Access Free Wikipedia by any data network
Wikipedia is no doubt a good source of information. There is need for better marketing ( which is fulfilling the need, rather advertising for profits); Wikipedia should sign MoUs with all data providers (ISPs) / Telecom operators so that free internet access should be provided to everyone to access Wikipedia. This will boom the wiki visitors. Best Wishes.

The library will attract more readers to you, You just need to share achievements and stats. Free Wikipedia is itself a huge marketing strategy, people would love to get benefit from it.
