Уфе сообщество башкирских википедистов инициировало создание юзер-группы и активизировало проведение различных мероприятий, направленных на привлечение новых участников и улучшение содержания Башкирской Википедии; после Петрозаводска удалось активизировать Эрзянскую Википедию, активизировать подготовку к семинару в Ижевске; в Ижевске удалось разрешить ситуацию с недостатком администрирования в Лугово-Марийской Википедии, вернуть администратора и договориться о проведении мероприятия в Йошкар-Оле), такие мероприятия позволили большому количеству участников проектов Викимедиа поделиться своим опытом (в Уфе было более 100 участников, в Петрозаводске около 25, в Ижевске около 30). There were calls for more active participation in international editing contests (CEE Spring, Month of Asia) and photo contests (Wiki Loves Monuments, Wiki Loves Earth).
We promoted the multi-language Wiki competitions: 'Wiki-Urals', 'Food and Cooking Marathon', 'Bashkortostan 100', 'Belarus+Ukraine+Moldova'.

Event Program[edit]

After proposal of Meadow Mari Wikipedia, Yoshkar-Ola was chosen as city of venue, a capital of Mari El republic. The natives, Mari, speak in Meadow Mari and Hill Mari. There are Wikipedias in both languages. The date of Wiki-Payrem 2017 forum is linked to Mari national holiday, Peledysh-Payrem (holiday of flowers).
The event is planned to bebe held o 14-18 June 2017 (wednesday to sunday), including days of arrival and departure of the attendees. The date will be finalized not later than 6 weeks before the event.

Коренные жители республики — марийцы — говорят на марийском и горномарийском языках. Оба языка имеют свои языковые разделы в Википедии. Проведение форума приурочено к дате празднования национального праздника марийцев Пеледыш пайрем — Праздника цветов.

It is crucial that most participants have a minimum level of Wikimedia experience so that they can engage actively in workshops and discussions. Please answer all applicable questions below.

1. Please describe the target audience for this conference or event.
en:We envisage that the Forum will be attended by at least 15 members of the local public, including college students, senior high school students, teachers, journalists and bloggers who are interested in the Mari culture and/or languages. We plan to have 2-3 active representatives from each Wikimedia project in the languages of Russia and from the neighboring countries. Besides, there will be many experienced users from Russian-language Wikimedia projects (which are the largest among all projects in the languages of Russia); a large delegation is expected from the Bashkir Wikipedia (which is the most active community of volunteers among Wikimedia projects in Russia’s minority languages). We also look forward to see representatives of foreign-country Wikimedia projects as attendees and, hopefully, speakers at the Forum.

  • - The applicant represents a Wikimedia project in a minority language of Russia or in the language of a country neighboring Russia
  • - The applicant plans to deliver a speech, presentation or a master class
  • - The applicant is an active volunteer
  • - The applicant is a female volunteer
  • - The applicant has edited/contributed to at least one article from this list: "Mari El Republic", "Yoshkar-Ola", "Mari People", "Mari language", "Hill Mari language", in any Wikimedia language project.

en:We will exchange phone numbers and email addresses with all participants of the forum, and will maintain constant contact in social media after the forum finishes. We anticipate that at least 5 new contributors will join Wikimedia projects.

Yes, we would like to invite WMF representatives.
Amir Aharoni has proposed that he deliver a presentation about the "Content Translator" tool. We know Amir as excellent presenter capable of captivating any audience. Amir speaks Russian; his presentation will be very useful to the attendees and to the representatives of Wikimedia projects in Russia's minority languages and in the languages of the countries neighboring Russia.
We have also invited Asaf Bartov and Kacie Harold to attend - they have a large experience of interacting with the participants of a large number of Wikimedia projects. We highly value their experience of organizing the activities of local Wikimedia communities, and see that their participation may be of especial benefit to the forum.

We will keep minutes of all activities that would take place during the Forum. In the minutes, we will record the most important thoughts/opinions voiced by the presenters and arising during discussions. The minutes will be published, and so will the texts and presentations of the most significant talks delivered. These materials will be available for further discussion and use.
At the Yoshkar-Ola forum, we plan to decide on the venue for the similar future conference to take place in 2018.

Our concern is that the Mari community may fail to show interest to the Forum, come to the lectures and the master class in the first day of the Forum. This may have an impact on the further development of the Meadow Mari and Hill Mari Wikipedias.
To attract interest among the Mari community, we have already created the Forum's press service, and begun to create awareness of the planned Forum. Prior to the start of the Forum, we plan to publish no less than 10 news items/stories in mass media.

Мы опасаемся, что марийская общественность не проявит интереса к мероприятию, не придет на лекции и мастер-класс в первый день работы. Что может сказаться в дальнейшем развитии языковых разделов на луговомарийском и горномарийском языках.
Чтобы заинтересовать марийскую общественность, мы уже сформировали пресс-службу мероприятия и начали информировать население об ожидаемом мероприятии. До мероприятия планируем издать как минимум 10 информационных материалов в прессе.
